VIENNA, Sept. 16 (Xinhua) -- China supported the proposal of establishing a Middle East nuclear-weapon-free zone, a senior Chinese diplomat said here Thursday.China had always stood by strengthening the international non- proliferation regime, and committed to advancing the universality, effectiveness and authority of the Treaty on Non-Proliferation of Nuclear Weapons (NPT), said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and Other International Organizations in Vienna. To this end, China supported building a Middle East nuclear- weapon-free zone, maintained Israel should join the NPT as a non- nuclear-weapon state at an early date, and put all its nuclear facilities under comprehensive safeguards of the International Atomic Energy Agency (IAEA), said Hu, who was addressing the IAEA board meeting, which started Monday."Meanwhile, all countries in the region should conscientiously fulfill NPT obligations, as well as sign and ratify the IAEA safeguards agreements and its Additional Protocols," Hu added. He went on to say China welcomed the proposal endorsed in the final document of the NPT Review Conference this May, which calls for convening an international conference in 2012 on the establishment of a zone free of nuclear weapons and all other weapons of mass destruction in Middle East.Hu also stressed the willingness of the Chinese to work with the international community for a non-nuclear-weapon area in the Middle East, and achieving peace and stability in the region.

BEIJING, Oct. 23 (Xinhua) -- China expects Japan to make joint efforts so as to maintain and advance the two nations' ties, said Foreign Ministry spokesman Ma Zhaoxu on Saturday.Ma made these remarks when asked to comment on a statement made by Japan's Foreign Minister Seiji Maehara who reportedly said on Friday that as the world's second and third largest economies, Japan and China should work together to continue pushing forward the two countries' strategic links."We have taken note of the statement. We expect Japan to work with us in joint efforts to maintain and advance the strategic bilateral relationship of mutual benefit," Ma said.Maehara said on Monday China's countermeasures in September following Japan's detention of a Chinese trawler captain near the Diaoyu Islands in the East China Sea were "hysterical."Ma responded on Tuesday that China was shocked by the comments and urged Japan to take concrete actions to repair ties.

BEIJING, Oct. 23 (Xinhua) -- One of China's top banking regulators has called upon the nation's commercial lenders to improve their balance sheets and reduce excessive reliance on lending for profits.Wang Zhaoxing, deputy chairman of the China Banking Regulatory Commission(CBRC), said banks should not seek excessive profits from a rapid increase in loans and a widening gap between lending and deposit rates, which is unsustainable.Chinese banks went on a lending spree in 2009 in response to the urging of the government as part of the 4-trillion-yuan (601 billion U.S. dollars) stimulus package to ward off the effects of the global financial crisis. Also, nearly 9.6 trillion yuan in new loans last year fuelled fears of banks distributing bad loans. Many banks continue to depend upon issuing credit to government-backed projects to secure profits, Wang said at an industry meeting Thursday. However, those projects often lack adequate risk management.Further, Wang urged lenders to improve balance sheets and the quality of assets, as well as the ability to manage risk aversion.Chinese banking and financial institutions reported net profits of 668.4 billion yuan last year, of which a lion's share came from the gap between deposit and lending rates, investment proceeds and fees, according to the report on China's banking industry issued by the CBRC in July. The report noted that the average capital adequacy ratio stood at 11.4 percent at the end of last year, above the international safety line, while the non-performing loan (NPL) ratio fell to 1.58 percent, down 0.84 percentage points from the level at the beginning of 2009.Despite the improved data, CBRC chairman Liu Mingkang has repeated warnings that an NPL rebound could bring with it risks from lending to local government financing platforms and the property sector which has accumulated asset bubbles. At the meeting, Wang said the CBRC would enhance oversight to assure unscrupulous and unhealthy financial institutions are phased out of the market. Also, China will gradually move towards a market-driven interest rate mechanism, which would ultimately squeeze bank profits.

BEIJING, Oct. 14 (Xinhua) -- Chinese Vice Premier Wang Qishan on Thursday called for efforts from both sides to safeguard the relations between China and the United States."The two nations should further enhance understanding and mutual trust to avoid politicizing economic and trade issues," Wang said when meeting Madeleine Albright, former U.S. secretary of state.During their meeting at Zhongnanhai in downtown Beijing, Wang said Sino-U.S. relations were "moving forward through difficulties."Economic and trade cooperation between the two sides were expanding and the interaction between Chinese and U.S. enterprises and markets intensifying, Wang said."China will not change its policy of opening-up and the investment environment will also be improved," he said, asking foreign entrepreneurs to be confident and patient.Albright said a sound U.S.-China relationship was critical to the world economy.

BEIJING, Oct. 21 (Xinhua) -- China Thursday expressed its hope that East Asian cooperation would deepen through the upcoming series of leaders' meetings in Hanoi, Vietnam."China attaches importance to and actively takes part in East Asian cooperation. In the series of meetings, China will review with other countries the cooperation that has been carried out and discuss how to further promote the integration process of East Asian cooperation," said Assistant Foreign Minister Hu Zhengyue.Hu made the remarks at a press conference Thursday afternoon in which officials from the ministries of Commerce, Education and Finance briefed the press on Premier Wen Jiabao's scheduled attendance at the meetings. The meetings, lasting from Oct. 28 to 30, will include: the 13th summit between China and the Association of Southeast Asian Nations (ASEAN) (10+1); the 13th summit between ASEAN, China, Japan and the Republic of Korea (ROK) (10+3); and the fifth East Asia Summit.Wen will also attend a meeting with the leaders of Japan and the ROK.Hu said China hopes the meetings would promote good-neighborliness and boost cooperation between China and the other Asian countries."During his visit, Premier Wen, together with participating leaders of other countries, will review the achievements of China-ASEAN cooperation, 10+3 cooperation, and East Asian cooperation, as well as cooperation concerning East Asia Summit. He will also elaborate on how to strengthen cooperation. We believe his tour will further consolidate China's good-neighborly relationships and expand reciprocal cooperation," he said."East Asian countries should enhance mutual understanding through dialogue and communication. They should also create the conditions for the sound and stable development of regional cooperation and bilateral relations," Hu said.He also reaffirmed China's support for ASEAN's leading role in East Asian cooperation, saying he hopes the existing cooperation mechanisms serve the overriding goal of regional peace and prosperity. On the economic and trade cooperation front, Director of the Asian Affairs Department of the Ministry of Commerce (MOC) Lu Kejian said China hopes to work with ASEAN to steadily promote the development of the China-ASEAN Free Trade Area (CAFTA) while expanding two-way investment."We will strengthen communication with ASEAN to ensure the stable development of bilateral trade, especially in the services trade. We will also continue to increase imports from ASEAN countries and boost investment. China welcomes ASEAN companies investing in China and will support Chinese companies to invest in ASEAN countries," he said.
