BEIJING, Aug. 23 (Xinhua) -- China's top legislature Monday opened its bimonthly session with a series of draft laws and amendments, including the amendment to the Criminal Law and a draft law on intangible cultural heritage (ICH) protection.The session of the Standing Committee of the National People's Congress (NPC) continued to deliberate draft amendments to the Law on Officers in Reserve Forces, the draft People's Mediation Law, as well as the draft Law on the Application of Laws to Civil Relationships Involving Foreign Interests.Lawmakers also deliberated for the first time draft amendments to the the Law on Deputies to the People's Congress, draft amendments to the Criminal Law, the draft Law on the Protection of Intangible Cultural Heritage, and the draft revision of the Water and Soil Conservation Law.The amendment to Criminal Law proposes reducing the number of crimes subject to death penalty from 68 to 55. It also gives a definition of "organization in the nature of a criminal syndicate" and lists tougher punishments for crimes by such organizations.Drink driving, intentionally defaulting on payment to employees and illegal human organ trade are to be listed as crimes in the Criminal Law, according to the amendment.The draft law on ICH protection includes a definition of ICH, mechanisms for ICH surveys, regulation of the inheritance of ICH, and penalties for its destruction.Lawmakers on Monday also heard a report on the NPC Standing Committee's research results on issues for the formulation of the 12th Five-Year Plan (2011-2015). ' The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the keynote plan, after Wu Bangguo, chairman of the NPC Standing Committee, called for the research at the annual legislative session in March.Lawmakers discussed the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the region's chief executive and forming the Legislative Council in 2012.They also heard a report by the State Council on a proposal for the NPC to ratify the International Convention for the Suppression of Acts of Nuclear Terrorism.

Last night, we felt sorrow when the whole village gathered to have our last dinner in our hometown together," a villager surnamed Wang said.The government paid the dinner and organized a troupe of gong and drum players to cheer up the villagers.Their journey was the starting point for the nation's largest relocation program after that of the Three Gorges Hydro-Power Project, which involved the relocation of 1.27 million.The relocation for the building of the central route of the SNWD by 2014 will involve 330,000 residents - 180,000 in Hubei and 150,000 in neighboring Henan Province.The project is designed to take water from a section of China's largest river, the Yangtze, to satisfy demand in the north China's drought-prone megacities - Beijing and Tianjin.According to the government, from Wednesday until September 30, about 60,000 people will be relocated.At the farewell scene, a fleet of 15 coaches carried the villagers while 34 trucks loaded with the villagers' belongings was followed by a number of ambulances with the village's elderly, unwell and pregnant."We may set a record in terms of speed of relocation -- 60,000 people within 50 days. BEIJING, July 12 (Xinhua) -- The State Council's policies to rein in rapidly soaring housing prices in cities will continue and local governments should implement them "unswervingly", according to a statement released Monday from the Ministry of Housing and Urban-Rural Development, while also denying some media reports on a possible policy withdrawal."We will urge local governments to make sure that they strictly implement the differentiated housing loans policy to crack down on housing speculations," the ministry said in a brief statement posted on its website.The ministry added it would adopt "positive" measures to increase the supply of commercial homes in the market, speed up construction of housing for low-income residents and renovation of shantytowns, and strengthen supervision of the real estate market conditions.The statement came shortly after the National Bureau of Statistics (NBS) released its latest figures on housing prices in Chinese cities.Housing prices in major Chinese cities rose 11.4 percent year on year in June, one percentage point lower than the increase in May, according to NBS statistics.This was the second consecutive month that China's property prices grew at a slower pace. Property prices in the 70 large- and medium-sized cities grew 12.4 percent year on year in May, 0.4 percentage point lower than in April.The State Council, China's Cabinet, introduced a series of tightening measures in April to rein in soaring house prices and curb speculation, including tightened scrutiny of developers' financing, suspension of loans for third-home purchases and higher down-payment requirements for second-home purchases.Housing prices almost doubled in some popular Chinese cities such as Beijing and Shanghai in 2009, prompting the Chinese government to take measures to curb these excessive hikes.
