SAN DIEGO (KGTV) - Supporters of Poway Unified School District kicked off a campaign Tuesday night in support of Measure P on the March ballot, which would provide 8 million meant to be spent on facilities across the distict's 39 schools. This is the first time PUSD has asked voters to approve a bond since the infamous "billion dollar bond", which many critics call a debacle which taxpayers will be on the hook for for decades.“We have leaky roofs," Superintendent Marian Kim Phelps told 10News during an interview Tuesday. "We have rusty pipes. We have tile that’s falling apart. We have high schools that have sewage spilling up into the room.” Phelps says a recent study commissioned by the district reported that 63% of the school campuses will be rated in "poor condition" by 2023. She also says a bond is the best option because the state of California does not provide money for facilities.RELATED: Poway Unified brings students together in pilot program with new approach to special education“What most people don’t understand and realize is we don’t receive any funding from the state. And so we also are one of the lowest funded school districts in the county, so we do a lot with a lot less.” Phelps says she understands why taxpayers may be hesitant to fund another bond measure. The last time the district approached voters, the bond was passed by 2011. It was later revealed that because of the way the bond was financed, the 5 million loan would accrue 7 million in interest, meaning taxpayers are on the hook for nearly billion. The bill for that will begin to be paid in 2023 and continue for 40 years.Phelps points out that the entire leadership that approved "the billion dollar bond" has been replaced and that the new team has worked hard to repair Poway Unified's finances in recent years. That's because the extra 0 in weekly unemployment payments from the Federal Government are expiring this month. The loss will reduce the maximum weekly unemployment paymeny to the 0 that comes from the state. City Heights resident Abby Heilbron is about to see her weekly checks go from ,050 to 0. Heilbron, whose husband is still working full time, said a dozen of her friends moved out of San Diego during the pandemic, unable to afford the region's high cost of living."And it is going to be a really scary time for a lot of people here, very quickly," Heilbron said. The extra 0 was part of the Federal stimulus package passed by Congress and the president in late March. The state Employment Development Department says the payments will end July 25. Whether to extend the benefits is now a political issue on Capitol Hill. The loss of the income comes when San Diego County restaurants are not allowed to serve indoors, meaning one of the area's biggest sectors is not hiring. "I've heard the argument that this gives people the incentive not to work, but the problem is that there are fewer alternatives for those people to go work at," said Alan Gin, an economist at the University of San Diego. SAN DIEGO (KGTV) - The coronavirus pandemic is preventing many seniors in skilled nursing facilities from seeing their families. UC San Diego students are working to help combat their loneliness with their Sunshine 4 Seniors project. Students would spend their weekends visiting seniors as part of a volunteer project before classes were canceled at UC San Diego. The pandemic halted their visits. "We came up with this project, which was creating cards for seniors at St. Paul Senior Services," says student Olivia Michael. The goal of the project is for students to "step in and fill the loneliness and isolation that the senior citizen communities are feeling, especially during this pandemic," says Morgan Montoya. The students say loneliness in seniors can have damaging effects on the brain. "Olivia and I are near-cognitive science majors," says Montoya. "Our majors really helped us to understand the problems that loneliness poses. With senior citizens having an abundance of isolation and loneliness, it can actually deregulate the brain and cause a progression of Alzheimer's or depression."The Sunshine 4 Seniors project launched nearly a month ago. So far, more than 200 cards have been sent to seniors in skilled nursing facilities. The students say there are thousands of seniors who are not allowed to see their loved ones during this time. They hope to spread some sunshine to as many seniors as they can. "The goal is just to get as many people writing cards as possible," says Michael. SAN DIEGO (KGTV) – The City Council is expected to decide on a proposal that would turn two purchased hotels into housing for San Diego’s homeless, and on Monday, Mayor Kevin Faulconer made a push in favor of the plan.Part of California’s Project Homekey includes an initiative to provide more homeless Californians with permanent housing amid the COVID-19 crisis. The project’s budget is 0 million, with million for San Diego County.At a Monday press conference, Faulconer said, “Our goal was to reimagine our homeless system to get folks into housing more quickly with an emphasis on 'quickly.’ Tomorrow, the City Council will have the opportunity to put these dollars to good use for hotels to be transformed into 332 new housing units.”The city is working with San Diego's Housing Commission (SDHC) to turn two Residence Inns -- one in Mission Valley's Hotel Circle and the other in Kearny Mesa -- into apartment-style homes for the homeless.The hotels-turned-apartments would ideally create 300 units for over 400 homeless individuals, many of whom are currently staying inside the San Diego Convention Center's temporary housing facility.But some San Diegans like Josh, who resides next door to the Residence Inn in Mission Valley, are in favor of finding solutions for the homeless crisis but against the locations the SDHC has chosen."If you see the homeless shelters in downtown, those don't look like the best places on outside. A lot of loitering, crowds, so we're not informed on what this will look like," said Josh.He said if the purchase gets approved, he wants there to be strict guidelines for tenants."People who are elderly, have kids, or demonstrated work history. A qualified facility where you have to meet standards to come in,” Josh told ABC 10News.The City Council is slated to discuss the proposal and release a decision on Tuesday.Meanwhile, city leaders and the SDHC said security will be ramped up around the new apartments, with two live-in managers on site and residents will be the only ones allowed inside.If the project is approved, the transformation could happen as early as December 2020. 2140
