SAN DIEGO (KGTV) — By Saturday, many businesses will be shutting their doors all over again as San Diego County deals with a new round of restrictions in the purple tier."The overwhelming majority of folks who are doing it right are forced to be punished because of the individuals who choose not to," said Nathan Fletcher, San Diego County Supervisor. "Where we are now in a situation where we're faced with all bad options."The county's public health officer, Dr. Wilma Wooten, recently requested the state reconsider San Diego County's tier placement and keep the county in the red tier. She argued that data from October revealed the county's increased COVID-19 cases are not because of the sectors that would be impacted the most by moving into the purple tier. The request was not approved."We're going to continue to work to do everything we can with the state to have an approach that's right," said Fletcher.He said it's essential that every jurisdiction across the county does what it can to reduce the spread of COVID-19."We have to come together," he said. "There are limits of what the county can do when it comes to enforcement; we really need the help of the law enforcement agencies."But some say this has gone too far. Many business owners are now choosing to defy the orders and stay open to ensure their business survives, and employees still have a job.El Cajon Mayor Bill Wells said he has taken many calls and emails about the struggles business owners face in his jurisdiction.Some say defying the orders and keeping their doors open means keeping food on their family's table. Wells said having police respond to COVID-19 related complaints won't be a top priority."A lot of us believe the government is overreaching in the situation and so, the county, if this is what the county wants to do, then they're going to have to do the enforcement," said Wells.Fletcher said the only way to get back to a sense of normalcy is to understand how serious this pandemic is and tackle the problem together."There is no functioning economy when you get out of control spread of a pandemic," said Fletcher. "So when you have the mayor of a city and jurisdiction say they're going to ignore and defy public health orders, that sends a signal to people that this is not serious and they don't need to worry about it ... That leads to an increase in cases, an increase in deaths, and more closures." 2416

SAN DIEGO (KGTV) -- Caltrans is warning drivers that a portion of northbound SR-125 will close Sunday.According to Caltrans, northbound SR-125 will close from 7 a.m. to 7 p.m. between SR-905 and Birch Road.The north and southbound shoulder bike lane between SR-905 and Birch Road will also close between the same hours.According to Caltrans, the closure is for the testing of new technology, though the agency didn’t specify what technology it will be testing. 468

SAN DIEGO (KGTV) - Cal Coast Academy, a private school in Carmel Valley, has an "ambitious" plan to bring kids back to campus as soon as San Diego gets approval from state and county administrators."When we put our mind to something, we make it happen," says Jan Dunning, the school's founder and principal.Dunning plans to build six large tents on the school's property, similar to tents used at weddings or other large events. They'll have flooring, electricity and other amenities to make them feel like indoor classrooms."At my school we think on our feet," says Dunning. "We are flexible because we work with students that need flexibility. So that's a real strength of ours."Cal Coast Academy caters to students who need non-traditional learning, like elite athletes who travel extensively, international students, or students with learning disabilities. That's why the school feels they'll be able to make a non-traditional learning environment work this fall.Class sizes in the tents will be limited to six students per teacher, to allow for social distancing.But the project isn't cheap. Dunning says they've already spent nearly ,000 on the tents. Costs like that make it unlikely that public schools with large enrollments would be able to hold classes outdoors in a similar fashion. SAN DIEGO (KGTV) - Country legend Clint Black is moving beyond Nashville stardom with his first-ever musical, now playing at San Diego’s Old Globe Theater. ‘Looking for Christmas’ is about Staff Sergeant Mike Randolf, who returns from deployment to Afghanistan to be with his family for the holiday."Mike Randolf is making it home just in time for Christmas but he's not really quite home. And through his daughter and her excitement over Christmas, understanding how it works, and then ultimately why it works and why we do it is one of the things that propels Mike forward,” Black told 10News.Clint Black created the idea from his 1995 holiday album and wrote the musical with playwright James Sasser."It was a real odyssey for me to try to find the true meaning of Christmas and it's what we're trying very hard to get across in the play."Randolf struggles to find the joy of the season with the help of his family."For me, the true meaning behind Christmas as I discovered it through writing the album was really the message to look around to others and what they need. SAN DIEGO (KGTV) — At least two teachers are on leave pending investigations at Southwest Middle School in Otay Mesa West. A spokesperson for Sweetwater Union High School District confirms the investigations, saying the teachers are not allowed on campus at the current time.10News uncovered the investigations when a viewer reported that his daughter had been interviewed in the case. He says an assistant principal questioned her about one teacher's behavior, including conduct that could be considered sexually inappropriate.The father, who asked 10News not to use his name, says he's upset that he was not notified by the school before his daughter was brought in for questioning. "I would have preferred my wife to be there, or I could have had the chance to say no, I don't want her interviewed because these are very serious, morbid conversations to have with 12-year-old girls," the father said.He says the only communication he has had from the school is a robocall voicemail the day after the questioning to notify him that it had occurred and suggesting he ask his student about the topics discussed.A district spokesperson says they are limited in what information can be released by privacy and personnel issues. 1233
