SAN DIEGO (KGTV) - Imagine having the power to change your body’s temperature at any time, regardless of how hot or cold it actually is. UC San Diego engineers are on they’re way to doing just that, with a wearable patch.Like a thermostat, it can be changed to a specific temperature, warming or cooling the body, using far less energy than an air conditioning system. “Cooling is a really important issue faced by society today. If you look at news reports there are extreme weather conditions, for example in India, peak temperature could be over 50 degrees Celsius in July," said Renkun Chen, a Professor of Mechanical and Aerospace Engineering at UC San Diego.The patch is made up of thermoelectric alloys - materials that use electricity to create a temperature difference and vice versa - sandwiched between stretchy elastomer sheets. The device physically cools or heats the skin to a temperature that the wearer chooses. The patch is powered by a flexible battery pack. It is made of an array of coin cells all connected by spring-shaped copper wires and embedded in a stretchable material. The system also includes a stretchable circuit board.By regulating the temperature around an individual person, rather than a large room, the smart fabric could potentially cut the energy use of buildings and homes by at least 15 percent.The technology could also be used for people who work in extreme environments, like firefighters or miners. Eventually, Chen and his team want to integrate the technology into clothing. They hope to sell it commercially in the next few years, along with developing a mobile app to control the temperature. The research was funded with a .6 million grant from the U.S. Department of Energy. 1736

SAN DIEGO (KGTV) - Many of the 134 cats rescued from a Lakeside apartment are up for adoption in County animal shelters. Sheriff’s deputies who were conducting a welfare check at the apartment Thursday discovered the cats and called animal services.Most of the animals appear to be healthy and well-fed, though stand-offish at the moment.  RELATED: 'Dozens' of cats found inside Lakeside apartment during elderly neglect callThe adoptable animals are at the shelters in Bonita and Carlsbad.  All have been checked out by the veterinary staff and given flea and worm medicines.  Each will be spayed or neutered and chipped before adoption.  The adoption fee is per cat or kitten. 745

  

SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. He said it could have an impact on states with a lot of late voters and close races, not just in the presidential contest.“Remember that control of the Senate is very much in play and so this could matter in close Senate races,” Eaton said, citing races in Iowa, Colorado and North Carolina. 2365

  

SAN DIEGO (KGTV) - In an effort to accelerate hiring and training of more border officer, National Guard members were deployed Tuesday to ports of entry along San Diego County's border with Mexico.In total, 24 National Guard troops joined Customs and Border Protection personnel at Port of San Diego, and ports of entry in San Ysidro, Otay Mesa, Tecate, and Calexico.They will not be taking part in any enforcement activities, according to CBP, instead, helping in surveillance support and operations. The deployed troops will not be armed.RELATED: Border Patrol officials discuss National Guard deployment to US-Mexico borderUp to 106 additional National Guard troops may be sent to the ports of entry in the coming weeks, CBP added."The contribution of the National Guard will undoubtedly improve our effectiveness at the ports of entry by enabling those officers to focus on enforcement activities," Pete Flores, CBP Director of field operations for San Diego, said. "We look forward to working collaboratively to further our national security mission."CBP says the additional troops will allow border personnel to focus on securing areas of the border against drug, weapons, and human smuggling. 1247
