SAN DIEGO (KGTV) — Cities are rushing to adapt to the ever-changing State mandates on indoor facilities caused by the coronavirus pandemic. City governments are coming up with different ways to help local businesses stay afloat.Rediscovering the great outdoors has been a roller coaster ride for city tacos owner, Gerald Torres."We kind of did a 180 and closed it all down, and now we're doing a 180 again and opening up for patios," Torres said about his La Mesa location. This comes after the city of La Mesa enacted an Executive Order on Thursday, which allows businesses to use outdoor spaces for dining, displaying products, and other services.Meanwhile, Coronado waived its alcohol prohibition in city parks, just ahead of this weekend's Spreckels Park Outdoor Dining Room event. This is a move to get people to buy local take-out, and picnic outdoors.Coronado also approved gyms to hold classes at Spreckels Park, Bradley Field, and the beach."We feel fortunate that we live in a town where we can just jump out into the park and do yoga," Stephanie Anderson with Island Yoga Coronado said.Tuesday, San Diego Mayor Kevin Faulconer signed an Executive Order waiving permitting requirements for sidewalks and parking lots for restaurants expanding outdoors.On the same day, Chula Vista approved plans to block off car traffic on Third Avenue on weekend evenings. This will help diners expand their businesses onto the entire street, not just on sidewalks and parking lots. The Third Avenue Village Association will discuss details and the start date at a special meeting next Wednesday.On Wednesday, Poway approved its Shared Outside Spaces (SOS) program, which lets houses of worship and gyms to hold activities at city parks. The city began accepting applications Friday morning. The city says we could be seeing yoga classes at parks as early as Monday.Both local governments and businesses must stay nimble to fight through the pandemic."There is no quit in my team," Torres said. "Everyone has stepped up to the plate. We find out what the rules of the game are now, and operate within those rules."All local governments say in order to operate outdoors, businesses must still follow all health guidelines set by the county and state. 2252

SAN DIEGO (KGTV) — By Saturday, many businesses will be shutting their doors all over again as San Diego County deals with a new round of restrictions in the purple tier."The overwhelming majority of folks who are doing it right are forced to be punished because of the individuals who choose not to," said Nathan Fletcher, San Diego County Supervisor. "Where we are now in a situation where we're faced with all bad options."The county's public health officer, Dr. Wilma Wooten, recently requested the state reconsider San Diego County's tier placement and keep the county in the red tier. She argued that data from October revealed the county's increased COVID-19 cases are not because of the sectors that would be impacted the most by moving into the purple tier. The request was not approved."We're going to continue to work to do everything we can with the state to have an approach that's right," said Fletcher.He said it's essential that every jurisdiction across the county does what it can to reduce the spread of COVID-19."We have to come together," he said. "There are limits of what the county can do when it comes to enforcement; we really need the help of the law enforcement agencies."But some say this has gone too far. Many business owners are now choosing to defy the orders and stay open to ensure their business survives, and employees still have a job.El Cajon Mayor Bill Wells said he has taken many calls and emails about the struggles business owners face in his jurisdiction.Some say defying the orders and keeping their doors open means keeping food on their family's table. Wells said having police respond to COVID-19 related complaints won't be a top priority."A lot of us believe the government is overreaching in the situation and so, the county, if this is what the county wants to do, then they're going to have to do the enforcement," said Wells.Fletcher said the only way to get back to a sense of normalcy is to understand how serious this pandemic is and tackle the problem together."There is no functioning economy when you get out of control spread of a pandemic," said Fletcher. "So when you have the mayor of a city and jurisdiction say they're going to ignore and defy public health orders, that sends a signal to people that this is not serious and they don't need to worry about it ... That leads to an increase in cases, an increase in deaths, and more closures." 2416

SAN DIEGO (KGTV) - Conservationists planted dozens of Short-leaved Liveforever in a secret location Friday in an effort to help the succulent survive, according to San Diego Zoo Global Plant Division and the Chaparral Conservancy.The reason for the secrecy was due to the same two reasons the plant is endangered: Illegal harvesting and vandalism. David Hogan, Director of Chaparral Conservancy, lent seeds from an area in Torrey Pines to San Diego Zoo Global, which cultivated the plants for two years.Hogan grew up in San Diego and says his earliest memories are toddling around in nature. He says he's been keeping a close eye on these tiny plants for years, and is now thankful for the handful of grants from various agencies to make reintroducing Liveforever possible.The plant gets its name from its life cycle, sprouting leaves in the summer, and dying down to its root in the winter.Just off the trail, two yellow measuring tapes sat straight as arrows, creating a grid for the Zoo Global team to note where they planted root shafts. "[They're] pretty tiny; the only way we're going to find them is from these measurements," Joyce Maschinski, Vice President of Science and Conservation with Zoo Global said.She wasn't kidding. Looking down, the tiny plant blends right into the rocks surrounding it. Only a trained eye and careful steps keep these conservationists from stepping on the precious wildlife.Hogan said the Liveforever would grow about three times its size in a good year. In the summer, they can bloom beautiful flowers. That's part of the draw for illegal harvesters who sell the plants in Asia.Conservationists used tweezers to hold the roots in just the right place as they filled the marker-sized hole and watered the plants."Everybody knows that it's kinda hard to kill a succulent so they should be able to do well as long as we get them in there, in the right place to grow, and give them some water," Research Assistant with Zoo Global, Joe Davitt, said.Altogether they planted 46 root shafts across two locations."They're nowhere near as appealing to a lot of people as a, say, a baby polar bear or a giraffe, but they're just as equally important. They're part of the incredible biodiversity of life on earth," Hogan said.The Liveforever only grows in five places on Earth, between La Jolla, Carmel Valley and Del Mar, Hogan said."Sometimes it's appealing to go out onto the cliffs to get a better shot for the camera or the ocean or the sunset, but that's unfortunately where a lot of these really rare and endangered animals and plants live," Hogan said, encouraging people to stay on the trails."A lot of us who work with conservation connect with nature as home; this is where we go for comfort, this is where we feel the most connected with the rest of the world," he said. 2817

