SAN DIEGO (KGTV) -- SANDAG and Caltrans are warning people about an overnight closure on Interstate 5 beginning Thursday night for work on the Mid-Coast Trolley Bridge. Starting February 28 at 9:30 p.m., all southbound lanes on Interstate 5 will be closed from the interchange of I-5 and I-805 to La Jolla Village Drive. All lanes are scheduled to reopen on March 1 at 5 a.m. The lanes will be closed so crews can pour concrete to construct the structure for the Trolley overpass spanning I-5 at Voigt Drive. SANDAG says traffic signs have been posted in the area detailing the detour motorists can take. The Mid-Coast Trolley Project will extend the Blue Line Trolley service from Old Town north to University City. Nine new stations will also be constructed. 769

SAN DIEGO (KGTV) -- Statewide DUI arrests and fatalities saw a significant increase over Christmas weekend. A total of 47 people died in DUI-related crashes in 2018 compared to 27 deaths over the same time period in 2017. DUI arrests also saw a significant rise. More than 1,100 people were arrested for DUI in 2018 compared to 917 in 2017. In San Diego County, three people died due to DUI-related crashes, tying with 2017. DUI arrests rose slightly from 56 to 57 in 2018. The reporting period for the arrests and deaths was Friday, December 21 through Tuesday, December 25. 584

SAN DIEGO (KGTV) - SeaWorld is seeing an unusually large number of sea lion rescues along the local coastline this winter."Most of those rescued are coming in emaciated and dehydrated," said Jennifer Zarate, SeaWorld Senior Animal Care Specialist.Zarate says since early December, SeaWorld has rescued 25 sea lions along the coastline."Definitely a little concerning," said Zarate.That is about three times the amount they normally see. Usually, rescue season begins in March, so these rescues are coming early. Those needing rescuing this winter are younger than normal, less than two years old. The cause is a mystery, but Zarate says those early winter storms could be playing a role. The big swells may be tiring the pups out, causing them to burn too many calories. The weather may also be impacting their food sources.."The winter storms may be pushing schools of fish out further than seal lion pups can get to. That's probably the reason why they might not find as much fish as they normally would," said Zarate. After being rescued by SeaWorld, the pups now doing well. So far, medical tests haven't turned up anything else unusual. The pups are gaining back weight as expected. Next week, the first three of those recently rescued will be released.SeaWorld says the coastline in Orange County has also seen an increase in sea lion rescues. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins.  1837
