SAN DIEGO (KGTV) — Anti-tax advocates rallied Wednesday against an array of bond measures across San Diego County say they will add more than billion in debt to San Diego taxpayers if they all pass. "We have to say no to the big bond bailout of 2018," said anti-tax advocate Carl DeMaio, flanked by a dozen supporters, and Tony Krvaric, chairman of the Republican Party in San Diego County.While calling for an across the board rejection of all bond measures on the ballot, the speakers focused most of their ire on Measure Y-Y, the .5 billion measure for the San Diego Unified School District.RELATED: What you need to know about voting this November"These bonds are used to cover up financial mismanagement in local government. They are big ol' bailout," said DeMaio. "They're running up the credit card." Tax reform advocates say Y-Y is the third in a series for San Diego Unified that began in 2008. And that the promises of the previous measures were broken.  "You should ask the people who wrote measure Y-Y why they didn't get the projects they put on the list in 2008 and 2012 done," DeMaio said.10News met with San Diego Unified spokesman Andrew Sharp at Grant K-12 in Mission Hills. RELATED: Enthusiasm bump not reflected in early California voting"You can see a state of the art classroom building," Sharp said as he pointed at a new looking structure on the campus. "That was a result of the generous support of taxpayers and proposition S and Z."Grant says the bond measures in 2008 and 2012 were always the first two steps in a three-part improvement of San Diego schools. "In 2008 we developed a district-wide plan; what it would cost to bring all of our schools into working order. SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They’re also looking to stagger start and dismissal times.While some parents believe having students return to school is easier than virtual learning, San Diego Education Association President Kisha Borden said, “I also think it will create a need for more teachers, we may have to utilize more of our visiting teachers.”The state superintendent is also recommending face coverings before entering campus. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. Gavin Newsom’s proposed cuts to public education, as the state faces an estimated billion budget deficit because of the coronavirus.Even though the budget plan has been voted on, this could still change, as the governor has the power to veto, sign, or make changes to what’s been given to him by the legislature. 2600

SAN DIEGO (KGTV) — Anxiety is growing along La Jolla Boulevard after months of drive-by vandals shattering the windows of businesses, homes and cars."It's a little terrifying, random, and I don't know when it's going to happen," said David Heine.Heine owns Beaumont's Eatery. Last Saturday, just before 7 p.m., a customer parked a car across the street."Just crossed the street onto the sidewalk, when we heard the smash. Their car window shattered. At the same time, rocks came through our awning," said Heine.Heine says the rocks tore through the vinyl awning and struck his hostess, who wasn't injured."The rocks bounced past kids on the patio. It's a dangerous situation," said Heine.It's a danger that isn't going away. The incident is the latest of five similar incidents here in the past few months. Along a mile-and-a-half stretch of La Jolla Blvd., a similar story has been unfolding: Kitchen and car windows shattered, along with windows of other businesses like the Baskin-Robbins.Megan Murphy, co-owner of Verdes El Ranchero restaurant, just finished replacing her second rock shattered window. But this Saturday night, a clue emerged from her new cameras. In the video, a dark sedan pauses to let two people cross the street, before a person wearing red leans out of the window and appears to toss something out. At the same time, rocks appear on the ground near the pedestrians. The rocks recovered have been about an inch long, but they've been thrown with velocity. A handful of people have been hit, but there have been no serious injuries."One of these times someone is going to get seriously hurt, and it's not okay ... not kids being kids. SAN DIEGO (KGTV) - California health officials announced Friday the steepest climb in positive coronavirus cases in history."When I'm worried I'll tell you so you can worry with me and we're there," California Health and Human Services Secretary Dr. Mark Ghaly said. He's worried hospitals could be overwhelmed if we don't stop the rapid spread of the virus."This rapid rate of rise could be even higher if we don't act soon," Dr. Erica Pan, state epidemiologist and deputy director of the California Department of Public Health Center for Infectious Diseases, said.Pan added that we could have a higher spike than we saw over the summer.Many are taking their words to heart and stocked up to stay home. San Diegans saw empty shelves and product limits this week across the county, but officials urge consumers not to worry."We didn't put limits on early enough. There's plenty of product in the supply chain and we just thought it would be better to be proactive because when people only buy what they need there's plenty of supply in the supply chain," said. Kroger CEO Rodney McMullen, asking customers to only buy what they need.When it comes to another lockdown, Director of the National Institute of Health Dr. Anthony Fauci says it's unnecessary. "Public health measures, not lockdown of the country, but public health measures that are simple and easy to understand. The universal wearing of masks. The physical distancing. The avoiding congregating and crowded places. Outdoors is better than indoors, washing hands. It sounds simple in the context of this ominous outbreak but it can turn it around and that's what we need to do," Fauci said.Dr. Ghaly said that doesn't mean more restrictions are off the table. "If additional changes to the purple tier are required we will be working with our local partners to determine what's there ...
