SAN DIEGO (KGTV) - Surveillance video from a Clairemont church shows a woman with a gun in one hand and her baby in the other, prosecutors said. The video was played in court Friday as the preliminary hearing started for Anna Conkey.Conkey is accused of walking into Sunday services at Church Tsidkenu in April and making threats while holding her 10-month-old son.Pastor Benjamin Wisan testified Conkey pointed the gun at parishioners and her own baby. Wisan was on stage and tried to calm everyone by telling them the weapon was a Taser. A 911 call prosecutors say Conkey made to report herself was played for the jury."Hi, yes, there's a woman at a church and she's saying she's going to blow up the foundation of the church,” said the person in the 911 call. RELATED: Woman tackled to the ground after showing up at San Diego church with handgunChurchgoers tackled Conkey and held her until officers arrived. The baby was not injured. Police later determined the weapon was not loaded. Wisan said Conkey had disrupted services weeks before the incident. He had tried to set up a meeting with her but it did not happen. Conkey pleaded not guilty to several felony counts including child abuse, making criminal threats, and a false report of a bomb. A judge will determined if the case will go to trial. 1312

SAN DIEGO (KGTV) — The county's average price for a gallon of gas eclipsed for the first time since May 22, according to AAA.The average price of regular gas in San Diego spike 9 cents Saturday and has risen 10 of the last 12 days for a total of 35.8 cents, according to AAA.Since last month, the average price is up more than 40 cents.MAP: Click here to find the cheapest gas in your areaIn California, however, the statewide average sits at .95 a gallon. The national average rests substantially lower, at .65 a gallon. The rise in gasoline prices has been attributed to several issues at refineries in California and just weeks after attacks on Saudi Arabia oil fields. Refinery issues include unplanned work at PBF refinery in Torrance, an outage at Chevron’s Segundo refinery, a flaring event at Valero Benicia and Marathon’s LA refinery, according to GasBuddy senior petroleum analyst Patrick DeHaan.City News Service contributed to this report. 965

SAN DIEGO (KGTV) -- The COVID-19 pandemic has brought uncertainty to school districts across the state. With health conditions changing daily, so does the look of your child's education in the fall. This week an announcement of 100% distance learning from the state's two largest school districts sent some parents into an immediate panic."I was very taken aback," said San Diego mom Leona Smith. How long will classes be virtual? At this point, there's not a clear-cut answer. Parents are left with a lot of questions about how virtual and hybrid programs will impact their kids' education and their family."What are the resources going to be? How is it going to be laid out? What is the time spent? Is it going to be more structured through the distance learning than I felt it had been?" Smith said.Los Angeles Unified and San Diego Unified school districts made their course public, while other districts are still determining what the first day of school will look like, and some already have students back on campus.Statewide, there is no one-size-fits-all answer, but there are requirements districts need to follow."Most parents don't know there is a minutes requirement for each day," said Kevin Gordon with Capitol Advisors Group. "There's actually an annual minutes requirement that we have to hit for kids, and then there's actually a minimum number of days per year that we have to hit – 180 days, generally, and 180 minutes, generally."Gordon said a school day requires a minimum of 180 minutes or three hours of education at lower grade levels and 240 minutes or four hours for high school students.Gordon said those are minimum time standards and most districts exceed that.Reporter Adam Racusin asked him about class sizes."While they are lower than they used to be, they aren't the 20 to 1 that we would like them to be. And in all the upper grades they are absolutely exceeding 30 to 1 in most California classrooms," Gordon said.Imagine the challenge for districts that are bringing students back onto campus while following social distancing guidelines."It's not about cutting class sizes in half, it's like cutting class sizes into thirds," Gordon said.Another area of concern surrounds students who may need more support and instruction than they can get through typical distance learning. In California, once a child is found eligible for special education, the family will participate in the process by attending an individualized education program or IEP. It's both a process and a written document."It becomes almost like a contract and it says here's what the school district is going to do for the student" said special education attorney Timothy Adams."Parents really need the school district to help them, especially in circumstances where the student has really complex needs and requires a variety of in-person, therapeutic services that are delivered usually through their IEP. We need the school districts to implement those services," he explained. Many parents will have to wait for answers, while districts work to make plans flexible enough to adapt to changing community conditions. We reached out to the California Department of Education about guidance for districts regarding hours of learning a day, class sizes, and special education and did not hear back. 3304

SAN DIEGO (KGTV) - The arsonist who rammed his car into the Raytheon building and set fire to a La Jolla home learned his sentence Tuesday. Daniel Mackinnon, 37, will spend seven years in prison for crimes the Assistant U.S. Attorney described as “politically-motivated.” Early on the morning of Apr. 24, Mackinnon went to the home of a prominent real estate developer. Two adults and three small children were home asleep at the time, prosecutors said. RELATED: Driver arrested after car crashes into defense contractor building in Kearny MesaMackinnon “poured an accelerant onto the door and ignited it,” officials said. “Investigators found remnants of a plastic water bottle, a pry bar and a bottle cap at the scene.” DNA evidence from the bottle cap helped tie Mackinnon to the crime. There were no reports of any injuries. Later the same morning, Mackinnon drove into the Kearny Mesa offices of Raytheon, a defense contractor. The car bounced back, and Mackinnon got out, opening his back hatch, prosecutors said. Moments later, flames erupted from the back of the car and damaged the office building. RELATED: Man accused of slamming into Raytheon building federally chargedMackinnon drove into Mexico but was arrested the same day as he tried to re-enter the United States at the Otay Mesa port of entry. Prosecutors did not provide details about the political motivation for Mackinnon’s crimes. He had previously committed petty crimes in the early 2000s, including “remaining at the scene of a riot after being arrested at a Southern Kalifornia Anarchist Alliance May Day demonstration,” officials said. Mackinnon faced a maximum penalty of 20 years in prison. 1678
