In a heartbreaking Facebook post, a Maryland animal shelter announced they found a puppy with its ears cut off tied to a tree in Baltimore. BARCS say they got a call saying someone had found two dogs tied to a tree and several other puppies in an empty lot. When the officer arrived, they found one of the puppies was bleeding from the head and the other puppies were for sale. The puppies were immediately taken to BARCS where they were seen by a vet. They named the injured dog Claude and determined that his ears were removed using poor instruments, like household objects, leaving him with tissue damage, pain, and infection. Claude is only 10 weeks old and BARCS says he is trying to do normal puppy things, but cannot because of the pain. He received emergency surgery but the veterinarians had to remove untreated infected tissue, so he lost even more of his ear structure. BARCS is now asking for money so they can continue to help Claude so he can find a loving home and recover. In a new effort to tackle the deadly opioid addiction crisis in the US, pharmacy giant CVS announced on Friday it will limit opioid prescriptions to seven days for certain conditions. This restriction will apply to patients who are new to pain therapy.The new pharmacy program will also limit the daily dosage of pain pills based on their strength and will require use of immediate-release formulations before extended release opioids -- intended for severe, long-term pain treatment -- are dispensed.The changes will roll out on February 1, 2018 and cover all commercial, health plan, employer and Medicaid clients.CVS, which manages medications for nearly 90 million plan members, is one of the largest pharmaceutical chains in the US, with approximately 9,600 CVS Pharmacy stores and more than 1,100 walk-in medical clinics."With a presence in nearly 10,000 communities across the country, we see firsthand the impact of the alarming and rapidly growing epidemic of opioid addiction and misuse," said Larry J. Merlo, president and CEO of CVS Health.From 1999 to 2014, sales of prescription opioids in the US almost quadrupled, according to the US Centers for Disease Control and Prevention, yet there has been no change in pain reported by Americans.CVS said its pharmacists will also counsel patients with opioid prescriptions about the risk of dependence and addiction based on CDC guidelines. These educational sessions will also emphasize the importance of keeping medications secure in the home and proper disposal of unused medication.To help patients wanting to follow these guidelines, the company will almost double the number of drug disposal units in its Medication Disposal for Safer Communities Program from 800 to 1,550 kiosks. This expansion will begin this fall with locations in Florida, Massachusetts, North Carolina, Pennsylvania, South Carolina and the District of Columbia.The company is also committing million to Community Health Centers that provide medication-assisted treatment and other addiction recovery services.The President's opioid commission says that about 142 Americans die every day from a drug overdose, equal to the death toll from the September 11 attacks every three weeks. Most of those overdoses are from opioids.Though there were over 30,000 fatal overdoses from opioid drugs in 2015, public health experts believe that for every fatal overdose, there are 30 non-fatal overdoses. That would mean over 900,000 overdoses in 2015 alone.According to the CDC, drug overdoses are the leading cause of unintentional death in the US.  2589

In another blow to its recovery efforts, an island-wide power outage left most of Puerto Rico in the dark, with only a fraction of residents regaining electricity by Wednesday night.The latest blackout prompted Gov. Ricardo Rossello to call on the Puerto Rico Electric Power Authority (PREPA) to cancel its contract with the subcontractor that caused the massive outage."I have suggested to the PREPA Board of Directors that they cancel the contract with the Cobra subcontractor who is directly responsible for this power outage," he said in a statement Wednesday.An excavator operated by D. Grimm, a subcontractor for Cobra Acquisitions, apparently caused the blackout, according to the authority. Workers had been removing a fallen tower when the machine got too close to an energized line and an electrical ground fault caused the outage, according to Mammoth Energy, Cobra's parent company.The same company was responsible for an outage that affected 870,000 customers after a tree fell on a power line last week, PREPA said."This is the second power failure that has affected the people of Puerto Rico in less than a week," Rossello said. "This incident denotes the need to transform PREPA into a cutting-edge, modern and robust corporation. This is another example of why Puerto Rico's energy infrastructure needs to incorporate new forms of power."As of 8 p.m. Wednesday, only 334,000 customers in the US commonwealth had electricity again, according to a tweet from PREPA. Hurricane Lane weakened as it marched toward Hawaii, but it's list of life-threatening calamities is still going strong.The hurricane was downgraded to a Category 3 storm Thursday, even as it unleashed torrential rainfall, flooding and landslides over parts of Hawaii's Big Island, along with dangerous surf and high winds. The conditions continued early Friday.Lane is forecast to bring even more damage as its center gets closer Friday and Saturday. While it's unclear whether the islands will get a direct hit, the hurricane will bring "significant and life-threatening flash flooding and landslides," the National Weather Service said.The center of the hurricane "will move over, or dangerously close" to parts of Hawaii islands Friday, the Central Pacific Hurricane Center said. Hurricane Delta has made landfall near Creole, Louisiana, as a Category 2 hurricane, but as it's moved inland, it has weakened to a Category 1 storm.WATCH LIVE: According to the National Hurricane Center, the storm made landfall at 6 p.m. CT with maximum sustained winds of 100 mph.A Florida Coastal Monitoring Tower near Lake Arthur, Louisiana, sustained wind of 77 mph and a gust to 96 mph, the NHC said. A NOAA National Weather Service water level gauge at Freshwater Canal Locks, Louisiana, recently reported a storm surge of over 8 feet above ground level. Louisiana has taken the brunt of the impact of the 2020 hurricane season. Hurricanes Marco and Laura have already made landfall in the state, causing inland flooding and significant damage along the coast.
