BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. The total number now stands at 2,981, Wu said.The standing committee confirmed Friday the qualification of five senior officials including Sun Zhengcai, Wang Rulin, Sun Chunlan, Padma Choling, and Luo Huining as newly-elected deputies to the 11th NPC.They were elected in Jilin and Fujian provinces, Tibet Autonomous Region, and Qinghai Province.Members of the NPC Standing Committee also agreed to expel Chen Shi, former county head in Wuchuan county in southwest China's Guizhou Province, from the national legislature for his suspected violations of law and discipline.The top legislature also ratified a bilateral consular agreement with the Philippines.Wu Bangguo also presided over a special lecture Friday afternoon to help members of the NPC Standing Committee better understand the importance of technology innovation in supporting the country's sustainable development.

BEIJING, Feb. 19 (Xinhua) -- Chinese Premier Wen Jiabao Friday bade farewell to renowned educationist Huo Maozheng, who died of illness on Feb. 11 at the age of 88, at the Babaoshan Revolutionary Cemetery in Beijing.State Councilor Liu Yandong joined Premier Wen at the funeral. Vice President Xi Jinping and Vice Premier Li Keqiang previously expressed their condolences.Huo was among China's first group of "100 contemporary educationists," a top honor conferred by the government. BEIJING, Feb. 2 (Xinhua) -- China should further step up social spending to push forward reforms such as health care, welfare and education to sustain its economic growth, the Organization for Economic Co-operation and Development (OECD) said in a report on Tuesday.Although China's reforms have increasingly focused on the need for social cohesion in recent years, said the report, more efforts are still needed in various areas to improve people's living standards over a longer term.The fragmented system of welfare assistance, pension and health care should be unified, it said, stressing reforms on health care should be continued so as to ensure that provision at local levels is improved and eventually the different insurance systems are unified, it said.It also said China's registration system and restrictions on migrant workers' access to social services create obstacles to labor mobility, therefore should be relaxed.OECD groups 30 nations, mostly wealthy European countries, along with Canada, the United States, Japan, Australia, New Zealand, the Republic of Korea, Mexico and Turkey.The report, the second of its kind since 2005, said China is now leading the world economy out of recession with the help of the massive stimulus package."The Chinese government's swift and vigorous action to support its economy has contained the impact of the global recession," said Pier Carlo Padoan, chief economist and deputy secretary general of the OECD.China may overtake the United States to become the leading producer of manufactured goods in the next five to seven years, the report said.However, Zhang Zhigang, chief economist of the Center for International Economic Exchanges, said that to well study China one should not be confined to consider the country's aggregated economic volume but take into account the per capital economic volume, as China is a very populous nation of 1.3 billion people."It is true that China is capable of putting man in space, but on the other hand, in much of its underdeveloped inland areas, oxen are still used to plough the farm", said Zhang at a ceremony to launch the survey.While stressing the rapid expansion of the Chinese economy, the report also touched upon some of the weak points China faces, including the country's over-reliance on foreign-sourced technology embodied in foreign direct investment.The contribution added-value made to research and development was only one-tenth of that in the United States in 2005, according to the 232-page survey.As for financial and monetary issues, it said China will "eventually require a flexible exchange rate regime with open capital markets".Greater flexibility of the yuan exchange rate could not be achieved in a short period of time and it requires a step-by-step approach with supporting reforms in the financial areas, said Padoan in an interview with Xinhua.

BEIJING, March 16 (Xinhua) -- The Chinese market has more potential for U.S. exports, especially high-tech products, as only 6.7 percent of overall U.S. exports went to China, said Ministry of Commerce (MOC) spokesman Yao Jian Tuesday.The two countries were each other's second biggest trade partners, and China was willing to strengthen economic and trade cooperation with the United States to promote more balanced Sino-U.S. trade, Yao said at a press conference in Beijing.This aim could be reached if the United States reduced restrictions on exports of high-tech commodities to China, said Yao.Just 7 percent of China's high-tech imports come from the U.S., down from 18 percent in 2003.China's imports grew faster than exports in the first two months this year. Imports grew 63.6 percent compared to a 31.4-percent growth in exports, figures from the General Administration of Customs show.Yao said the ministry would make efforts to increase imports this year by relaxing import controls, hosting trade exhibitions, and providing free exhibition space for the least-developed nations.Zero tariffs would be offered to some under-developed countries or regions to boost bilateral trade.The MOC would also continue sending Chinese procurement teams to foreign countries this year to raise imports, Yao said.
