MADRID, Jan. 5 (Xinhua) -- Vice Premier Li Keqiang's visit to Spain will vigorously boost the development of the comprehensive strategic partnership between China and Spain, and turn a new chapter of bilateral trade and economic cooperation, a Chinese official said here on Wednesday.Gao Hucheng, China's international trade representative and vice minister of commerce, told reporters in Madrid that Li's ongoing Europe tour is the first foreign trip by Chinese leaders in 2011 and the choice of Spain as the first leg demonstrates the importance that China has attached to its ties with Spain and its strong will to promote cooperation with Spain.Li arrived here Tuesday for a three-day official visit to Spain. He will later visit Germany and Britain in his three-nation Europe tour.Gao hailed the ever closer trade relations between China and Spain, their increasing two-way investments and new progress in their cooperation in major projects such as in the energy field.Gao said both sides have been deepening cooperation in some traditional areas like finance and telecommunication, and making new achievements in new energy and brand cooperation.During Li's visit to Spain, the two sides signed a series of agreements on economic and trade cooperation in the financial, petroleum and chemical, renewable energy, nuclear power equipment and food sectors, he said, adding that the deals are worth 7.5 billion U.S. dollars.Vice Premier Li, whose entourage included more than 80 entreprenurs, Wednesday delivered a speech at a breakfast attended by Chinese and Spanish entreprenurs.The address augmented the confidence of the two countries' enterprises in bilateral cooperation in coping with the global financial crisis, and the expansion of bilateral economic and trade cooperation, Gao said.As a long-term strategic partner of the European Union (EU), China supports the measures Spain and other EU countries have taken to stabilize its economy and financial markets, and it has confidence in Spain's and the EU's financial markets, he said.After the outbreak of the sovereign debt crisis in Europe, Gao said, China has kept buying national bonds of Spain and other EU nations, helping EU countries weather the crisis with concrete efforts.Gao expressed his belief that with concerted efforts by the EU and the international community, Spain and other EU nations will eventually tide over the crisis and achieve full economic recovery.
BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.

BEIJING, Jan. 9 (Xinhua) -- China's Ministry of Agriculture (MOA) on Sunday stressed it would assure that there is a stable supply of farm produce amid ongoing icy weather as the nation's most important traditional festival approaches.The ministry urged local authorities, in a notice on its website, to make every effort to ensure continued agriculture production as the freezing weather threatens abundant supplies, which are critical during the Spring Festival, the annual season for family reunions.Temperatures and humidity in vegetable greenhouses and corrals should be kept at proper levels, while exposure to frigid weather by poultry and livestock should be minimized.The ministry also asked local departments to facilitate the smooth transporting to markets of fresh farm produce.Freezing weather in south China has forced the evacuation of at least 58,000 people from their homes over the past week, according to the Ministry of Civil Affairs.Southern China will experience more icy rain and snow from Sunday to Thursday, where freezing weather has hit since the New Year's Day, the National Meteorological Center reported Sunday.
BEIJING, Nov. 23 (Xinhua) -- China aims to better protect lawyers' rights and facilitate their work through enhanced financial and policy support, according to the Ministry of Justice.The ministry also intends to intensify supervision on the work of lawyers and law firms against unsound practices, it said on Tuesday.Efforts will be made to better protect lawyers' rights to meet with their clients in police custody and facilitate their rights to review documents, conduct necessary investigations and collect evidence, the ministry said in a written interview with Xinhua Tuesday.The ministry, which has recently issued a circular on its proposal to further improve the work concerning lawyers, called for a system to guarantee funding for lawyers' work."Lawyers should be subsidized if working as legal advisors to the government or providing legal services for the public interest," the ministry said.Also, government agencies are urged to continue their financial support for those government-funded law offices in underdeveloped regions of the country and offer more funding for lawyers' training.The ministry called on courts and prosecution agencies to recruit more judges and prosecutors from outstanding lawyers and encouraged government bodies to select more qualified lawyers to work as civil servants.Meanwhile, China will improve the evaluation of lawful practices undertaken by the country's lawyers and increase supervision over the work of law offices and lawyers, according to the ministry."Judicial administration departments should conduct annual checks of law firms' work while bar associations should check lawyers' lawful practices every year," it said.It called for intensified checks for unsound practices of law firms or lawyers, including those of undermining justice in law enforcement, public order, or legal rights and interests of the masses."Lawyers who ignore or violate laws and regulations governing lawyers' practices should be dealt with seriously, including expulsion from the legal profession," the ministry said.Conditions and procedures which applicants should meet and pass before becoming certified lawyers must be strictly followed, the ministry said.According to the ministry, the number of certified lawyers and law firms in China exceeded 166,000 and 15,000, respectively, at the end of 2009.
SEOUL, Nov. 12 (Xinhua) -- China and South Korea can borrow judicial experiences from each other, Chinese Chief Justice Wang Shengjun said here Friday.There is significant room for cooperation between the judicial courts of the two countries, especially in such areas as administrative management, information technology applications, and training of judges, said Wang, president of China's Supreme People's Court (SPC).Wang praised the information technology applications at the grassroots judicial courts in South Korea.He said that his visit to South Korea was fruitful and hoped that the two sides would expand exchanges and cooperation further and make contribution to the development of the relationship between the two countries.Wang arrived here Sunday to visit at the invitation of the Supreme Court of South Korea.During the visit, Wang held talks with various South Korean judicial officials and discussed topics of common concern, such as judicial systems and reforms.
