BEIJING, Jan. 24 (Xinhua) -- Chinese President Hu Jintao urged the promotion of stable agricultural and rural economic development and said issues concerning agriculture, countryside and farmers should continue to be the top priority of the Communist Party of China (CPC).     Hu, also General Secretary of the CPC Central Committee, made the remarks during a meeting of the Political Bureau of the CPC Central Committee on Friday. Attendees at the meeting studied the means to promote agricultural modernization with Chinese characteristics.     Maintaining stable agricultural and rural economic development was more important under current circumstance, Hu said.     Agricultural production was the basic support to stimulate economic growth; rural areas had the potential to boost domestic demand; and to improve farmers' living standards was a major task and also a difficult job, he said.     He called for more efforts on three major tasks of agricultural work.     First, greater importance should be laid on ensuring the country's grain security and supplies of major agricultural products.     The country should stick to the most strict system to protect and save farming land as well as stabilize the grain sowing area, Hu said.     He said the government should increase subsidies for agricultural production and continue to raise the minimum state purchasing prices for grain.     In the latest move to protect farmers' interests and boost grain output, the National Development and Reform Commission said Saturday it would raise the minimum state purchasing prices for rice in major rice-producing areas by as much as 16.9 percent this year.     Hu also stressed the quality supervision and monitoring of agricultural products to ensure food safety.     Second, more importance should be attached to promote rural infrastructure construction as well as improve social welfare and living standard of farmers, he said.     He urged increasing capital input in infrastructure construction and rural social welfare and said greater efforts should be made to improve rural education, medical services and poverty alleviation.     Third, an array of measures should be taken to promote the growth of farmers' income and expand the rural market, Hu said.     He urged more efforts to discover new measures and channels to boost farmers' income and improve the commodity circulation network in rural areas.     The program of subsidized home appliance, autos and motorcycles should be promoted, he said.     He also urged quality authorities to make best efforts to protect farmers' interests and avoid fake and shabby products flowing in to rural markets.     Speaking of rural workers employment, Hu said governments should encourage enterprises to be more responsible and employ more rural workers.     The governments could also provide more job opportunities for rural workers by letting them work on the infrastructure projects amid the country's efforts to boost domestic demand, he said.     More support should be given to migrant workers who returned because of employment difficulty in cities and encourage them to start their own businesses, Hu said.     He also suggested Party leaders and governments at all levels should apply the scientific outlook on development to their work to deal with the emerging problems and challenges facing agricultural and rural economic development, and contribute more to promoting rural reform, development and stability.

  BEIJING, Dec. 26 (Xinhua) -- The three warships forming the small fleet that set sail from Sanya in south China's Hainan Province for escort mission off Somali are among the most sophisticated vessels of the Chinese navy.     The flagship of the fleet, DDG-169 Wuhan, is a multi-purpose missile destroyer of Type 052B of the People's Liberation Army Navy. It was built by Jiangnan Shipyard of Shanghai in 2002. Both the Wuhan and Haikou have a maximum speed of 30 knots.     The supply ship, Weishanhu (pennant number 887) of the Navy's Qiandaohu class, was launched by Huangpu Shipyard in Guangzhou in 2003. It was commissioned in 2004. Weishanhu is the Navy's first model designed to have round-the-clock supply capacity.     Having a displacement of 23,000 tonnes and maximum speed of 19 knots, Weishanhu is the biggest homemade multi-product replenishment ship. Although its primary role is supply, it can also defend itself and take part in offensive operations using its eight 37mm guns.     All three warships belong to the South China Sea Fleet, headquartered in Zhanjiang of Guangdong Province.     The task force commander is Real-Admiral Du Jingchen, who serves as chief of staff of the South China Sea Fleet.     En route to the Gulf of Aden and waters off Somalia, the commander told Xinhua that the expedition has not been given any landing plans and Chinese warships will not accept assignment from other countries or regional organizations.     "But we will exchange information with other country's escort ships and provide humanitarian help in our power to foreign vessels in danger," Du said. BEIJING, Oct. 25 (Xinhua) -- The two-day 7th Asia-Europe Meeting (ASEM) was concluded here Saturday with participants reaching consensus on global financial crisis and other issues.     The meeting, attended by leaders and representatives from 45 Asian and European nations and organizations, realized its expected goal and was a great success, Chinese Premier Wen Jiabao said in a closing speech.     As one of the most fruitful achievements, a statement of the 7th ASEM on the international financial situation was adopted at the meeting. The two-day 7th Asia-Europe Meeting (ASEM) was concluded at the Great Hall of the People in Beijing on Oct. 25, 2008.    "Leaders believed that authorities of all countries should demonstrate vision and resolution and take firm, decisive and effective measures in a responsible and timely manner to rise to the challenge of the financial crisis," said the statement.     The international community should continue to strengthen coordination and cooperation and take effective and available economic and financial measures in a comprehensive way to restore market confidence, stabilize global financial markets and promote global economic growth, it said.     According to the document, leaders supported the convening of an international summit on Nov. 15 in the United States to address the current crisis and principles of reform of the international financial system.     The summit also adopted a declaration on sustainable development.     "The adoption of various cooperation proposals shows and proves again the interior impetus for strengthening dialogue at the ASEM and great potential for extending cooperation," Wen said.     Amid the global financial turmoil, the ASEM has been widely regarded as an opportunity for Asian and European leaders to find a solution.     French President Nicholas Sarkozy called the meeting very "helpful" for Asia and Europe to tackle the global financial crisis and build up common cause.     "We had discussed nearly all of the topics concerned by the two continents including the most difficult issues," he said at a press conference at the end of the meeting.     Premier Wen told the press conference the need of confidence, cooperation and responsibility to find a solution to the global financial meltdown.     "We are glad to see that many countries have made their efforts and achieved some results. But it is not enough as we now see it, and more endeavors are needed," said Wen.     All countries, especially developed ones, should take measures as soon as possible to stabilize the financial market and build public confidence, he said.     Financial innovation could help develop the economy, but financial supervision is even more important for the security of the financial system, he added.     The premier also declared that China would actively attend the Nov.15 financial summit.
