BEIJING, Sept. 5 (Xinhua) -- The Communist Party of China (CPC) will launch a 1.5-year campaign from this month to learn and implement the Scientific Outlook on Development, the CPC Central Committee Political Bureau said here on Friday.     The campaign aims to push Party members, especially leading Party members and government officials, to learn how to implement the Scientific Outlook on Development and carry it out effectively, a statement issued after a CPC Central Committee Political Bureau meeting said.     The meeting was presided over by and CPC Central Committee General Secretary Hu Jintao, also Chinese president.     As Hu explained in his keynote speech at the 17th CPC National Congress in October 2007, the guideline takes development as its essence. It puts people first as its core with comprehensive, balanced and sustainable development as its basic requirement. Overall consideration is its fundamental approach.     "The Scientific Outlook on Development is an important guiding principle for China's economic and social development and a major strategic thought that we must uphold and apply in developing socialism with Chinese characteristics," said the statement.     Through the campaign, the CPC expects its officials to change their way of administration that don't meet the requirements of scientific development and to find solutions for the problems that hold back its implementation and the issues people complain about most, the statement said.     In the campaign, the CPC also aims to develop the administrative system that can boost scientific development and to improve the Party's ruling capability, it added.     The CPC Central Committee Political Bureau asked all Party members to take part in the campaign, especially senior Party members and government heads at county level and above

BEIJING, June 10 (Xinhua) -- The quake relief headquarters of the State Council (cabinet) Tuesday sent a congratulatory telegram to the Tangjiashan lake emergency rescue headquarters for the successful drainage of the quake lake.     "After more than 10 consecutive days of hard work, you successfully drained the Tangjiashan quake lake and eliminated a huge threat of secondary disaster after the May 12 quake," the telegram said. (Xinhua Photo)Photo Gallery>>>    "Your work has ensured the people's security, avoided a huge loss and created a miracle in dealing with large quake-formed lakes," it said.     "The State Council quake relief headquarters would like to express heart-felt gratitude and respect to the troops, geologists and quake and weather technicians working at the front line and those who helped evacuate people in low-lying areas," it said.     The headquarters urged people to continue the work until they were done with follow-up activity in terms of drainage and evacuations.     The Tangjiashan lake was formed after quake-triggered landslides from Tangjiashan Mountain blocked the Tongkou River running through Beichuan County, one of the worst-hit areas in the quake that struck southwestern Sichuan Province.     Had the lake overflowed, it could have threatened some 1 million people on the lower reaches of the lake.     A man-made spillway started to drain the lake on Saturday morning and military engineers used recoil-less guns, bazookas and dynamite on Sunday and Monday to blast boulders and other obstructions in the channel and speed up the outflow.     The lake shrank dramatically on Tuesday as muddy water flowed into the low-lying areas.     About half of the lake's 250 million cubic meters of water has been discharged since the drainage started.     More than 250,000 people in low-lying areas of Mianyang were relocated under a plan based on the assumption that one-third of the lake volume breached the dam.

ZHANJIANG, Guangdong, June 28 (Xinhua) -- After a five-day visit to China, Japan's Maritime Self-Defense Force destroyer "Sazanami" left the southern Guangdong Province port city of Zhanjiang on Saturday morning.     Sazanami, with its 240-member crew, is the first Japanese warship to visit China since World War II.     A farewell ceremony was held at the port before its departure.     "Please send the love and friendship of the Chinese navy and people back to Japan," Lt. BUCHAREST, May 6 (Xinhua) -- China's top political advisor Jia Qinglin said here Monday that China and Romania share the same task of opening up a new era in their all-round partnership of friendship and cooperation.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political consultative body, delivered a speech at a session of the Romanian Senate on Monday evening.     In his speech, Jia explained China's policy and concept of peaceful development and mutually beneficial, win-win cooperation with other countries. He emphasized the willingness to further deepen friendship between China and Romania and advance China's relations with Central and Eastern Europe in an all-round way. They should continue to respect and treat each other as equals, never interfere in each other's internal affairs and pay attention to each other's concern. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future. He called for the people of the two countries to join hands in strengthening their traditional friendship and all-round cooperation.     Jia arrived in Bucharest Sunday for a four-day official goodwill visit to Romania.
