SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials. Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said. The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. In June a Border Patrol agent in Calexico was hit in the head by a rock about the size of a softball.RELATED: Artists install seesaws at border so kids in the US and Mexico could play together"With a wall like this it will create more of a deterrent. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three. As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. Both projects are expected to be completed by 2020. 1929

SAN DIEGO (KGTV) - The Barrio Logan College Institute is moving into a newer, bigger location, thanks to the generosity of an area businessman.Nicholas Aguilera, who's father started Diego and Son Printing in 1972, is letting the BLCI lease the company's old building for 20 years, with an option to buy."I think it's awesome, it's fantastic," Aguilera says. "I think my dad would be very, very happy and proud."Aguilera says his father always wanted the business to be part of the community. Turning it's original location into an educational site fits with Diego's vision and passion for improving the Barrio."I see a future for our students," says BLCI Interim CEO Barbara Ybarra. The Institute works with kids from the 3rd grade through high school. It helps mentor them as they try to become the first person in their family to go to college. Ybarra says 100% of the students that complete the program go to college. The new building will allow the BLCI to serve even more students."These upgrades are going to help them compete technologically with the other students they're competing against to get into college," says Ybarra. She also says there's symmetry in taking over the old printing building."Diego used to print notebooks and pads of paper for the students to use and take to school," she says. "I see it coming full circle. It's a great legacy for their family."The BLCI is trying to raise .5 million to buy the building. So far they've been able to secure .1 million in donations. SAN DIEGO (KGTV) - The family of Kiera Bergman says a recent development in her murder case has left them frustrated and fearful. The 19-year-old woman was missing for weeks before her body was discovered in the desert outside of Phoenix last year. Bergman's boyfriend, Jon Clark, was charged in the murder; but this month, a judge lowered his bond from million to 0,000. RELATED: Friends and family celebrate the life of Kiera Bergman"I fear for my family, I fear for her roommate and any other girls out there that he could have the opportunity to start manipulating," said Kiersten Bragg, Bergman's mother. According to CBS 5 Phoenix, Clark's lawyers argued there's new evidence that might clear him in his trial. They also say that in original court paperwork, police detectives made comments that didn't add up. If Clark does bail out, he'll have to wear an ankle monitor. RELATED: Court documents: Kiera Bergman may have been pregnant at time of her death"I just yeah, I broke down and lost it, called my husband and let him know," said Bragg. She's frustrated Clark could potential go home and be somewhat comfortable, while her daughter will never get that chance again. Previous court documents reveal suspicious text messages and Wi-fi records as some of the evidence police used to arrest Clark. Documents also showed a history of domestic disputes.RELATED: Kiera Bergman case: Charges filed against ex-boyfriend in death of El Cajon womanClark's trial is scheduled for early next year but has already been postponed several times.10News reached out to Clark's attorneys but did not hear back. 1618

SAN DIEGO (KGTV) -- Support for the Black Lives Matter movement is now visible on a downtown San Diego street.Over the weekend, various Black Lives Matter banners were put up on Broadway, between Third Avenue and Kettner Boulevard. The banners showcase the work of San Diego-based artist Anthony Tyson, and they display the message that Black lives of every age, gender, preference, past, and future matter.“You know, not that many people of my color, of my ethnicity is around this area. So, my people can come down and see it, and then also you have people that are used to this area seeing something different. And it gets them to ask the question of ‘what is this?’ and that's all you really need at the end of the day,” Tyson told ABC 10News.Tyson collaborated with the nonprofit Downtown San Diego Partnership for the project.“The Downtown Partnership believes strongly in its duty to ensure organizational efforts are promoting equality and addressing systemic injustice and racial discrimination wherever they exist. In addition to commitments made within the organization, the Downtown Partnership is working to foster a greater sense of cultural vibrancy through placemaking and special projects. Particularly when those efforts can highlight historically disadvantaged cultural institutions and artists,” the organization said in a news release. 1363
