NEW YORK — David Dinkins, the first Black mayor of New York City, died Monday at the age of 93.Dinkins was elected in 1989 and served as mayor from 1990 to 1993, making him the first and only Black man to serve as the city's mayor.He was born in 1927 in Trenton, New Jersey. He was drafted, served as a Marine and later graduated from Howard University and Brooklyn Law School. He served in the state assembly before later becoming president of the board of elections, a city clerk and Manhattan borough president.Dinkins defeated longtime incumbent Mayor Ed Koch in the Democratic primary in 1989 and later beat Rudy Giuliani on his path to City Hall.In his inaugural address, he vowed to be "mayor of all the people of New York" and declared, "we are all foot soldiers on the march to freedom."Dinkins was known for his reserved public demeanor and civility.He was an American voice in favor of anti-apartheid sanctions, and his policies as mayor reflected his support for South Africa.He also created the office of Special Commissioner of Investigations for schools, built a system of after hour youth centers called Beacon Schools, and worked to create an all civilian police complaint review board.According to a city biography, Dinkins was sharply criticized for his handling of racial strife in Crown Heights, a boycott of Korean Grocers in Brooklyn and civil unrest in Washington Heights. He also dealt with sluggish economic growth.Giuliani succeeded Dinkins in 1993 after one term in office.After leaving City Hall, Dinkins remained active in city politics and taught public affairs at Columbia University.The NYPD said initial indications were that he died of natural causes.Dinkins was married to his wife Joyce for more than 65 years, and together they had two children.Joyce Dinkins died in October. NEW YORK (AP) — As employees of small businesses get their first September paychecks, they’re probably receiving their usual amount.Company owners are still withholding money for Social Security despite a presidential order allowing the tax to be deferred. The order President Donald Trump signed Aug. 8 allows employers to stop withholding the 6.2% tax from Sept. 1 through Dec. 31 and requires that it be paid between Jan. 1 and April 30 of next year. But business owners are wary, saying the plan opens up the possibility that companies might ultimately have to pay the tax if staffers leave. 603

NELLIS AIR FORCE BASE, Nev. -- A United States Air Force Pilot was killed Wednesday morning when his F-16 Fighting Falcon jet crashed outside Las Vegas, the Air Force said. The pilot died when his F-16 Fighting Falcon jet crashed during a routine aerial demonstration training flight at 10:30 a.m. His name has not yet been released. An investigation is being conducted into the cause of the mishap. The team’s participation at the March Air Reserve Base “The March Field Air & Space Expo” has been canceled.  It is unknown how this accident will impact the remainder of the 2018 Thunderbirds Season.   674

NEW YORK, N.Y. - There is no secret ingredient at Enoteca Maria on Hyatt Street in Staten Island.But someone special is always in the kitchen. The restaurant closed its dining room with the rest of the city in mid-March.It seats about three dozen people in the St. George section of Staten Island. Since opening in 2007, it has featured a rotating special menu prepared by the women along with an Italian menu.It’s known as the Nonna Project, which is Italian for “grandma.”To create a revenue stream and protect the health of the grandmothers and staff, they have not reopened.The women head to the kitchen one at a time to make batches of sauce to sell on the restaurant website.Rosa Correa will share her recipe for her delicious sauce from Peru. Don’t forget the chilies.“Amarillo, onions, garlic, that’s it,” she said.Maral Tseylikman is from Azerbaijan. She says she misses the customers.“I do for you the best I can and you will enjoy,” she said.Owner Joe Scaravella hasn’t planned for a reopening yet. NEWARK, N.J. - Before the holiday travel season picks up, United Airlines said they will be offering free coronavirus tests to passengers on select flights between New Jersey and the United Kingdom, beginning Nov. 16.According to a press release, the airline launched the 4-week pilot program that will run from Nov. 16 to Dec. 11.United is only rapidly testing passengers flying between Newark Liberty International Airport to London Heathrow, free of charge.United said appointments are required, and passengers will have to arrive three hours before their flight to get results back in time."We believe the ability to provide fast, same-day COVID-19 testing will play a vital role in safely reopening travel around the world and navigating quarantines and travel restrictions, particularly to key international destinations like London," said Toby Enqvist, chief customer officer for United in the news release. "Through this pilot program, we'll guarantee that everyone* onboard has tested negative for COVID-19, adding another element to our layered approach to safety. United will continue to lead on testing, while at the same time exploring new solutions that contribute to the safest travel experience possible."United said Premise Health is administering the rapid testing pilot program.Travelers flying into the UK still face a mandatory 14-day quarantine, according to the US Embassy in the United Kingdom. 1426
