BEIJING, Nov. 27 (Xinhua) -- Days after the United States announced to cut its carbon dioxide emissions by 17 percent from 2005 levels by 2020, China promised to slice carbon intensity in 2020 by 40 to 45 percent compared with 2005 levels.     The respective policy movements of both China and the U.S., the biggest two emitters in the world, won global attention, if not instant applause. The early signs of the concerted efforts could be sensed after the two countries, the biggest developed and developing economies, released a joint statement on Nov. 17 during U.S. President Barack Obama's first China visit.     The two sides, according to the joint statement, had a "constructive and fruitful dialogue" on the issue of climate change.     It also said that the two sides were determined, in accordance with their respective national conditions, to take important mitigation actions.     The policy announcements from the two countries came just as the international community was worried about a possible stalemate at the United Nations Climate Change Conference in December in Copenhagen, Denmark.     Although not required by the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol for quantitative greenhouse gases (GHGs) emissions cut, China, defined by the United Nations as a developing country, still puts a drastic slash of its GHGs emissions in the coming ten years, even at cost of lowering its own economic development speed.     Economists estimated that China might double its current gross domestic product (GDP) by 2020. A 45-percent reduction of carbon emissions per unit of GDP means China would emit slightly more carbon dioxide than current levels.     At the same time, the Chinese government voluntarily set "the binding goal," which is to be incorporated into China's mid- and long-term national social and economic development plans.     It's much more than a developing nation is expected to offer, out of responsibility of and sincerity to addressing the common challenge faced by the international community.     Held by the UNFCCC accountable for contributing most of the total global carbon dioxide emissions, which were assumed to warm the planet and consequently result in natural disasters, many industrialized countries dodged their responsibilities of cutting emissions to levels that meet requirements of the Kyoto Protocol and the Bali Roadmap.     The United States, in spite of announcing a meaningful emissions cut of 17 percent, still lags far behind what the UNFCCC requires developed countries to behave.     In the Sino-U.S. joint statement, the two sides were committed to reach a legal agreement at the Copenhagen conference, which includes emissions reduction targets of developed countries and appropriate mitigation actions of developing countries on the basis of the principle of common but differentiated responsibilities and respective capabilities.     The U.S. and China also agreed substantial financial assistance to developing countries on technology development, promotion and transfer, which was largely invalid in the past years.     As China takes the lead to exemplify how a developing country, with the world's biggest population, could do to a better future of the world, it is now the developed world's turn to show their sincere care for a greener Earth.

DATONG, Shanxi, Dec. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for renovating the hovels in urban areas and at state-owned factories and mines across the country to better the livelihood of needy people.     Renovation of all squatter homes in cities and at state-owned factories and mines should be completed in the next fives years. Those hovels at state-owned forest zones, reclamation areas and coal mines will be renovated within three years, Li told a national meeting.     Different kinds of government funds will be used in the renovation work, and private investment will be encouraged, Li said, adding that favorable tax and land policies will be implemented.     He said the renovation efforts should be open and transparent and respect the wishes of the broad masses. Efforts should be made to avoid corruption.     Li said China will promote the building of low-rent houses to meet people's basic needs for housing.     By the end of 2008, China has 11.48 million families living in hovels, 7.44 million of which live in cities, 2.38 million nearby state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

BEIJING, Nov. 3 (Xinhua) -- Chinese Premier Wen Jiabao Tuesday underscored the role of science and technology in promoting the country's sustainable development and weathering the global downturn. Addressing the science and technology community in Beijing, Wen said China should be built into an innovation-oriented country and neo-strategic industries should become the leading force in promoting the social and economic development.     He called on scientists to boost research in such neo-strategic industries as the new energy industry, information networking industry, micro-electronics and nanotechnology, life science as well space and ocean exploration. BEIJING, Nov. 17 (Xinhua)-- The United States welcomes the peaceful development of cross-Straits ties and "more positive and stable" cross-Straits relations, said a China-US Joint Statement issued here Tuesday.     The statement said that both sides underscored the importance of the Taiwan issue in China-US relations.     The Chinese side emphasized that the Taiwan issue concerns China's sovereignty and territorial integrity, and expressed the hope that the US side will honor its relevant commitments and appreciate and support the Chinese side's position on this issue.     The US side stated that the United States follows its one-China policy and abides by the principles of the three Sino-US joint communiques, said the statement.     The two sides reiterated that "the fundamental principle of respect for each other's sovereignty and territorial integrity is at the core of the three Sino-US joint communiques which guide China-US relations. Neither side supports any attempts by any force to undermine this principle," said the statement.     The two sides agreed that respecting each other's core interests is extremely important to ensure steady progress in China-US relations.     Both countries believe that to nurture and deepen bilateral strategic trust is essential to China-US relations in the new era.     The US side reiterated that it welcomes a strong, prosperous and successful China that plays a greater role in world affairs.     The two sides are of the view that in the 21st century, global challenges are growing, countries are more interdependent, and theneed for peace, development and cooperation is increasing. China and the U.S. have an increasingly broad base of cooperation and share increasingly important common responsibilities on many major issues concerning global stability and prosperity.     The two sides should further strengthen coordination and cooperation, work together to tackle challenges and promote world peace, security and prosperity, said the statement.     The two sides reiterated that they are committed to building a positive, cooperative and comprehensive China-US relationship for the 21st century, and will take concrete actions to steadily build a partnership to address common challenges.     During their discussions, the Chinese side said that it resolutely follows the path of peaceful development and a win-win strategy of opening-up, and is committed to promoting the building of a harmonious world of enduring peace and common prosperity.     The U.S. is committed to working with other countries in addressing the most difficult international problems they face, said the statement.     China welcomes the United States as an Asia-Pacific nation that contributes to the peace, stability and prosperity in the region.     The statement was signed during U.S. President Barack Obama' s visit to China between November 15 and 18. 

BEIJING, Jan. 2 (Xinhua) -- China's National Audit Office (NAO)announced on Saturday that, in 2009, no serious violations were found in the management of reconstruction funds for regions hit by the 2008 Wenchuan earthquake.     Auditors, however, did find some problems in the implementation of post-quake rebuilding plans, distribution of relief funds and management of reconstruction projects, said the NAO.     The NAO has transfered one violation case to the procuratorial organ in 2009. Two people responsible for the violation were arrested and another 11 people were in custody.     The NAO said it and its local offices have already released the auditing results to the public.     Liu Jiayi, chief auditor of the NAO said earlier that they would, in 2010, continue to keep a close eye on the whole process of post-quake rebuilding.
