SAN DIEGO (KGTV) -- The San Diego Police Department says pedestrian fatalities are going up in California - so they're cracking down on drivers, pedestrians and those violating laws that pertain to motorized scooters. All of this, just as new reports show a flood of scooter-related injuries backing up local emergency rooms. Wednesday night SDPD sent out targeted patrols to downtown and Lincoln Park. Two spots where pedestrian and bike collisions have increased in the last three years. In many cases, traffic violations led to those crashes. 10News watched as officers ticketed more than 50 people, and gave out more than 20 warnings. Sixteen of those tickets - to people on scooters.  727

SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. Soltero said when he asked his daughter what happened, she told him the man touched her private parts.RELATED: Man arrested after three-year-old says she was kidnapped and touchedWhen the father asked who the man was, Soltero said his daughter pointed to Diaz. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. Soltero says if that's true, the law should be changed. “If you’re a sex offender you shouldn’t be by a school, period," he said. 2091

  

SAN DIEGO (KGTV) – The two candidates hoping to become San Diego’s next mayor cast their ballots on Tuesday morning, and both Democrats had messages to voters on Election Day.Barbara Bry and her husband dropped off their ballots at a library in La Jolla on Tuesday. The day before, Bry spent time with her supporters and worked to drum up more support from voters.With his family by his said, Todd Gloria cast his ballot on Tuesday at the County Registrar of Voters in Kearny Mesa. On Monday, he had Gov. Gavin Newsom help him campaign through a virtual phone bank.After carrying out their civic duty, both candidates had messages for San Diego voters.“People hear our message of change for our city. Our focus isn’t on small issues like vacation rentals and scooters, but the big issues like homelessness, housing affordability, and transportation,” Gloria said.Bry said, “We built a grassroots volunteer effort with residents from all over this city. We knew from the beginning we were fighting against the special interest, special interest that has spent more than a million dollars running negative attack ads against me.”The most recent ABC 10News/San Diego Union-Tribune scientific poll shows this race essentially in a dead heat. 1245

  

SAN DIEGO (KGTV) — The trolley's Mission Valley stadium site will be closed for two years due to construction on Aztec Stadium.MTS' stadium station will begin the two-year closure on Sunday, Nov. 1, as crews continue to transform the stadium land into a stadium for San Diego State University. The closure will impact the Sycuan Green Line.The station plans to reopen in 2022.The station is a vital connection between SDSU's main campus and the stadium. Once construction is completed, the stop will continue to serve SDSU students, faculty, and staff traveling between the school's main campus and the new SDSU West site.The station has operated adjacent to the stadium since 1997, greeting visitors for Super Bowl XXXII, the World Series, numerous sporting events for the Aztecs, Padres, and Chargers, and concerts for bands like The Rolling Stones, Metallica, Elton John, Beyonce, and more. 901
