SAN DIEGO (KGTV) — A man under arrest was hospitalized Sunday night after San Diego Police said he slipped out of his handcuffs and got a hold of an officer's gun, leading to an officer-involved shooting at the department's downtown headquarters.According to police, a 25-year-old Hispanic man was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel. A hotel security guard reported the man was “acting strange” and threatening others.Officers took the man to SDPD headquarters on 1401 Broadway, but just after 8 p.m. police said the man somehow freed himself from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said it was in the cargo area were the man located an officer’s backpack that contained a backup handgun.Officers went to check on the arrestee after hearing noise and saw that he was still in the vehicle but armed with a gun. Officers drew their weapons but backed up from the car.Police said, “Officers gave the male commands to drop the weapon, but he refused to do so. The male fired at least one round from the handgun.”The officers felt threatened at that point, prompting them to fire at least one round, hitting the man at least once in the torso.According to police, “The male reached out the car window, opened the door and exited the patrol vehicle. He was still armed with the handgun and would not comply with officers’ directions. The male tried to open both the rear cargo compartment and the driver’s door of the patrol vehicle, despite officers’ orders to stop. Because he still posed a threat, a Police Service Dog was deployed on the male. The canine bit the male and officers were able to approach and subdue him. The male was still armed with the handgun at the time of his arrest.”After officers provided aid to the man at the scene, he was taken to the hospital with non-life threatening injuries, according to police.SDPD’s Homicide Unit is investigating the officer-involved shooting.Police stated the following information in a news release:“The names of the officers involved in this incident are not being released at this time, but they have been with the department for 8 years, 6 years and 10 months, respectively.The investigation and review process for an officer-involved shooting is extremely thorough. When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.”The San Diego NAACP released the following statement regarding the shooting: 3085

SAN DIEGO (KGTV) - A local contractor is facing criminal charges for allegedly taking customers money and doing little to no work.On Monday Stephen Hage Jr. plead not guilty to charges ranging from grand theft to improper home improvement contract procedures.According to the prosecutor Hage allegedly took down payments on home improvement contracts, and after getting the money disappeared after performing little to no work.In November, a Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News in November.The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.After the hearing Team 10 investigator Adam Racusin asked Hage if he had a comment about the allegations. Hage’s attorney said they had no comment. Hage is scheduled to be back in court in May. 1144

SAN DIEGO (KGTV) - A San Diego company is looking to capitalize on a new law that legalizes the growing of hemp in the United States. Medical Marijuana Inc., based in Sorrento Valley, already has a line of CBD products but has to import the raw hemp from outside the United States. That will soon change. On Tuesday, President Donald Trump signed the 2018 Farm Bill. Inside the bi-partisan, 7 billion bill was a revision to the federal laws on hemp, which had largely outlawed commercial production since the 1930s. The bill also removed hemp from being classified as a schedule 1 drug, the DEA category for substances with “no currently accepted medical use and a high potential for abuse.” “We really think this is going to be a tremendous growth market over the next three to five years,” said Stuart Titus, president and CEO of Medical Marijuana Inc. Founded in 2009, the company has several lines of CBD-based products for both humans and animals. With the new laws, he says they hope to start using hemp grown in the United States for the products they sell here. 1081

  

SAN DIEGO (KGTV) - A San Diego Immigration and Customs Enforcement Agent accused of pointing a gun at a man in East County was charged Tuesday.Investigators said Agent Ed Zuchelli waved the gun at a young man who was riding a dirt bike in Lake Murray on February 16.Zuchelli is also accused of driving drunk. San Diego Police confirm he was in a government-issued vehicle at the time of the arrest. He was booked and released.EXCLUSIVE: Man says ICE agent pointed gun at himZuchelli was arraigned Tuesday on three misdemeanor charges. He faces a maximum of a year and a half in jail if convicted.   616

  

SAN DIEGO (KGTV) — A man caught on video peering into a Pacific Beach home has neighbors on edge.The woman, who did not want to be identified, said she was woken up by the sound of police officers knocking on her door in the area of Mission Blvd. and Emerald St. early Tuesday.Officers told her that her neighbor was alerted to an individual in the alley between their residences by his security camera. Police said a male was captured peering into her window and touching himself, the woman said.MAP: Track crime happening in San Diego CountyRequests to San Diego Police from 10News regarding this incident, details about the suspect, and any related reports were not returned Wednesday.Police reportedly told the woman they have received similar reports in the PB area.Earlier this month, James Hubbard was arrested for at least six instances of peeping and one count of petty theft in the Pacific Beach area between Sept. 11 and Oct. 12."Peeping Tom" events have also been reported in the Hillcrest area multiple times this year. 1055
