SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617

SAN DIEGO (KGTV) Sewage contaminated water is keeping swimmers out of the ocean in Imperial Beach. Late Tuesday afternoon, The County of San Diego Department of Environmental Health extended an existing water contact closure to include all of Imperial Beach. The original closure was issued on June 27th for the Tijuana Slough National Wildlife Refuge shoreline. According to the county, sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary. Eric Syverson is a life long resident of Imperial Beach. He keeps a close eye on what's happening in the Tijuana River Valley. "It was dry on Saturday, not dry on Sunday. Monday, we wondered what was going on and now, Tuesday, there was quite a bit of flow this morning and it just smelled horrible and it’s green,” said Syverson. The water was pooling under the bridge on the north side of Dairy Mart Road. "At six a.m. this morning, probably double the volume that’s flowing right now and the air was twice as bad, you couldn’t breath under this bridge this morning," said Syverson. According to a San Diego inspector with the International Boundary and Water Commission, there was transboundary flow Monday night into Tuesday morning from a ruptured potable water line. The IBWC estimates 300,000 gallons of treated and untreated wastewater flowed into the U.S. Initially, the IBWC said the figure was much higher; roughly two million gallons. The number was revised after the inspector determined their gauging station was not accurately recording the flows. Members of Citizens Against Sewage are skeptical. "I’m looking at the gauge data from the river gauge from IBWC's information. We put values on those numbers that they provide, and it’s over seven milllion gallons,” said Lance Rodgers, Co-Founder of Citizens Against Sewage. This is just the latest in a series of sewage spills that have closed South County beaches."There were flows on the second, there were flows on the 30th, the 28th, 24, 23, 20, 19 it’s been a bad month,” said Syverson. Syverson said it's the same problem with no solutions from either side of the border. "I mean, why should we even have to think about it. It's July 9th, we should be at the beach right now, going "God, look at how gorgeous this area is," not standing in a horrible valley wondering how to solve a problem that’s existed for my entire lifetime," said Syverson. The county will continue taking water samples Wednesday morning, but it takes twenty-four hours to get back the results. 2522

SAN DIEGO (KGTV)- The 2019-2020 cruise season is officially underway in San Diego, and the Port of San Diego expects thousands of visitors to the region, having a significant economic impact on the city.The Port has 104 cruise calls scheduled, which is up from last year's numbers. Approximately 338,000 passengers will be on the cruises and Port officials say each home ported call has an average of million in economic impact."That doesn't just mean spending money on food and shopping, but that can be maintenance, repairs and things to the ship," said Adam Deaton, with the Port's cruise business development."It's a great, great uptick for San Diego's economy," said Deaton. "We're not in the summer so it's kind of the down season, so cruise is a great pick me up for the winter and fall months."The season began Tuesday with the arrival of luxury ship Le Soleal, from French Cruise company, Ponant.Also this season, Holland America, Disney Cruise, and Carnival Cruise Lines will be featured. Carnival has not been in San Diego since 2011 and its return was much anticipated.The Carnival Miracle will be at the Port starting in December for 12 trips including Mexican Riviera, Hawaiian Island, Baja Mexico and Panama Canal cruises.Starting October 4, Disney Cruise Line will offer 16 cruises from the Port of San Diego. SAN DIEGO, Calif. (KGTV) -- Sixteen people are dead and hundreds are still hospitalized as the City of San Diego continues to battle a Hepatitis A. The majority of them are homeless.Tents belonging to the homeless were back up in downtown just two days after the city sprayed down streets and sidewalks to control the outbreak. David Ross is known as "the waterman" in downtown. He is an advocate for the homeless and regularly passes out water to those living on the street. Right now, the homeless don't have a place to wash their hands or go to the bathroom. San Diego, Calif. (KGTV) - Some military legal experts are raising concerns about President Donald Trump's involvement in the war crimes trial of Navy Seal Eddie Gallagher. This comes after the President ordered that medals and honors for prosecutors in the case be revoked."I think it's troubling," said University of San Diego Law Professor Robert Muth in an interview with 10News. "As the Commander in Chief, it would be his prerogative to weigh in if he felt there was something wrong. However, that would be done in a very different way. You would expect it to be done discreetly."Gallagher was accused of several war crimes during a tour of duty in Iraq. The central charge was that he murdered a prisoner of war, a wounded teenage ISIS fighter. Gallagher was acquitted of that charge. The case drew national attention, including from President Trump, who suggested that Gallagher was a hero who was being treated unfairly. Several people criticized how the JAG prosecutors handled the case."President Trump saw that they were abusing their power," said John Dadian, a San Diego political strategist who also served in the Marine Corps. "Not only manacling him during the trial, but confining him to quarters, he had a hard time taling to his lawyers. That's not fair." Dadian says many military veterans believe the President did the right thing by stepping in.Muth is worried about the President's actions setting a precedent. "The fact that the President went and used the bully pulpit, specifically his Twitter account, to essentially punch down at relatively junior folks who by law can't punch back, they just have to take it, is particularly problematic." Muth says the President's public criticism could have a chilling effect on JAG prosecutors who may feel pressured not to handle a case in the way they believe it should be handled because they feel they would be attacked by the President for political reasons. "These are folks who signed up to serve their country and are now being personally attacked by the President of the United States when they're trying to do their job. This isn't the way to do it. It's not how someone should lead. It's certainly not how the President should lead as Commander in Chief." 2240
