ESCONDIDO, Calif. (KGTV) -- Police are investigating an officer-involved shooting that occurred during a traffic stop in Escondido early Friday morning.The incident happened at around 3:45 a.m. on Broadway, near Washington Avenue, according to Escondido police.Police said officers were initially called to a home in the 300 block of Park Avenue due to a reported restraining order violation. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada was at her home and she identified his vehicle.On Broadway, an officer spotted a white car being driven by Quezada and pulled him over.According to police, Quezada "exited his vehicle holding a 3-foot long crow bar and ran toward the officer."Police confirmed the situation prompted the officer to fire multiple shots. Quezada was struck in the abdomen, and he was transported to Palomar Hospital for treatment of his injuries.Police said the officer, who was not injured in the incident, is a 4-year veteran of the department. A lieutenant at the scene told 10News he believes this was the first time the officer was involved in a shooting. The officer was placed on administrative leave pending the investigation.According to police, the officer’s body camera was active during the incident.A stretch of Broadway at Washington Ave. was closed for several hours due to the probe. 1364

ESCONDIDO (KGTV) -- Escondido police arrested a man with prior criminal convictions Thursday after they found him passed out in his vehicle wearing a ballistic vest and loaded rifle magazines in his front passenger seat. He also had other weapons and police gear he'd allegedly stolen from a law enforcement officer in San Diego, authorities said.According to a release from Escondido Police Department, officers found the man after a caller reported him passed out around 1:10 a.m. outside the 7-Eleven on West Ninth Avenue. The caller said the man was likely under the influence of drugs and did not respond to attempts at waking him.When officers arrived on scene, they recognized the man as 30-year-old Thomas Vann, who has prior criminal convictions. He was wearing a ballistic vest with loaded rifle magazines that were "plainly visible" on the front passenger seat.Officers were able to wake Vann and detain him. They searched his vehicle and found four fully loaded rifle magazines, 126 rounds of rifle and shotgun ammunition, and stolen police gear, including a tactical vest, a duty belt, a medical kit, and handcuffs. Officers determined the police gear was stolen Wednesday from a law enforcement officer in San Diego. They also found 392 grams of methamphetamine and 78 grams of heroin.Vann was arrested and booked into the Vista Detention Facility on numerous drugs, weapons, and stolen property charges. 1426

ENCINITAS, Calif. (KGTV) — Cardiff Elementary School in Encinitas must pay 0,000 just so it can resume a project to modernize its campus.The payment is part of a settlement to a group that sued the district over a project to rebuild much of the school, which had upwards of 60-year-old buildings.In 2016, voters approved a million bond measure authorizing the project. The group that sued, Save the Park and Build the School, challenged the plan's environmental impact report and its plan to build a multipurpose facility on part of a grassy area of district property that doubles as a public park in off hours. Late last year, a judge ruled in the group's favor and issued an order to halt work on the project. This week, the school and the group reached a settlement to allow campus construction to resume, and put the multipurpose center back into a federal approval process because it involves the National Park Service. The group got 0,000 for legal fees. "It was a flex and it cost our kids and the taxpayers 0,000 to bring us right back to where we were in December," said Morgan Gates, a parent at the school. Eleanor Musick, who heads the group, said the park is cherished and one of the only open spaces nearby. "It was not that we intended to stop the construction specifically to spite them or anything like that, That's the law. If a project is out of compliance with [The California Environment Quality Act] it must stop," Musick said. The delay in construction means the facilities won't be ready for the start of the 2020-21 school year, as originally intended. 1599

(KGTV) -- Fire crews Tuesday battled a small brush fire that threatened a structure in Fallbrook.According to Cal Fire, the four-acre blaze, dubbed the Cathy Fire, started on Daily Road and Lynda Lane. Cal Fire later tweeted that the forward rate of spread had been stopped. Facebook says it has removed a small network of fake accounts and pages that originated in China and focused on disrupting political activity in the U.S. and several other countries.The accounts posted material both in support of and against presidential candidates Pete Buttigieg, Joe Biden and Donald Trump.Facebook said they removed 155 accounts, 11 pages, 9 groups and 6 Instagram accounts.Facebook did not link the network directly to the Chinese government. It said the people behind the network tried to conceal their identity and location via virtual private networks and other methods.U.S. intelligence officials have identified China as one of several countries, along with Russia and Iran, who they say could look to interfere in the 2020 election. In an August public assessment, the country’s chief counterintelligence official, William Evanina, said officials had determined that Beijing regards Trump as unpredictable and wants to see him lose to Biden.The U.S.-focused activity was the most limited and gained almost no following, Facebook said.Facebook said the network focused mainly on Southeast Asia, where it posted in Chinese, Filipino and English about global news and current events. These included Beijing’s interests in the South China Sea, Hong Kong, support for Philippines President Rodrigo Duterte and his daughter’s potential run in that nation’s 2022 presidential election, and criticism of Rappler, an independent news organization in the Philippines.Facebook also removed a second network originating in the Philippines.