  

SAN DIEGO (KGTV) - Country music lovers in Mission Valley are fighting to keep InCahoots from closing at the end of the year. One woman started a petition on change.org in hopes of saving the beloved bar. Former congressional candidate Morgan Murtaugh started the petition on Sunday. She said she has been going to InCahoots for years and was devastated to find out the bar was sold. The owner tells 10News the land was sold and their lease was not extended. The bar’s last day is scheduled for New Year's Eve.RELATED: Beloved country bar InCahoots to close December 31Murtaugh hopes the new landowner will reconsider and let the bar continue leasing the building. If not, she says she plans on fighting any future plans for the use of the building or the land.InCahoots has been in Mission Valley for 26 years. Most recently, it became a safe space for hundreds of Route 91 survivors who gathered at the bar every Monday night for group therapy sessions. SAN DIEGO (KGTV) -- Coming to California, leaving the Golden State, the pandemic's opened up possibilities for people looking to move.Some are escaping cities with high costs of living, and others are looking for cities that offer bigger houses and more room to work from home.“When we landed on Florida, he said, ‘I can live there,’ and I said, ‘I can live there,’” said Crystal Sargent.About a week ago, Sargent moved from San Diego to southwest Florida.California's original stay at home order has changed the way she operates her company.Most everything is now done remotely; no need to all be in one physical location."During COVID, you know when you were just more stationary, and you didn't have to fight traffic, you didn't have to rush off from one meeting to the next, for me I could just focus on my client's success," Sargent said."There's just a lot that Utah doesn't offer that California does," said David Keller.Keller's a web developer for an eCommerce company.Right now, he lives in Utah."I've been here for a couple of years now, and I just could not wrap my head around the snow," he explained.Keller said his company changed its remote work policy, allowing some employees to work from anywhere in the country.At the end of this week, he's packing up and moving back to sunny southern California.Keller said if the pandemic hadn't shifted many employees to a remote work environment, he probably wouldn't be moving to California.People Moving According to a COVID-19 migration report from Hire A Helper, Americans are moving. The report found that across the country, 15% of all moves between January and June 2020 were forced by the pandemic. The company said another key finding of their report is that 37% of people moving due to COVID moved because they couldn't afford to live where they were living."At the state level, it's the states with a higher population, and a higher rate of COVID spread that saw the biggest net losses of moves. Since the pandemic was declared, 64% more people left New York and California than moved in," the report stated.While some in California chose to leave the state, a closer look at the numbers from Hire A helper shows there hasn't been a mass exodus.Their data shows 82% of Californians who moved relocated somewhere else within the state.Many moved to smaller and, in some cases, less expensive cities, while others to the suburbs.According to Hire A Helper, 47% of all San Diego moves were within San Diego and 67% of those who moved out of San Diego went to the Los Angeles area.According to United Van Lines, there was a decline in moving requests from March to May 2020 compared to the same period in 2019. In a moving trends and data insights release, "Interstate move requests were lower in March 2020 (26% decrease) and April 2020 (31% decrease) than 2019 data. However, moving interest in September 2020 is notably higher than the previous year (32% increase) — indicating a shifting peak moving season, which typically occurs in late spring and early summer."Rental Market Rob Warnock is a research associate for the online rental platform Apartment List."You have people who are leaving the rental market to enter the home ownership market, for example, you have people who are just moving within cities because a lot of cities like San Francisco have a lot of variation in the housing market just across different neighborhoods or nearby suburbs," Warnok said.He explained there are different migration flows, and people's current situation is driving moves some hadn't considered.According to an Apartment List national rent report, rent prices in some areas across the country are down.Their report noted, "Of the 100 largest cities for which we have data, 41 have seen rents fall since the start of the pandemic in March. To put that in perspective, during the same months last year just four cities saw a drop in rent prices, and among them the average decline was only 0.8 percent. And even in the cities where rent growth has been positive through the pandemic, it has still been sluggish. Seventy of the 100 largest cities are currently registering slower year-over-year rent growth than at this time last year.”It also showed falling rent prices in expensive coastal cities. Although in San Diego Apartment List found San Diego rents have increased 0.8% over the past month but have decreased moderately by 1.4% in comparison to the same time last year.The report stated, "While rent declines in most cities have been relatively modest, a handful of major cities are experiencing significant and rapid price reductions. San Francisco leads the pack with a decline of 17.8 percent since the start of the pandemic. The median 2-bedroom apartment in San Francisco now rents for ,592, compared to ,254 at this time last year. Though it remains the most expensive market in the country, San Francisco renters may now be able to find better deals than at any time in recent memory." 4972
