SAN DIEGO (KGTV) — The public is invited to the inaugural Christmas tree lighting ceremony Saturday at the new Legacy International Center in Mission Valley.Dozens of workers made their last-minute touches Friday ahead of the center's tree lighting, which plans to pull out all the holiday stops."We'll have Christmas caroling out there, and Santa will be out there. Just social fun," Jim Penner, executive director of the center, said. Penner said Saturday's event is the first of a three-phase opening for the nearly 0-million hotel, theater, and attraction center opening next year. The center is the brain-child of San Diego-based televangelist Morris Cerullo, who made his fortune as a popular televangelist in the 1980s and 1990s."He [Cerullo] wanted people around the world to be able to experience the people that he got to know through his 70 years of travel to 95 nations in the world," Penner said. Penner told 10News the center was initially supposed to be a small ministry training center and possibly a dormitory. But with the availability of the 18-acre former Mission Valley Resort, they went big. The hotel will have 126 rooms, including 12 suites. The fine-dining restaurant is a steakhouse, which is next to the pool and spa. The attraction building has a domed, 4D theater designed by former Disney Imagineers. Audiences will get to feel like they're flying over Jerusalem in a ride created by the same designers who made Soarin' Over California at Disney California Adventure Park.Another attraction will be an award-winning, computerized dome, where people can digitally tour the world."As we get to know each other, the world gets smaller," Penner said. Before the council approved the blueprints in 2017, critics of the Legacy International Center feared that traffic would be a nightmare. But Penner said that the improvements they made on the roads turned out to have unexpected benefits. "We widened Hotel Circle the entire length of our property. We have 1000 feet of frontage there. And a nice benefit of that is when we had this last big rain last week, in the past, Hotel Circle would flood like crazy in front of the hook ramps here, and no flooding at all!"The inaugural Christmas Tree lighting ceremony will begin at 6 p.m. tomorrow. SAN DIEGO (KGTV) - The views from atop of the old light house at Point Loma are off limits to virtually everyone most of the year except two particular twin sisters.Kim Falhlen and Karen Scanlon are volunteers at Cabrillo National Monument.The 67-year-old sisters are tasked with cleaning the rare glass lenses at the top of the lighthouse among other duties for the open tower days held only 3 days a year.“It’s almost in a constant need of repair,” said Kim Fahlen, “the tower wasn’t built for today’s activity.”The sisters grew up in Ohio and say they plan on helping at the tower as long as the park rangers at Cabrillo will let them.“We’re good for a while,” said Karen Scanlon, “we’ll keep doing this until they make us take a desk job.” 756

SAN DIEGO (KGTV) - The San Diego City Council will look into creating "Bus-Only" lanes along a 2.7 mile stretch of El Cajon Boulevard.The lanes would go from Park Avenue to Fairmount Street, an area commonly known as "The Boulevard." MTS Route 1 and the 215 Rapid Route are the most frequent buses along that stretch. Route 1 runs along El Cajon Boulevard from La Mesa to Fashion Valley. The Rapid 215, which launched in 2014, goes from Downtown to San Diego State University, offering fewer stops than traditional bus lines."When it was originally designed, it did have these exclusive lanes," says MTS Spokesperson Rob Schupp. "That's really what makes Bus Rapid Transit work, is when you can zip by all the cars."Combined, the 215 and 1 carry more than 10,000 passengers per day along El Cajon Boulevard. That makes it the second busiest stretch of road in the MTS system.Schupp says dedicated bus lanes would take up to 5 minutes off the trip, which could lead to more passengers."We're hoping this pilot will show us that a dedicated lane along a long stretch of road can build ridership and get people out of cars," he says. "The buses come faster, you get another 5 minutes from the dedicated lanes, and now your trip is competitive with a car."A recent study by the city's Transportation Engineering Operations office details three options for a bus-only lane. One option would separate the right lanes of traffic from the other lanes with a solid white line and markings that say "Bus Only." Another option would paint the entire right lane red and designate it for buses. A third option would make "pass by zones" in the most congested parts of the street, painting them red and allowing buses to bypass cars at intersections.Business leaders along "The Boulevard" say adding bus-only lanes would make the area safer, providing a buffer between the sidewalk and traffic. They also feel the change would lead to more people spending more time in the area."There's definitely a sentiment of wanting to make El Cajon Blvd a safer business district," says Beryl Foreman from the Boulevard Business Improvement Association.Foreman also says it will help with parking problems in North Park and City Heights, as better bus service will lead to fewer people driving in the area.City Council President Georgette Gomez and Council Member Chris Ward both sent a letter supporting the idea. The full Council will have to approve the project if they decide on the entire red lane option. That's unlikely since the Federal Highway Administration prohibits red Lanes without a special experimental exemption. The other two options do not need City Council approval. 2671

SAN DIEGO (KGTV) -- Thousands of local college students scrambled Tuesday to pack up their belongings and make travel arrangements after San Diego State University and the University of San Diego informed students they had roughly 24 hours to vacate their dorms.In a campus-wide email Tuesday, SDSU said students needed to move out by 7 p.m. Wednesday unless they had a hardship.SDSU said it rapidly expedited its move-out plans after seven Bay Area counties instituted shelter-in-place orders to combat the coronavirus. The university said it was “anticipating that more cities will follow.”“Everyone is shocked. This hasn’t really happened before so no one really knows how to deal with it,” said SDSU student Courtney Robinson.Sophomore Samantha Horan added, “People are just scared and they’re trying to get home as quick as they can.”The university said students with health or safety risks, those who could not return home, and students without an alternate residence could remain on campus. Last week, SDSU had encouraged students to consider staying home after spring break. While some students said they anticipated the move-out order, others were caught off guard.“I was planning on staying [during spring break] so I had nothing packed at all,” said student John Magee.Magee was trying to decide which items to pack in his car for the drive to San Jose, and which to leave behind.“If we leave anything, will it be tossed out? Or how will we get it?” he wondered.The university said students could leave non-essential belongings behind “if absolutely necessary.” “However, it cannot be determined at this time when you will be able to collect any left belongings,” SDSU said in a statement.The university said students will receive a credit for any paid rent and unused meal plans.Other local universities had already encouraged their students to leave dorms in the coming days. SAN DIEGO (KGTV) -- Three Port of San Diego Harbor Police officers tested positive for coronavirus, the department announced Wednesday.After learning of the positive results, the Port of San Diego says it notified the department and port staff.The officers are isolated and undergoing treatment at their homes and will seek further care should it be necessary. Their condition is unclear at this time.The department also said it’s working with San Diego County health officials to conduct contract tracing and notify people who had close contact with the officers.“Prioritizing the health and well-being of the public, our partners, and Port employees and their families, the Port encourages and reminds the public, for their health as well as that of first responders, to wear face coverings, practice and maintain social distancing, wash hands frequently, and avoid crowded spaces and gatherings,” the Port of San Diego said in a news release. 953
