CHICAGO (AP) — A Cook County judge has shot down actor Jussie Smollett's attempt to have the criminal charges against him dropped. In a ruling issued Friday, Judge James Linn rejected the argument made by the actor's attorneys that the new charges filed after the original charges were dropped violates Smollett's right against double jeopardy. Linn found that double jeopardy does not apply because Smollett has never been criminally punished.In January 2019, Smollett told Chicago police that he was the victim of an anti-gay and racist attack but he was charged after police concluded that he allegedly staged the attack himself. 640

CARLSBAD, Calif. (KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. However, Huerta says the Village still has to adapt its master plan before the change can take effect. That may not happen until the fall. 1911

CAMPO (CNS) - One person was killed today in a traffic crash involving an overturned semi-truck on State Route 94, the CHP said.The fatal crash happened at 12:06 p.m. Saturday when a semi-truck was reported on its side in the right shoulder of SR-94 west of Buckman Springs Road with no other vehicles involved, according to a California Highway Patrol incident log.Caltrans San Diego said all lanes of eastbound and westbound SR-94 were blocked and asked travelers to use an alternate route. The CHP said the freeway would probably be closed for a couple of hours while investigators look into the cause of the crash.No further information was available. 663

  

Chicago police announced at a Monday morning news conference that 66 people were shot, 12 of them fatally, between Friday at 6 p.m. and Sunday at 11:59 p.m.Chicago Police Superintendent Eddie T. Johnson said it was "no secret that we had an unacceptably violent weekend," at the news conference.In three hours beginning at 1:30 a.m. Sunday, records show, 30 people were shot and two killed in 10 incidents. In all, over the weekend, there were 33 shooting incidents. Fourteen juveniles were shot, and an 11- and 13-year-old were killed."The city of Chicago experienced a violent night," Bureau of Patrol Chief Fred Waller said Sunday afternoon. "Some of these instances were targeted and were related to gang conflicts in those areas."In at least one incident, shooters opened fire into a crowded street party, Waller said.Johnson said the issue stemmed from a small group of people such as repeat gun offenders."This isn't a widespread issue among citizens of this city. This is a small subset of individuals who think they can play by their own rules because they continue to get a slap on the wrist when we arrest them," Johnson said."I'm tired of it. Everybody in this city should be tired of it."Johnson said 46 people were arrested this weekend on gun charges, and 60 guns were seized as a result of ongoing investigations. However, he said there have been no arrests made in connection with any violence from this weekend.Experts say crime tends to pick up during the hot summer months, but Chicago Mayor Rahm Emanuel dismissed that."You can talk about the weather, but the weather didn't pull the trigger," he said. "You can talk about jobs, and they count, but in parts of the city where there aren't jobs, people did not pull the trigger."There are values. There are too many guns on the street, too many people with criminal records on the street, and there is a shortage of values about what is right and what is wrong," he added.Of the wounded who reported an age, the oldest was 62 and the youngest 11, police records show.Before the particularly violent Sunday, there were six shootings, none fatal, on Friday, and 15 shootings, one fatal, on Saturday. The Sunday shootings occurred between midnight and 2 p.m., records show.Chicago has struggled with high shooting and murder rates in recent years. Waller said shootings are down 30 percent from 2017, and murders are down 25 percent.June marked 15 straight months of fewer killings and shootings, police said. However, on June 25, at least 21 were shot and two died.Johnson said that both murders and shootings are down on the year, but said this weekend showed there was still a lot to do."Despite what we saw this weekend, I'm still pleased between CPD's work, the mayor's investments, and the work of our community members, that we're still reducing our gun violence this year," Johnson said. "But we still have a lot more work to do, and I think that was evidenced by this weekend." 2966

  

Caregivers already deal with a lot of stress and it's rising.The Caregiver Action Network has been seeing more calls coming into its free help desk recently. It says one out of every three has something to do with a challenge raised by the pandemic.“By the end of the call, I actually will hear them breathing like a deep breath of like sigh of relief almost and that they're actually feeling better at the end of the call, having been able to express some of their thoughts, some of their worries,” said Jennifer Piscitello, caregiving expert with the Caregiver Help Desk.Piscitello says people calling in are expressing a lot of pandemic fatigue. They're overwhelmed, because they don't have the same resources or outlets they had previously.The pandemic may also be keeping loved ones at home longer.“Aging in place has gone from being a desire, a wish, to almost a mandate or something that really has to happen because families are just afraid to have their elderly loved ones put in a nursing home,” said John Schall, CEO of the Caregiver Action Network.Schall says we need more training and financial support for the caregivers in this situation.The expansion of telehealth has been helpful, but one challenge is when caregivers can't be present when that virtual visit is happening, like they would be with an in-person doctor's visit.Experts at the help desk are making sure caregivers focus on their self-care now more than ever.
