SAN DIEGO (CNS) - The San Diego Animal Welfare Coalition today will join a nationwide effort to ``Clear the Shelters'' today for the duration of August.The campaign to get as many pets adopted as possible is a little different this year. The Clear the Shelters event, instead of being a single- day effort, will be a month-long adoption drive to allow for virtual adoption consultations by appointment. SAN DIEGO (CNS) - San Diego County public health officials reported 308 new COVID-19 cases and three additional deaths Sunday, raising the county's cumulative totals to 40,650 cases and 707 fatalities.Two women and one man died between July 29 and Aug. 31. Their ages ranged from the mid-50s to mid-90s. Two of the three had underlying medical conditions.San Diego County's state-calculated case rate is 5.8 and the testing positivity percentage is 3.8%.Of 4,271 tests reported as of Saturday, 7% returned positive, raising the county's 14-day rolling positive testing rate to 4.3%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,946.Of the total positive cases in the county, 3,214 -- or 7.9% -- have required hospitalization since the pandemic began, and 772 -- or 1.9% -- were admitted to an intensive care unit.County health officials reported two new community outbreaks as of Saturday, bringing the number of outbreaks in the past week to 20. One of the outbreaks was at a residence and one at a business.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.Under the new state monitoring metrics, San Diego County is in Tier 2, also referred to as the red tier.The county's next scheduled media briefing is Wednesday. SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to amend an agreement between former Mayor Bob Filner and the developer Carmel Partners over the development of an apartment complex that drew criticism.The development's current owner, Trea Blvd63, LLC, sought to nullify the agreement, which required the development's owner to rent apartments to tenants by the room rather than by the bed. When it was being built in 2013, opponents of the apartment complex argued that it more closely resembled a dormitory rather than the luxury units it was billed as.``I applaud my council colleagues for correcting these corrupt mistakes of the past, and moving forward from Filner's blatant misuse of power,'' Sherman said. ``This is a good reminder that big problems happen when elected officials abuse the power of their office.''Carmel Partners began work on the CentrePoint apartment complex, located in Rolando, in 2013. The city ordered the stoppage of construction of the complex, citing the need for additional construction permits. According to City Councilman Scott Sherman's office, Filner also ordered San Diego's Development Services Department to not conduct inspections on the development's completed phases, keeping construction workers from continuing with the project.At the same time, the Rolando Community Council demanded that the CentrePoint project, and the developers of any other new projects in the area, pay for improvements to the neighborhood. The CentrePoint development offered to pay 0,000 for improvements.Then-City Councilwoman Marti Emerald, representing the area, suggested that the project needed additional changes regardless of the funding. CentrePoint subsequently sued the city in U.S. federal court, arguing that Filner, Emerald and the rest of the city government had illegally stanched the development. The city and CentrePoint eventually reached a settlement, in which the development's backers.Sherman framed the dispute as an overreach by Filner and called it a victory for property rights. The total death toll remains at 594.County health officials also reported five community outbreaks, bringing the number of outbreaks in the past week to 14.The latest outbreaks were reported in a restaurant, a restaurant/bar setting, a government office, a business and a grocery store, according to the county Health and Human Services Agency.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.The number of patients hospitalized for treatment for coronavirus totaled 321 as of Monday, with 101 of those patients in intensive care units. Sunday saw the fewest number of hospitalized COVID-19 patients since June.Of the total positive cases in the county, 2,752 -- or 8.3% -- have required hospitalization since the pandemic began, and 689 -- or 2.1% -- were admitted to an intensive care unit.The county's case rate per 100,000 residents Monday was 101.6. The state's goal is fewer than 100 per 100,000. The case rate is a 14-day average and is based on the date of the actual onset of the illness in each patient, not the date the illness was first reported by the county. Lags in reporting often lead to delays in new confirmed cases being reported to and announced by health officials.The county reported 7,570 tests Sunday, 3% of which returned positive. The 14-day rolling average percentage of positive cases is 5%. The state's target is fewer than 8.0% testing positive. No briefing was held Monday due to a county budget hearing.County Supervisor Nathan Fletcher said last Wednesday that because of problems with the state's electronic reporting system, which has led to a backlog in test results, additional cases might be retroactively added to both local and statewide case totals in coming weeks.The percentage of people testing positive for the illness who have been contacted by a county contact tracer in the first 48 hours increased from 7% on July 18 to 97% Monday. The county's target for this metric is more than 90%.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. But county residents ages 20-29 have accounted for 25.5% of COVID-19 cases, the highest of any age group, according to county data.
