DENVER, Colo. — Voters in Denver, Colorado, overwhelmingly voted to pass Ballot Measure 2J to lift the cities more than 30 years old ban on pit bulls.Ballot Measure 2J passed with 64.5% voting to lift the ban and 35.5% voting to keep the ban in place.Passing the measure will allow the city to grant a provisional permit to pit bull owners as long as the owner microchips the animal and complies with additional requirements set by Denver Animal Protection.Denver Council member Christopher Herndon led the charge, proposing the idea to lift the pit bull ban in January.Denver City Council voted 7-4 to repeal the ban in February, which would have replaced the law with what could be best described as a “probation” for pit bulls. However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. DANANG, Vietnam (AP) — For the first time since the Vietnam War, a U.S. Navy aircraft carrier is paying a visit to a Vietnamese port, seeking to bolster both countries' efforts to stem expansionism by China in the South China Sea.Monday's visit by the USS Carl Vinson brings more than 5,000 crewmembers to the central coastal city of Danang, the largest such U.S. military presence in Vietnam since the Southeast Asian nation was unified under Communist leadership after the war ended in 1975.The Vinson strike group deployed from San Diego in January.The Carl Vinson, accompanied by a cruiser and a destroyer, is visiting as China increases its military buildup in the Paracel islands and seven artificial islands in the Spratlys in maritime territory also claimed by Vietnam. China claims most of the South China Sea and has challenged traditional U.S. naval supremacy in the western Pacific."The visit of aircraft carrier USS Carl Vinson to Vietnam signifies an increased level of trust between the two former enemies, a strengthened defense relationship between them, and reflects America's continued naval engagement with the region," said Le Hong Hiep, a research fellow at the Singapore-based ISEAS-Yusof Ishak Institute.The ship's mission includes technical exchanges, sports matches and visits to an orphanage and a center for victims of Agent Orange, a toxic defoliant sprayed by U.S. forces to deny cover for Communist fighters during the war. It marks a fine-tuning, rather than a turning point, in relations. DEL MAR (KGTV) - The Annual Pacific Classic Party celebrated heroes in the horse community who risked their lives to rescue thoroughbreds during the Lilac Fire."I want everybody who was at San Luis Ray that day to understand they were all heroes," Horse Trainer and Owner Kimberly Marrs said. She's owned horses as long as she can remember, and loves them with all her heart.Friday night, a jazz-infused, Hor d'oeuvres laden party at L'Auberge, the honorees transported attendees to smoke and flame-filled, frantic memories."His pen was on fire because he was in sawdust, literally drug him out of the pen," Marrs said, adding that on that day she lept inside and dragged the horse out, leading him and others along the way to the infield with another worker. They were almost to the end of the tunnel when, "next thing we're facing is a 50-head herd of horses, coming straight at us. So all we could do is basically plaster ourselves against the wall and close our eyes and pray we didn't get hit because if we got hit, we would've been knocked down and trampled to death."She made it unscathed and headed back for her barn where she knew another horse was waiting. When she returned, she faced devastation."I'm still looking for a hose to try and put him out, like I can save him. I tried to get in my barn, but it was so hot, I was stepping over flames," she said. Marrs knew he was already dead. She described it as a horrible, guilt-filled moment. For months, she the memoriy stayed with her.Friday night, that memory was brought into the light, by the horse community. They honored hers and so many others' stories of sacrifice.Noting Martine Bellocq in particular. But now the object may be a bit less "humerous," because its shape may since have changed.In 2015, the asteroid missed Earth by just 300,000 miles and was visible to those with good telescopes. This year, the closest it will come is 25 million miles -- which is way too far to tell what it looks like."This time it's not coming close enough (to Earth) to be any larger than a dot of light," said Paul Chodas, manager of NASA's Jet Propulsion Laboratory Center for Near Earth Object Studies.The asteroid was previously estimated to be 2,000 feet in diameter. However, asteroids change shape over time, as they smash into other celestial objects and break apart.What's more, the giant rock won't be at its closest until November 11, well after Halloween.NASA says the asteroid is most likely a "dead" comet that once spewed debris across the solar system. In space talk, that means it has "shed its volatiles" that would produce the visible tail seen on some comets.The asteroid was discovered October 10, 2015, by the University of Hawaii's Pan-STARRS-1 (Panoramic Survey Telescope and Rapid Response System) telescope in Haleakala, on the island of Maui. 1401
