SAN DIEGO (KGTV) - SDG&E has gained full control of a gas leak that prompted evacuations and shut down SR-163 and Friars Road throughout the day Wednesday. All evacuations were lifted and roadways in the area reopened just before 8 p.m. following daylong evacuations and closures. Crews said they would begin assessing damage and working to fix the gas line overnight Wednesday. UPDATE - SR-163 both NB and SB between I-805 and I-8, including all ramps and connectors, have been reopened to traffic. #SDCaltransAlert— Caltrans San Diego (@SDCaltrans) March 8, 2018 596

SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) — San Diego Symphony's new bayside concert venue is set to open just as San Diego's summer begins.Once completed in July 2020, Bayside Performance Park will be the first and only permanent waterfront venue on the west coast, according to the symphony's latest post online. The recent post also offered a more detailed look at the performance park's layout along San Diego Bay.The venue, which started construction in September 2019, will replace the current facilities in Embarcadero Marina Park South with a new, 13,000-square-foot covered stage, six levels of terraced seating with 13 sections across, a promenade, flexible seating between 2,000 to 10,000 guests, new public restrooms, and other park enhancements.RELATED:San Diego Symphony to start bayside venue construction next monthSan Diego Symphony's new bayside venue clears last hurdle before buildThe stage itself will be covered in a sea shell-like structure with state-of-the-art sound and lighting equipment. While noise concerns arose early on before construction began, the symphony says the angle of the stage's dome should direct most sound toward the audience and not across the bay toward Coronado residents."The venue itself is a work of art, with many technologies working in unison to elevate the music," the symphony writes. "With state-of-the-art sound, lighting and staging, the Symphony will attract bigger names and brighter talent than ever before."The symphony made a minimum investment of million toward the venue.According to the Port of San Diego, the park will be open to the public 85 percent of the year, while the other 15 percent will be reserved for paid admission or rental events. SAN DIEGO (KGTV) — Squatters turned a remodeled home in the College Area into a drug den, days after it was listed on as a vacation rental.Two weeks ago, John, who asked us not to use his full name, listed his four-bedroom home on the site VRBO, complete with new mattresses, comforters, and sheets. This past Sunday, a television installer entered the home to put up three TVs."He heard two people run out of the hallway out the back of the house," said John.RELATED: Residents concerned over rash of vandalism in Chula VistaPhotos taken by the installer show part of the scene they left behind: trashed bedrooms and beds littered with electric scooter parts. Also on the beds were crack pipes and other drug paraphernalia. Burn marks adorned three of the beds. John and his girlfriend had spent more than a week making the place perfect. "Just sad. She was crying out the break-in. Upsetting considering how hard we worked and how much money we spent," said John.John isn't sure how the intruders got past the locked doors. But once inside, it's clear they made themselves comfortable, using John's tools and toiletries, and eating food meant for future guests. It appears they had been living there for days.RELATED: Team 10 investigates wild, violent parties at short term vacation rentals"Wondering what went on there is not good to visualize in the future, so definitely feeling violated," said John.It's a violation revisited on Tuesday morning, when the surveillance cameras showed a figure on the patio, and soon after, a person in a hoodie in one of the bedrooms. When police showed up, the burglar had disappeared. John is now planning major upgrades in security.John still plans to list his home on vacation rental sites, but it will cost him. He spent ,000 furnishing the bedrooms, and many of those items will have to be repurchased. 1858
