VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. VISTA, Calif. (KGTV) - A 10-year San Diego Sheriff's Department employee has been arrested for groping a 14-year-old girl at a North County restaurant this year.Timothy Wilson Jr., a 32-year-old Vista detention center deputy, was arrested Friday and charged with one count of felony lewd act on a child for the March 21 incident. WASHINGTON — The Justice Department explored whether it could pursue either criminal or civil rights charges against local city officials as violence erupted night after night on the streets of Portland, Oregon.Federal officials researched whether they could levy criminal or civil charges against the officials, department spokesperson Kerri Kupec said.The research likely explored whether the rhetoric and actions of city officials may have helped spur the violence in Portland.The revelation underscores the Trump administration's effort seek action against those who officials believe may be helping contribute to protest-related violence.Kupec declined to comment on whether charges would be brought.According to The Associated Press, federal officials have reported that they were told by local law enforcement that they were explicitly told not to intervene at Portland's federal courthouse — the site of more than a hundred straight days of protest this summer. Protesters threw rocks and bottles at police and vandalized the building during several protests during that stretch.The Trump administration then briefly sent federal agents to the city in an attempt to quell the protests. Their initial presence in the city led to heightened tensions in mid-summer months.Portland Mayor Ted Wheeler said in a statement that it was "ridiculous" that the Trump administration was attempting to "distract" from its failures in handling the COVID-19 pandemic and west coast wildfires."The administration has made the cynical decision that the suffering of others is politically beneficial, regardless of the cost," he said, according to The Associated Press.
