SAN DIEGO (KGTV)-- Protests around the nation have put police officers' less-lethal use-of-force under the microscope. A criminal justice professor explained the protocols taught in the Police Academy, and what is considered appropriate and excessive.La Mesa Police used tear gas against riotous protestors rushing Police Headquarters on May 30, 2020."These are things that are designed to get people's attention, to shock them, to say get back," former El Cajon police officer and now criminal justice professor, Kevin LaChapelle said.If the violent protestors disperse, LaChapelle said these less-lethal weapons are serving their purpose. He said in the Police Academy officers are taught to face threats using the "Force +1" method."If somebody is presenting a particular level of force towards me, I can respond with that force and then one more level to basically control the situation."According to the National Institute of Justice, there are five basic levels of "use-of-force" to diffuse a situation.1. It begins with officer presence, in which there is no use of force.2. Then come verbal commands, such as an officer asking for identification or telling someone to 'Stop!'3. The next level is empty-hand control, where an officer could grab, hold a person.4. Then come the less-lethal methods, including a baton, taser, projectile, sound, or chemical sprays.5. The last resort is lethal force or the use of a firearm.LaChappelle said officers primarily use projectiles to control riots. Pepper bullets are normally deployed onto the ground, and when they skid, they emit an uncomfortable spray. Sound, light, or rubber bullets are aimed at or below a person's torso, which can cause bruises. The same go with beanbags, which can be filled with anything from styrofoam to harder materials."When people say, 'This is too uncomfortable, and I can't handle this. I'm going to stop. I'm going to leave,' that is what you're hoping for," LaChapelle said.But to avoid these violent clashes, LaChapelle believes it is crucial to build relationships and dialogue between departments and the community."Lawlessness isn't the answer, but there has to be reform because what's worked in the past does not work for the future," LaChapelle said.ABC10News asked the La Mesa Police Department for its exact protocols for the use of projectiles during violent riots. (KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed. SAN DIEGO( KGTV) - A Navy veteran has earned a spot with Federal Fire San Diego, getting hired the day she graduated from the fire academy.More competitive, Federal Fire is the civilian department which oversees San Diego naval bases.After serving her country, rookie Caitlyn Argeris says she wanted to serve her community.“She was hungry for it, we saw the fire get lit, and we wanted to nurture that," said Chief Mary Anderson.While still on active duty, the young mother took EMT classes at night“I wasn’t sure if I’d be strong enough, fast enough, have the mental aptitude or physical capabilities," said Argeris. "But you push through it and keep going."Chief Anderson says Argeris is the second Navy veteran they've hired on the spot after graduation.Anderson is on a mission to recruit more women into her department. They're at 2 percent, compared to the national average of about 5 percent.“Women bring something unique to the fire service: compassion," said Chief Anderson. "Once they realize they can do it, they catch that bug as well.”Argeris hopes her story will inspire other women to consider joining the fire service. 1142

  

SAN FRANCISCO (AP) — Firefighters in California are racing to slow the spread of wildfires that burned nearly one million acres in a week and destroyed hundreds of homes. The fires have killed five people, torched nearly 700 homes and other structures and forced tens of thousands from their houses. Light winds, cooler nighttime weather helped fire crews make a bit of progress on Saturday. But their efforts could be hurt by warm, dry weather, erratic wind gusts and lightning in the forecast. Firefighters are beginning to get help from other states and President Trump issued a major disaster declaration to provide federal assistance. SAN FRANCISCO (AP) — A Northern California fire department says a telecommunications company slowed its internet communications at a crucial command center set up to help fight one of the state's largest wildfires.KQED radio reported Wednesday that Verizon acknowledged it wrongly limited data speed to the Santa Clara County Fire Department while its firefighters helped battle the state's largest-ever wildfire in Mendocino County three weeks ago, the Mendocino Complex Fire.The county had reached its monthly data capacity under its internet plan with Verizon when the company significantly slowed service.RELATED: 625
