The Palm Beach County Supervisor of Elections Susan Bucher says she expects to begin the manual recount process at 11 a.m. ET Friday.This comes after a Thursday order from the Secretary of State to complete a manual recount statewide for the Senate race and Agriculture Commissioner's race.Palm Beach County also must complete a manual recount for a State House race.Manual recounts are required when a candidate’s margin of victory is less than .25 percent.However, Bucher said first, they need to complete the machine recount for the Senate race before they can begin the manual recount.She said they have not completed the tabulation process to come up with vote totals for the Senate race to find all the over and under votes.“We just want to get to a place where we should start a manual recount. Right now we’re incomplete and we’re incomplete for various reasons, mostly because there were requirements that we show some duplicated, damaged ballots, and haven’t run those and requirements that we canvass ballots for over and under votes that were duplicated by staff," Bucher said.  "So, we’ve completed that process, but now we have to go run them through our tabulators to get the rest of our over unders.”  They do not have to manually recount every single ballot, only ones considered overvotes or undervotes.An overvote is a ballot in which the voter appeared to vote for more than one candidate in a race, and an undervote is a ballot in which the voter appeared to vote for no candidate in a race.An election worker, along with a representative from each political party, will review the ballots in question. If they cannot agree on the voter’s intent, it will go to the canvassing board.A judge’s ruling will determine the order of the recount races.The results are due by noon on Sunday.  1853

The oldest American survivor of the Japanese air attack on Pearl Harbor has died.  Ray Chavez was 106.Gary Bobileff of the Spirit of Freedom Foundation told 10News, "He was a humble man and he was truly a patriot."Seaman first class Ray Chavez was assigned to the Navy minesweeper U.S.S. Condor; it was on continuous duty for the next nine days in the waters around Pearl Harbor.  Bobileff described his focus as two-fold."Number one; love of country; that is of paramount important. Number two: Be strong, be bold, be brave."Chavez has often attended commemorative events in San Diego and in Hawaii.  A few months ago Ray Chavez was invited to the White House."The president acknowledged him, shook hands."Richard Rovsek, also from the Spirit of Liberty Foundation of Rancho Santa Fe, recalls the moment."It was very emotional; the president was charming as he can be. The Mountain West Conference became the second conference from college football’s top division to postpone the 2020 football season citing coronavirus concerns on Monday.As part of its announcement, the Mountain West also announced that all fall sports will be postponed.Curt Apsey, the director of athletics at perennial Mountain West power Boise State, supported the decision. "Despite everything that has been thrown in their way over the last several months, our student-athletes, coaches and staff had been preparing for a 2020 season," Apsey said. "They were ready for every possible uncertainty, but in the end, the physical and mental well-being of student-athletes across the conference necessitated today’s announcement."On Saturday, the Mid-American Conference became the first NCAA Football Bowl Subdivision league to postpone the 2020 season. The two conferences are among 10 that comprise the FBS.Meanwhile, leaders from what is known as the Power 5, which are the Big 12, Big 10, Pac-12, SEC and ACC, have been discussing the upcoming season. The Pac-12 Conference announced Thursday that they have decided to will play football this season after all.In a press release, the conference said the season would kick off Nov. 6 and no fans will be allowed "at any sporting competition taking place on Pac-12 campus.""Enabling Pac-12 teams would be considered for selection by the CFP," the conference said in the release. "The football schedule will be released in the coming days."The conference also stated that they be implement cardiac monitoring protocols for all student-athletes who test positive of COVID-19."The Pac-12 institutions are also participating in a national COVID-19 cardiac registry which will allow for medical practitioners to monitor closely, and gain greater insight into, potential health outcomes in student-athletes," the conference said. The conference said teams will play seven conference-only games, with the conference championship game scheduled for Dec. 18.“From the beginning of this crisis, our focus has been on following the science, data and counsel of our public health and infectious disease experts,” said Pac-12 Commissioner Larry Scott. “Our agreement with Quidel to provide daily rapid-results testing has been a game-changer in enabling us to move forward with confidence that we can create a safe environment for our student-athletes while giving them the opportunity to pursue their dreams. The Hubbard Avenue Diner just outside Madison, Wisconsin announced on their Facebook page that they will soon be serving 'Pie Tacos.'The restaurant, which was been working on the tacos for a while, will start selling them April 12th and will feature four flavors: Apple, Cherry, French Silk and Key Lime.All four versions of the taco will be baked in a pie crust shell and will be served in a traditional taco rack like you'd see at Bel Air Cantina in Milwaukee.Along with the fillings, the Apple Pie will be covered with a streusel topping, the Cherry will have a sugared "lattice" crust on top, the French Silk is topped with whipped cream and chocolate flakes, and the Key Lime is topped with whipped cream and lime zest.Fans of the restaurant certainly seem excited about the idea."Get one?
