SAN DIEGO (KGTV) - A mountain biker wants to warn people about visiting the Tecolote Canyon Nature Trail. He tells 10News he had a disturbing encounter there with a man carrying a knife. Mike Hayes was feet from a trail entrance in Tecolote Canyon off Mt Acadia Boulevard when he was approached by a strange man on Sunday. Hayes says he was walking his bike near the man - a transient in his 20s, dressed in camouflage - when the man suddenly came forward and asked if Hayes was stalking him.  When Hayes said no, the man got agitated and had a look with "Charles Manson eyes." "Next thing you know, he has a knife in his hand and an angry look," said Hayes. "And he says 'If you follow me, I'm going to cut you.'"Hayes says he backed away slowly, got on his bike and rode off, while the man walked his bike away.     875

SAN DIEO (KGTV) - Parole agents checked on child sex offenders Thursday night to ensure they were in compliance, as part of the 26th Annual Operation Boo.10News rode along with California Department of Corrections and Rehabilitation Agents who went knocking on 7 doors Halloween night."The gates were closed, the lights were turned off, they kind of know what is expected of them," Parole Agent Matthew Holmes said.Some of the stops took us to National City, City Heights, even a marina where a house boat was docked."Most of the time they're compliant, occasionally somebody has to go back to jail, but we just try to hold them accountable for their conditions," Holmes said.That means no alcohol, drugs, weapons, or pornography.Thursday night everyone checked out.One parolee told 10News he's excited to take the next step after his release, "I feel fantastic, the program is great, State Parole is great. It's definitely worth it. I think all this tax payers expense, they're getting their money's worth, I'll tell you that."Operation Boo is just a small part of agents' role of checking in on parolees. Wednesday five parolees were arrested for being out of compliance. 1181

SAN DIEGO, Calif. (KGTV) -- A fishing shop in Kearny Mesa was burglarized early Sunday morning. The break-in was caught on the San Diego Tackle Traders' surveillance cameras just before 4:30 a.m. The video shows two suspects, wearing masks and gloves, getting into the shop using a crowbar. The two people can be seen walking into the business, on Convoy Court, with a cooler and some type of container, heading towards the back of the shop. The owners of San Diego Tackle Traders say the suspects got away with several fishing reels and rods, a total value of ,000 to 0,00. The owners tell 10News this is a big blow to their small business. They say they work by appointment only and don't advertise their address online because of the value of the items they sell. The owners are now hoping people will keep an eye out for anyone trying to sell brand new fishing equipment. Anyone with information is asked to call the San Diego Police Department. 964

  

San Diego (KGTV)- While millions are bracing for Hurricane Dorian, San Diegans are preparing to take part in relief efforts. Volunteers and first responders are making their way to the impacted areas. A handful of American Red Cross volunteers left Monday. Twelve others are already getting their assignments in Florida, Georgia and the Carolinas. “This is a major response for us,” says Sean Mahoney, Regional CEO for the American Red Cross. “We sent 99 semi-trucks full of sheltering equipment, cots, blankets, and everything needed for folks when they’re put out of their homes.”Mahoney also left Monday heading to the Carolinas. In total, 16 volunteers from the San Diego area are assigned to help with relief efforts, but more are ready to go if needed. “We have 22-hundred volunteers in the San Diego and Imperial counties region. They’re all checking their status, just making sure that they have the qualifications needed.”Volunteers would assist with mass care, feeding, and shelter. The San Diego Urban Search and Rescue team spent the morning loading up supplies. After a morning conference call with FEMA, David Gerboth says the team could be called to the east coast. “They are looking at mobilizing additional search and rescue teams now from the west coast,” says Gerboth. “So we’re configuring our cache to be able to mobilize at a moments notice.”The team is prepared to spend at least a week on the east coast, assisting victims with search and rescue, collapsed structures, and more. The San Diego Urban Search and Rescue team has already sent five members to assist with logistics. Those helping with storm relief would typically drive to the impacted areas. But this time around, if they are called out, first responders will fly to get there by the time the storm makes landfall. “We know when we go and help our friends on the east coast, they’re also ready to come in case we need it on the west coast.” 1936

  

SAN FRANCISCO (AP) — A U.S. judge on Monday blocked the Trump administration's policy of returning asylum seekers to Mexico as they wait for an immigration court to hear their cases but the order won't immediately go into effect.Judge Richard Seeborg in San Francisco granted a request by civil liberties groups to halt the practice while their lawsuit moves forward. He put the decision on hold until Friday to give U.S. officials the chance to appeal.The launch of the policy in January in San Diego at the nation's busiest border crossing marked an unprecedented change to the U.S. asylum system, government officials and asylum experts said. Families seeking asylum typically had been released in the U.S. with notices to appear in court.President Donald Trump's administration says the policy responds to a crisis at the southern border that has overwhelmed the ability of immigration officials to detain migrants. Growing numbers of families are fleeing poverty and gang violence in Guatemala, Honduras and El Salvador.The lawsuit on behalf of 11 asylum seekers from Central America and legal advocacy groups says the Trump administration is violating U.S. law by failing to adequately evaluate the dangers that migrants face in Mexico.It also accuses Homeland Security and immigration officials of depriving migrants of their right to apply for asylum by making it difficult or impossible for them to do so.Under the new policy, asylum seekers are not guaranteed interpreters or lawyers and don't get to argue to a judge that they face the potential of persecution or torture if they are sent back to Mexico, Judy Rabinovitz, an attorney for the American Civil Liberties Union, said at a March court hearing.Seeborg appeared skeptical of the lawsuit's argument that the administration misapplied a U.S. law that allows the return of immigrants to Mexico. The ACLU and other groups that are suing say that law does not apply to asylum seekers who cross the border illegally or arrive at a border crossing without proper documents.The judge also questioned the Justice Department's argument that asylum seekers sent back to Mexico are not eligible for certain protections, such as a hearing before an immigration judge.The administration hopes that making asylum seekers wait in Mexico will discourage weak claims and help reduce an immigration court backlog of more than 800,000 cases.Justice Department attorney Scott Stewart said there is a process to protect immigrants who could face harm in Mexico. All 11 plaintiffs in the lawsuit are represented by attorneys, and 10 already have appeared for court proceedings, he said.Border Patrol arrests, the most widely used gauge of illegal crossings, have risen sharply over the last year but are relatively low in historical terms after hitting a 46-year low in 2017.The launch of the policy followed months of delicate talks between the U.S. and Mexico. Mexicans and children traveling alone are exempt from it. 2975
