SAN DIEGO (KGTV) -- Residents in Ocean Beach are expressing concern over massive gatherings consistently happening in their neighborhood.On Wednesday evening, ABC 10News captured video of what looked like a festival, with dozens of people socializing and playing music at a park near the OB Pier. Many among the crowd were observed not following county public health orders of social distancing and face coverings.San Diego police were called to the park after receiving complaints regarding the big crowds and noise.Earlier in the day, during the county's COVID-19 press conference with Supervisor Nathan Fletcher, the Ocean Beach Town Council addressed their concerns over the gatherings. The council asked San Diego leaders when they will do more to address the issues.Fletcher was asked about enforcement funding and how that would help with concerns like those raised by the OB Town Council."In the first bucket of enforcement that was provided, there are 13 staff who will be dedicated on those egregious and very blatant willful violations of what’s happening in addition to the efforts that we do around outbreaks and pre-outbreaks," Fletcher responded.Police said large gatherings in Ocean Beach take place every Wednesday.Mark Winkie, president of the OB Town Council, said, “We feel like we’re being disrespected. We call it ‘mayhem in Ocean Beach.' That’s really what it is right now.”Winkie said the town council has submitted multiple complaints along with a letter that said, in part: “They need to do something about the unacceptable levels of gatherings, gallons on trash left behind and illegal vendors selling merchandise.”Winkie added those are all huge public health concerns."We'd like some education to be done for the people down there. We don't want the police department to arrest people, we want the people to understand this is our community. You're welcome to be here, but you need to adhere to social distancing rules and respect our community,” Winkie said.So far, police have only responded to noise complaints in the area.City Councilmember Jennifer Campbell, whose district includes Ocean Beach, told ABC 10News in a statement that she is "committed to direct additional resources on Wednesday nights and has urged the mayor and county to enforce mask wearing and social distancing."Winkie said that's not enough."The city doing anything at all to prevent people from congregating closely together as they have been is not accurate, that hasn't been done,” said Winkie.Neighbors said many of the crowds start at the farmer's market then work their way towards the park.ABC 10News reached out to OB's Main Street Association, who is in charge of that event. SAN DIEGO (KGTV) -- Rideshare drivers all over California are on strike protesting recent pay cuts by both Uber and Lyft. A small but vocal group of the drivers gathered at the San Diego airport Monday morning, opting to take part in a statewide protest against the companies they say are taking money out of their pockets. Recently, Uber announced it would be cutting drivers wage from 80 cents per mile to 60 cents. Workers say that’s on top of other cuts they’ve dealt with over the years. Drivers who spoke with 10News say other states like New York require companies to pay a minimum rate of more than per hour. Uber and Lyft both issued statements after the protest.Uber said in part, “…we're introducing a new Quest promotion feature, while also changing the per minute, per mile and minimum fare rates. These changes will make rates comparable to where they were in September."Lyft told 10News: "We are always open to conversations around how we can make Lyft better for drivers, but what we hear from the majority is that this is a flexible option that works for them." 1090

SAN DIEGO (KGTV) -- San Diego County health officials have warned at least three local churches about having services indoors. The county sent out three letters to Skyline Church in La Mesa; Lighthouse Baptist Church in Lemon Grove; and Awaken Church's campus on Balboa Avenue in Kearny Mesa.The letters to Skyline and Lighthouse were very similar, saying indoor services create "significant risk of spreading COVID-19," encouraging the churches to move their in-person services outside. The third document is a cease-and-desist letter sent to Awaken Church ordering the church to stop indoor operations. All three letters are dated July 17 and are signed by County Public Health Officer Dr. Wilma Wooten. The letters state that failure to comply with these orders can mean criminal misdemeanor citations with a fine of ,000 for each violation. On July 13, the state announced restrictions on indoor operations at places of worship amid an increase in coronavirus cases around California.10News reached out to all three churches Tuesday afternoon, but have not heard back from any of the three. 1105

SAN DIEGO (KGTV) — San Diego Police are asking the public for help identifying the person they believe stabbed a man to death in Pacific Beach last week.Police say the suspect was engaged in a fight with a 55-year-old man outside the 7-Eleven store at 4340 Mission Boulevard, when he stabbed the victim several times. The victim was taken to a nearby hospital where he was pronounced dead. The suspect fled the scene.Surveillance footage of the suspect was released this week. The suspect is described as a 20- to 30-year-old black male, about 5'8" to 5'10" tall, and was wearing a black shirt, blue jeans, and a black hat at the time of the stabbing. SAN DIEGO (KGTV) - Ross Rock, or as locals prefer "The Rock," has had its share of headgear.The lone rock just off the coast from Sunset Cliffs Boulevard has been the target of vandals in the past and has again been crowned, this time by a mermaid.It's not clear how the mermaid was installed on top of the rock. A peace sign, the numbers "2010" — local graduates, perhaps? — a Christmas tree, a tiki head, and at one point, a toilet with a Raiders fan wedged inside have all been found taking refuge from the waves below.It remains unclear who makes the objects or how they have installed them in the past.Time and again, however, Mother Nature or possibly another vandal has removed what's been placed. 1359
