(KGTV) - Mayor Serge Dedina delivered the annual State of the City address Monday night.The mayor spoke to a room full of government, community, and business leaders at Burress Auditorium. The address, lasting about 30 minutes, highlighted the cities accomplishments and outlined a vision for the future.“We have one of the safest cities in San Diego County,” Dedina said when discussing the cities crime rate. He also talked about many of the infrastructure projects ahead, as well as affordable housing. The mayor also addressed the elephant in the room at the end of his speech; the ongoing issue of water quality due to Mexican sewage runoff. Dedina reaffirmed the community’s commitment to fighting for clean water and beaches.“I seem to be talking about clean beaches a lot, and since I'm a surfer, that’s fine,” he said, “But we need to redouble our efforts to expand our skate park and senior center and build a swimming pool and do all the things that most communities take for granted.He also talked about the need for more water quality testing and the lawsuit that IB has filed against the federal government, for its role in allowing raw sewage from the Tijuana ?River Valley to flow into local beaches.“We’re in court right now, the federal government twice tried having it thrown out of court, they lost. HUDSON, Florida — People living in a Florida nudist community say they're tired of not getting their mail from the postal service. The nudists at the Eden RV Resort in Hudson say one carrier refuses to deliver mail inside of their community because it makes her uncomfortable. Residents are outraged and are concerned they're missing important pieces of mail."There's a postal creed and it doesn't say anything about them not coming to nudist resorts. I pay for a service, I expect that service," resident Leonard Rusin said. They say this has been going on for months and have even reached out to the carrier's supervisor. The post office says that carrier is doing nothing wrong and is entitled to her right not to deliver mail if she's uncomfortable. 796

In another blow to its recovery efforts, an island-wide power outage left most of Puerto Rico in the dark, with only a fraction of residents regaining electricity by Wednesday night.The latest blackout prompted Gov. Ricardo Rossello to call on the Puerto Rico Electric Power Authority (PREPA) to cancel its contract with the subcontractor that caused the massive outage."I have suggested to the PREPA Board of Directors that they cancel the contract with the Cobra subcontractor who is directly responsible for this power outage," he said in a statement Wednesday.An excavator operated by D. Grimm, a subcontractor for Cobra Acquisitions, apparently caused the blackout, according to the authority. Workers had been removing a fallen tower when the machine got too close to an energized line and an electrical ground fault caused the outage, according to Mammoth Energy, Cobra's parent company.The same company was responsible for an outage that affected 870,000 customers after a tree fell on a power line last week, PREPA said."This is the second power failure that has affected the people of Puerto Rico in less than a week," Rossello said. "This incident denotes the need to transform PREPA into a cutting-edge, modern and robust corporation. This is another example of why Puerto Rico's energy infrastructure needs to incorporate new forms of power."As of 8 p.m. Wednesday, only 334,000 customers in the US commonwealth had electricity again, according to a tweet from PREPA. IMPERIAL BEACH, Calif., (KGTV)-- Looming questions about border security arise after dozens of people were caught on camera, breaching the fence at Friendship Park yesterday. After being captured and detained, all 52 people are now seeking asylum. A local Youtuber who goes by the username, "Mexican Andy" live-streamed the video of the migrants rushing the border. At around 4 PM, Thursday, he witnessed a man, using what looks to be a knife to slice through the fence and razor wires. The moment it was wide enough for an adult to crawl through, the rush began. US Border Patrol agents said they now have 52 people in custody, including 23 men, 12 women, and 17 children, for illegally crossing the border. This includes 27 families, 24 single adults, and one unaccompanied child, hailing from Honduras, El Salvador, and Guatemala. All of them have since filed for asylum. This kind of breach is hardly a rarity for Border Patrol. Last November, just after the installation of Concertina wire on top of the border wall, two women and a child appeared to squeeze through the fence and walk into the United States.Days later, thermal cameras captured a man, attempting to kick the same razor wire at the San Diego border. Later that same month was the largest caravan rush in recent years, which shut down the San Ysidro border crossing, freeways, and surrounding businesses. With so many more incidents of asylum seekers trying to cross into the United States illegally, it is unclear if Border Patrol has any plans of adding extra security. 10News also asked if this latest group will be sent back to Mexico while their asylum claims are processed, as instructed by President Trump.
