WASHINGTON — The Justice Department is quietly amending its execution protocols, no longer requiring federal death sentences to be carried out by lethal injection and clearing the way for other methods like firing squads and poison gas. The amended rule, published Friday in the Federal Register, allows the U.S. government to conduct executions by lethal injection or use “any other manner prescribed by the law of the state in which the sentence was imposed.” A number of states allow other methods of execution. The amendment to the "manner of Federal Executions" rule gives federal prosecutors a wider variety of options for execution to avoid delays if the state in which the inmate was sentenced doesn't provide other alternatives. The change also suggests that if the state where the crime occurred does not permit death sentences, a judge can designate another state with those laws and utilize their facilities to carry out the execution, according to CNN.The rule change will take effect in about a month. It remains unclear whether the Justice Department will seek to use any methods other than lethal injection for upcoming executions.On Monday, South Carolina prison officials said they have to delay an execution scheduled for Friday because they won't be able to obtain the lethal injection drugs needed. The South Carolina Supreme Court scheduled Richard Bernard Moore's execution for Friday after he exhausted his federal appeals. Moore has spent nearly two decades on death row for his conviction in the 1999 fatal shooting of a convenience store clerk in Spartanburg County. The South Carolina Department of Corrections said in a letter to the state Supreme Court last week that it won't be able to find drugs by Friday. They have not been able to secure the drugs since their last stock expired in 2013. VISTA, Calif. (KGTV) -- Authorities are searching for a man they say was acting suspicious outside an Islamic center in Vista in late March. According to the San Diego County Sheriff’s Department, the man was seen taking pictures on the Tri-City Islamic Center on March 30. When someone at the center saw the man taking pictures, they invited him inside. When the man saw there were people inside the center, he took off running, deputies say. Witnesses describe the man as Hispanic in his late 20s, about five feet, seven inches tall with a lean or muscular build, short, dark hair and a blonde beard. He was last seen wearing a red hat, dark gray sports coat and blue jeans. Anyone who sees something suspicious is asked to call the department at 858-565-5200 or Crime Stoppers at 888-580-8477. The incident happened shortly after a fire was set at an Escondido Mosque on March 24. The fire, which caused minimal damage the building, was extinguished by members of the mosque. VISTA (CNS) - A Carlsbad man who molested several young girls his girlfriend babysat was convicted of 35 felonies Friday, including kidnapping, sexual assault, burglary and conspiracy.Jurors deliberated for just two hours before finding Samuel Cabrera Jr., 25, guilty of molesting four young girls between 2014 and 2016 and videotaping his assaults. He faces life imprisonment when he is sentenced Jan. 7.His girlfriend, Brittney Mae Lyon, 26, also faces life imprisonment on the same charges for allegedly molesting the girls and videotaping Cabrera doing so, but will be tried separately. Lyon would babysit the girl at the victim's house during the week, even while her older brothers were home.On occasional weekends, however, Lyon would take the girl on her own for excursions she was not paid for and were unrelated to babysitting. Lyon allegedly told the mother that these outings would help her with a research paper she was writing as part of her degree, which she allegedly claimed was related to child development.The mother testified she was aware Lyon had a boyfriend, but had never met him and never consented to have him participate in any activities with her daughter.Another mother testified she hired Lyon to babysit her 3-and-a-half- year-old daughter on two occasions. After the second occasion, the girl informed her mother that Lyon had brought her boyfriend over to the house, and that the defendants had changed her underwear, she testified.Lyon said that she alone had changed the girl's underwear because it was torn, and that her boyfriend had only come over to bring her cold medicine. A subsequent doctor's examination did not reveal anything untoward, but the mother said she later read a news article detailing the couple's arrests and contacted police.Cabrera and Lyon were initially only charged on the basis of two of the victims. Walmart has announced which of its stores will be hosting free drive-in movies as part of a nationwide tour later this summer.Earlier this year, Walmart announced that it would transform the parking lots of 160 of its stores around the country into contact-free drive-in movie theaters.On Wednesday, the retail giant announced more details about the showings, including the dates, times and locations of the showings.In a press release, Walmart announced each location would be showing one of nine movies: "Wonder Woman," "Spy Kids," "Space Jam," "Spider-Man: Into The Spider-Verse," "Ghostbusters," "The Wizard of Oz," "Black Panther," "E.T." or "Friday Night Lights." Movie choices will vary by location.Tickets to the screenings are free, but must be reserved in advance to ensure parking lots aren't overcrowded.
