SAN DIEGO (KGTV and CNS) - The first rain storms of the season moved into the region Tuesday, bringing significant rainfall throughout San Diego County along with the possibility of snow in the mountains. A low pressure system to the south will make its way north and meet a colder, low pressure system that is making its way down the coast, National Weather Service meteorologist Miguel Miller said. These conditions are expected to produce rain continuing through Thursday night, with the heaviest rainfall expected on Wednesday, Miller said. Check 10News Pinpoint Weather ConditionsThe NWS issued a flash flood warning that will be in effect from Tuesday evening through late Wednesday night in the county mountains, valleys and coastal areas. An urban and small stream flood advisory was also issued through 3:15 p.m. for areas of San Diego County, including Chula Vista, Oceanside, Carlsbad, Temecula, El Cajon, Vista, Encinitas, National City, La Mesa, and Poway.Rainfall amounts through Thursday night are expected to be around 2 inches in the mountains, between 1 and 1.5 inches in the inland valleys, around 1 inch near the coast and less than a quarter-inch in the deserts, according to the NWS. Snow levels will drop to 6,000 feet by Wednesday evening, with several inches of snow expected by late Thursday, Miller said. Temperatures are expected to remain about 5-10 degrees above average Tuesday before dropping to 15-20 degrees below average on Wednesday, he said. SAN DIEGO (KGTV) -- A car was found fully engulfed in flames on state Route 52 early Thursday morning, but authorities were unable to locate the driver.At around 4:20 a.m., California Highway Patrol officers were called to a vehicle fire on westbound SR-52, just east of Santo Road, in the Tierrasanta area.As flames raged, CHP officers broke a side window to check if anyone was inside, but no one was found.Firefighters were able to knock down the blaze in about 5 minutes.The cause of the fire is under investigation. 528

SAN DIEGO (KGTV) — A deceased whale was found by lifeguards floating off the coast of San Diego Thursday.San Diego Fire Rescue Lifeguards at Black's Beach spotted the dead whale floating about two to three miles off Sumner Canyon.Lifeguards responded to the gray whale, found to be about 30 feet in length and show obvious sounds of bloating and decomposition, according to SDFD spokesperson Monica Mu?oz.RELATED: Humpback whale feeding frenzy off San Diego's coastSDFD lifeguards are working with the National Oceanic and Atmospheric Administration to secure samples of the whale carcass and figure out what disposal options are available.It wasn't immediately clear what led to the whale's death. Almost exactly one year ago, a gray whale was found dead on the shores of Black's Beach.Recently, experts have said a humpback whale feeding frenzy is occurring off the coast of San Diego. SAN DIEGO (KGTV) - A Chula Vista World War II veteran celebrated the 100th birthday of a lifetime, with help from hundreds of strangers.The celebration was made possible through Arthur Brook, a 9-year-old dedicated to preserving the stories of WWII veterans. He's been interviewing veterans living at the Veterans Home of California, Chula Vista"Since they were at least in their 90's, to be registered in the military during WWII, they wouldn't be here for much longer," said Arthur.When Arthur learned Army veteran Edwin Schwimmer was turning 100 in September, he wanted to give him a special gift. "We quickly made a decision to make it the most special birthday in a long time!" the 9-year-old added.Arthur put out a call requesting birthday cards and received hundreds from around the country. "So many people thought to send him cards, I just wanted to thank them all, who sent cards to Edwin Schwimmer to thank him for his service to our country," said Arthur. Schwimmer was stunned at the number of people who took the time to write him a letter. "There's no words I can express how I feel," said Schwimmer, "I'm the luckiest guy in the world, the luckiest guy in the world."Arthur says he'll continue his mission to interview as many WWII veterans as possible. 1277

SAN DIEGO (KGTV) -- A Barrio Logan business is on a mission to help students become the first in their family to go to college. Called the Barrio Logan College Institute, the business helps kids learn how to get into college. The program began in 1996 and helps students from third grade all the way through college. So far, 204 students have participated in the program. The programs offered are free, but parents are required to donate their time. The business began out of the need to help students in underserved communities. According to the institute, only three percent of adults age 25 and older in Barrio Logan have a bachelor’s degree. The institute also says only 38 percent of those 25 and older in the community have a high school diploma. Through the institute, many students have been able to go on to attend college. 88 percent of students who have gone through the Barrio Logan College Institute’s College Success Program remain in college working toward a degree. For now, the institute is focused on moving to a new location within the Barrio Logan Community, so far raising .1 million of the needed .5 million to buy the building.
