SAN DIEGO (KGTV) -- Hours after Navy officials said all fires aboard the USS Bonhomme Richard were extinguished, smoke was visible coming from the vessel at Naval Base San Diego early Friday morning.Radio scanner traffic obtained by ABC 10News indicated crews at the scene reported at least two fires onboard the ship and called for evacuations at around 1 a.m. Friday. The 10News Breaking News Tracker observed smoke coming from the ship’s front end.At around 5 a.m., a Navy spokesperson confirmed to ABC 10News that no evacuations were ordered and all fires were out. The spokesperson said investigators were looking into the matter.On Thursday afternoon, Navy officials said all known fires aboard the USS Bonhomme Richard were declared out. The blaze on the ship erupted on the morning of July 12, and the firefighting efforts involving hundreds of crew members and thousands of aerial water drops took four full days.Navy officials said they will not know the exact cause of the fire until the ship can be inspected fully.ABC 10News learned Chief of Naval Operations Adm. Mike Gilday will be at Naval Base San Diego on Friday to inspect the USS Bonhomme Richard.During a Thursday afternoon press briefing, Rear Adm. Philip Sobeck described the 22-year-old ship as ravaged -- its melted aluminum superstructure bent at a 45-degree angle -- but not dead in the water."The ship can be repaired," he said. "Whether or not it will be repaired will be determined."A total of 40 sailors and 23 civilian firefighters suffered various minor injuries, mostly heat exhaustion and smoke inhalation, while taking part in the battle to defeat the blaze, Navy officials said.The Bonhomme Richard is the third warship in U.S. naval history to bear the name, which means "Good Man Richard" in French and honors Benjamin Franklin's "Poor Richard's Almanac."The vessel has been homeported at Naval Base San Diego since the spring of 2018, when it returned from a six-year port switch to Sasebo, Japan, while becoming the command ship for Navy Expeditionary Strike Group Seven.City News Service contributed to this report 2114

SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571

SAN DIEGO (KGTV) - Family grieved the loss of a father, mother and daughter after a raging fire at their Logan Heights home in October.Thursday evening Aunt Rosa Cortes explained how the two surviving children, Wendy, 23, and Angel, 16, were faring. She described areas of Wendy's back and shoulder healing from the burns, saying her skin is getting it's color back.She said her niece and nephew are having a hard time sleeping, saying in Spanish, "every noise, every sound scares them."The fire ignited October 13th, around 4:30 a.m.. Neighbors woke up to screams. Ultimately the father, Jose Antonio Romero Mayo, 44, Daughter Iris, 21, and mother, Nicolasa Mayo-Cortes, 46, died from their injuries.Aunt Rosa said Jose was her favorite brother. She called him her protector.Now she's protecting his two surviving children, saying they can continue staying with her as long as they need.Thursday the family reunited inside Faith on 54th in Oak Park.Cortes said the caskets remained closed and she didn't want to remember them the way they died.Her nephew, Wilber Romero, 26, was arrested on Arson and Homicide charges.She said Wendy and Angel haven't been told about their brother's possible involvement, instead waiting for them to heal before asking questions.Cortes said they need help, psychologically and monetarily to move forward. The family has set up a GoFundMe page.Friday a funeral will be held for the victims in National City. 1449

  

SAN DIEGO (KGTV) -- Home prices in the US fell in May while San Diego home prices remained flat and rents rose sharply, according to a new Zillow report. Zillow says the median home in San Diego is now worth 1,000. In the US, the median home is worth 6,800, down 0.1 percent from April. Overall, Zillow says home values in the US grew by more than 5 percent year-over-year. RELATED: Zoning rules partially responsible for low housing supply, report saysMeanwhile in America’s Finest City, median rents increased to ,660, an increase of 4.6 percent year-over-year. Some good news however, is that San Diego’s housing supply is increasing. Zillow says inventory is up 11.5 percent year-over-year. SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. As of late last year, the city’s independent business analysis said the commission could cost between .1 to .3 million per year, depending on staffing. 1516
