WASHINGTON, D.C. — A home test for COVID-19 will soon be on U.S. store shelves. The U.S. Food and Drug Administration (FDA) on Tuesday issued an emergency use authorization for the first kit that consumers can buy without a prescription to test themselves entirely at home.Regulators granted use for a similar home test last month, but it requires a doctor’s prescription. The new test kit from Australian company Ellume allows users to swab themselves and get the results at home in about 20 minutes. The test detects fragments of proteins of the coronavirus from a nasal swab sample from anyone 2 years old and up. It connect to a digital app to help users interpret the results.Similar to other antigen tests, the FDA says a small percentage of positive and negative results from this test may be false. Therefore, for patients without symptoms, positive results should be treated as presumptively positive until confirmed by another test as soon as possible.Individuals with positive results should self-isolate and seek additional care from their health care provider. Those who test negative and experience COVID-like symptoms should follow up with their health care provider as negative results do not preclude an individual from coronavirus infection. The company says it will have 3 million tests available next month.“The FDA strongly supports innovation in test development and we have worked tirelessly with test developers to support the shared goal of getting more accurate and reliable tests to Americans who need them. Today is a promising step forward and we are eager to continue advancing additional innovation in COVID-19 testing that the science supports,” said Jeff Shuren, M.D., J.D., director of FDA’s Center for Devices and Radiological Health. 1773

WASHINGTON, D.C. – President-elect Joe Biden has announced more nominees and appointees for key national security, foreign policy and treasury positions.Biden has chosen former Federal Reserve Chair Janet Yellen to serve as Secretary of the Treasury, The Associated Press and other outlets report. The 74-year-old would be the first woman to lead the Treasury Department.Biden’s White House transition team announced Monday that former Secretary of State John Kerry will lead the incoming administration’s effort to combat climate change. His official title will be Special Presidential Envoy for Climate. As for Director of National Intelligence, the transition team says Biden will nominate Avril Haines, a former Principal Deputy National Security Advisor to President Barack Obama and Legal Advisor to the National Security Council. The transition team also said Biden will nominate Alejandro Mayorkas for the Secretary of Homeland Security position. He previously served as Deputy Secretary of Homeland Security (DHS) under the Obama-Biden administration. If confirmed, the transition team says Mayorkas would be the first immigrant and Latino to lead DHS.America will soon have a government that treats the climate crisis as the urgent national security threat it is. I'm proud to partner with the President-elect, our allies, and the young leaders of the climate movement to take on this crisis as the President's Climate Envoy.— John Kerry (@JohnKerry) November 23, 2020 As for Director of National Intelligence, the transition team says Biden will nominate Avril Haines, a former Principal Deputy National Security Advisor to President Barack Obama and Legal Advisor to the National Security Council. When I was very young, the United States provided my family and me a place of refuge. Now, I have been nominated to be the DHS Secretary and oversee the protection of all Americans and those who flee persecution in search of a better life for themselves and their loved ones.— Alejandro Mayorkas (@AliMayorkas) November 23, 2020 The transition team also confirmed that Biden plans to nominate Antony Blinken to serve as Secretary of State in his administration. He served as Deputy Secretary of State during the Obama-Biden administration, the nation’s second highest ranking diplomat.Additionally, Biden will appoint Linda Thomas-Greenfield to serve as U.S. Ambassador to the United Nations. She’ll return to public service after retiring from a 35-year career with the U.S. Foreign Service in 2017.My mother taught me to lead with the power of kindness and compassion to make the world a better place. I’ve carried that lesson with me throughout my career in Foreign Service – and, if confirmed, will do the same as Ambassador to the United Nations.— Linda Thomas-Greenfield (@LindaT_G) November 23, 2020 Lastly, the transition team named Jake Sullivan as a National Security Advisor. He currently serves as a senior policy advisor to Biden and formerly served as Deputy Assistant to the President and National Security Advisor to then-Vice President Joe Biden in the Obama-Biden administration.According to a press release obtained by ABC reporter Milly Nagle, Biden and Vice President-elect Kamala Harris will formally announce their picks on Tuesday.“President-elect Biden and Vice President-elect Harris have chosen experienced crisis-tested leaders who are ready to hit the ground running on day one,” the release says. “These officials will start working immediately to rebuild our institutions, renew and reimagine American leadership to keep Americans safe at home and abroad, and address the defining challenges of our time – from infectious disease, to terrorism, nuclear proliferation, cyber threats and climate change.” 3748

WASHINGTON, D.C. — A deadline set Tuesday under federal law essentially locks in President-elect Joe Biden’s victory, even though President Donald Trump is still falsely claiming he won reelection.Outlined in the Electoral Count Act of 1887, the safe harbor deadline falls six days before the Electoral College meets to formally cast votes for the president based on the popular vote in each state. This cycle, that vote will take place on Dec. 14.Other than Wisconsin, every state appears to have met the safe harbor deadline, which means Congress has to accept the electoral votes that will be cast next week and sent to the Capitol for counting on Jan. 6.By the end of the day Tuesday, every state is expected to make its election results official, with 306 electoral votes being awarded to Biden and 232 going to Trump. A total of 270 votes are needed to claim the White House. Those votes will elect Biden as the country’s next president. It’s called a safe harbor provision because it’s a kind of insurance policy by which a state can insulate its electoral votes against challenges in Congress by finishing up certification of the results and any state court legal challenges by the deadline. 1205

WAUKEGAN, Ill. — Kyle Rittenhouse, accused of killing two protesters days after Jacob Blake was shot by police in Kenosha, Wisconsin, will not face charges in his home state of Illinois, prosecutors said Tuesday. An investigation revealed the gun used in the Kenosha shooting was purchased, stored and used in Wisconsin, the Lake County (Illinois) State’s Attorney’s Office said. There is no evidence the gun was ever physically possessed by 17-year-old Rittenhouse in Illinois, the office said.Rittenhouse, who is from Antioch, Illinois, remains held in a juvenile detention center in Lake County without bond due to pending criminal charges in Kenosha. Rittenhouse is due back in Lake County court on Oct. 30 for an extradition hearing. His arrest has become a rallying point for some on the right, with a legal defense fund that has attracted millions of dollars in donations. Others see Rittenhouse as a domestic terrorist whose presence with a rifle incited the protesters.Defense attorneys have portrayed Rittenhouse as a "courageous patriot" who was exercising his right to bear arms during unrest over the shooting of Blake, who is Black.“I want to thank the Antioch Police Department for their diligence in investigating this matter,” Lake County State's Attorney Michael Nerheim said in a statement. 1315

WASHINGTON (AP) — Senate Majority Leader Mitch McConnell says that he's scheduling a procedural vote on a GOP COVID-19 relief bill for next week. He says aid to hard-hit businesses shouldn't be held up by gridlock involving other aid proposals. The Kentucky Republican says in a statement Tuesday that the Senate will take a test vote Oct. 19 when the chamber returns on Monday."We don’t agree with Speaker Pelosi that “nothing” is better than “something” for workers," McConnell tweeted. "Senators will vote on more relief next week, including more PPP money to stop layoffs. We’ll be able to pass it before we turn to Judge Barrett's nomination unless Democrats block it again." 688
