The Pennsylvania Supreme Court released new congressional district lines Monday, replacing the old Republican-drawn maps in time for the state's May primary.House Republican and Democratic operatives said Monday afternoon they are still analyzing the partisan makeup of the new districts.But in a swing state where Republicans hold 13 House seats to Democrats' five, the balance appears all but certain to tip in Democrats' direction.The biggest changes come in the Philadelphia suburbs, where three Republican-held seats -- Reps. Ryan Costello, Brian Fitzpatrick and the retiring Pat Meehan -- were already Democratic targets.The new maps appear more compact and suburban than the existing district boundaries and an alternative that state legislative Republicans had submitted -- and one of those districts is now made up of just Montgomery County, a Democratic stronghold that the GOP had proposed dividing heavily.Republicans in the Pennsylvania legislature have said they intend to challenge the new maps in federal court. The price of wine is going up.Global wine production slumped to its lowest level in 60 years in 2017, according to data from the International Organisation of Vine and Wine.The most recent harvest produced 25 billion liters of wine, a decrease from 26.7 billion in 2016 and 27.6 billion in 2015. The decline was driven by weak harvests in key markets including Europe and South Africa.The shortage has caused the wholesale price of basic wine in Italy to skyrocket 74% over the previous year, according to the European Commission. Prices are up 45% in Spain and over 10% in France.Analysts said that producers, dealers and retailers will absorb some of the price hikes, but consumers will end up paying more -- especially for cheaper bottles."The wine companies that are targeting very low prices ... will be hit the worst, because their margins are very low," said Stephen Rannekleiv, a global beverages strategist at Rabobank. "When prices go up, it puts a lot of strain on them."Reduced supply will also hurt quality."There will be, in some cases, lower quality wines getting blended into slightly higher value products, so everyone kind of goes down a tier in quality," said Rannekleiv.Producers were hardest hit in Europe, where heavy hailstorms and harsh frosts damaged vineyards in early 2017 before a summer drought took its toll. The continent accounts for 65% of global wine production, and 57% of consumption.European production dropped 15% in 2017. Production fell 21% in Italy, 18% in France and 15% in Spain, according to the Commission.Other regions had problems, too.Wildfires destroyed or tainted some of the harvest in California, and drought harmed vineyards in South Africa. Warm weather can cause grapes to ripen early and be smaller in size.Rannekleiv said the result was a global harvest that was even worse than analysts had feared. The pain could spread to other industries.Rannekleiv said the slump in production means there will be less wine to divert for use in other products. The parents of Otto Warmbier are suing North Korea in a 22-page complaint filed Thursday in federal court in Washington.Warmbier was a college student from Wyoming, Ohio, who was jailed in North Korea and died shortly after he was returned to the United States in a coma.In the document, Fred and Cindy Warmbier accuse Kim Jong Un's "criminal" regime of brutally torturing and murdering the 22-year-old during his 17-month-long captivity from Jan. 2, 2016, through June 13, 2017.“Otto was taken hostage, kept as a prisoner for political purposes, used as a pawn and singled out for exceptionally harsh and brutal treatment by Kim Jong Un. Kim and his regime have portrayed themselves as innocent, while they intentionally destroyed our son’s life. The Justice Department is investigating Interior Secretary Ryan Zinke for possibly using his office for personal gain, following a referral from Interior's inspector general, two sources familiar with the investigation say.The full extent of the inquiry is unclear.Zinke has faced multiple ethics questions during his time at Interior, and the inspector general's office has multiple public inquiries into the secretary including the department's handling of a Connecticut casino project, whether the boundaries for Grand Staircase Escalante National Monument were redrawn to benefit a state lawmaker and conversations between Zinke and Halliburton Chairman David Lesar about a Montana land development project.Zinke said he has not been contacted by the Justice Department."They haven't talked to me. It will be the same thing as all the other investigations. I follow all rules, procedures, regulations and most importantly the law. This is another politically driven investigation that has no merit," Zinke told CNN.The Justice Department declined to comment.
