SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week.The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136

SAN DIEGO (KGTV) — San Diego's Maritime Museum is giving families the chance to spend the night on the seas — but stay in San Diego.The museum's "Family Overnight" program offers a stay aboard the Star of India, the oldest active sailing ship in the world. Families will embark on imaginary voyage learning about the lives and times of the India's passengers in the 19th century.Instructors will be in character and in costume, as they teach various ship-centric tasks like moving cargo and raising sails. Guests will also be able to see areas of the ship normally closed to the public and sleep on "tween decks" out of the elements.RELATED: Several San Diego museums offering free admission to military families“The Family Overnight program is an immersive unforgettable life-changing experience where together the children and their parents discover and share the same fascination and passion for learning about the history of the sea," Jacob Keeton, Director of Education for the Maritime Museum, said.The overnight experience will be hosted on Saturday, June 22, at 2:30 p.m. until Sunday, June 23 at 9 a.m. Tickets are per person ages 5 and up, and include meals and accommodations. SAN DIEGO (KGTV) -- San Diego’s City Council unanimously approved several measures Tuesday they hope will make it easier for businesses to stay open amid the coronavirus pandemic.The first measure cements Mayor Kevin Faulconer’s executive order allowing some businesses to operate outdoors.The measure allows gyms, barber shops, churches and nail salons to expand business to private parking lots, sidewalks, and on-street parking.“Employees can return to work and families can again participate in programs and support our businesses, if they so desire,” said City Councilmember Chris Cate.Businesses will need to apply for a permit to operate outside, the city says.The second measure reallocates 0,000 from the city’s Small Business Relief Fund toward helping businesses in underserved communities. Certain businesses will be elidgable for grants ranging from ,000 to ,000.The city provided the list below of eligible businesses:Be self-employed, an independent contractor, a sole proprietor, or a corporation with revenues less than 0,000Have 10 or fewer employeesDocument a decline in revenue due to COVID-19“Mom-and-pop shops, especially in communities of concern, are struggling to keep up with changing rules despite doing everything they can just to survive this economic crisis,” Mayor Faulconer said. “Whether it’s allowing a barber to set up shop in a parking lot or providing a grant that helps a restaurant make payroll, we know small changes can make a big difference between closing for now or closing for good.”For more information on the relief, click here. 1593

  

SAN DIEGO (KGTV) -- Sky10 was there as police and firefighters responded to a car crash in San Carlos Friday evening. The crash, which happened just after 5:30 p.m., happened in the 6200 block of Del Paso Avenue, not far from Patrick Henry High School. The female driver hit the gas pedal instead of the brake when approaching the garage door, police said. She hit the washer and dryer, pushing them through the wall and into the house. The driver and occupants of the home were not injured in the crash. Firefighters helped pull down the garage door and advised the family to have a structural expert check the walls where the washer and dryer pushed through.   700

  

SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. The park took shape in 2003, according to the lawsuit.Montoya and other neighbors say there was not enough drainage put in, sending water running down the five-foot berm every time it rains.A storm in December 2018 left many stranded, including Ricky Vasquez, who was trying to pick up his one-year-old son."Other cars were stuck in the middle of the street because the water was so high," said Vasquez.Neighbor Pastor Nicolas Martinez said his home flooded, ultimately costing ,000.Montoya was fed up."San Diego's America's Finest City for some but not for all because I've got documentation for over 30 years for asking for help for this situation that they've created and I'm just ignored," said Montoya.He went to attorney Evan Walker, who said his team found one of the two storm drains at the park "is not connected to any sort of system despite the city's own plans to connect them to the system."Montoya hopes the lawsuit causes the city to step up.10News reached out to the City of San Diego who said they could not comment on ongoing litigation. 2211
