CAIRO, Nov. 6 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Friday, starting a two-day official visit to Egypt preceding a top-level review of action to build China-Africa cooperation.     Egyptian Prime Minister Ahmed Nazef received Wen at the airport.     During his visit, Wen is scheduled to meet with Egyptian President Hosni Mubarak and hold talks with Nazef. He will also meet with Arab League chief Amr Mussa, and deliver a speech at the Arab League headquarters in Cairo.     This is Wen's second official visit to Egypt. The first was in 2006, which marked the 50th anniversary of establishing diplomaticties between China and Egypt. BEIJING, Nov. 25 (Xinhua) -- China's Ministry of Commerce (MOC) Wednesday voiced strong opposition against the United States' imposition of anti-subsidy tariffs on Chinese oil well pipes, saying the move was "discriminatory."     The United States made a decision Tuesday to impose duties ranging from 10.36 percent to 15.78 percent on Chinese oil well pipes for alleged unfair subsidies.     "China is strongly opposed to the U.S. move of continuing with its discriminatory measures and arbitrarily raising the anti-subsidy duty rates," said Yao Jian, spokesman of the MOC.     Yao reiterated that the United States should live up to its promise made at the G20 Summit and the consensus reached earlier by leaders of the two countries to fight trade protectionism.     Earlier this month, the U.S. Commerce Department also slapped preliminary anti-dumping tariffs on the pipe up to 99 percent based on the allegation that "Chinese producers/exporters have sold OCTG (oil country tubular goods) in the United States at prices ranging from zero to 99.14 percent less than normal value."     Customs data showed that pipes involved were worth 3.2 billion U.S. dollars in 2008, taking up 46 percent of the total amount of Chinese steel products exported to the United States (6.9 billion dollars).     More than 90 companies were affected, including major steel companies like Baosteel, Tianjin Pipe and Ansteel.

BEIJING, Nov. 17 (Xinhua) -- China and the United States highly value the fruitful scientific and technological results achieved in the past three decades, and agreed to start dialogue on aviation and railway cooperation, said a joint statement issued after talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama here on Tuesday.     "The two sides applauded the rich achievements in scientific and technological cooperation and exchanges between the two countries over the past 30 years since the signing of the China-U.S. Agreement on Cooperation in Science and Technology," said the statement.     Both sides agreed to further upgrade the level of exchanges and cooperation in scientific and technological innovation through the China-U.S. Joint Commission on Science and Technology Cooperation.     The two countries "look forward to expanding discussions on space science cooperation and starting a dialogue on human space flight and space exploration, based on the principles of transparency, reciprocity and mutual benefit," said the statement.     The two sides will exchange visits of the NASA Administrator and the appropriate Chinese counterpart in 2010, it said.     The two sides also agreed to strengthen cooperation on civil aviation, and to expand the Memorandum of Agreement for Technical Cooperation in the field of Civil Aviation between the Civil Aviation Administration of China (CAAC) and the Federal Aviation Administration of the United States.     Besides the aviation field, Chinese and U.S. officials also hope the Chinese and U.S. public and private bodies to jointly build high speed railways, said the statement.

BEIJING, Dec. 26 (Xinhua) -- China will make unswerving efforts and work jointly with the international community for the completion of the Bali Roadmap negotiations at the Mexico climate talks next year, a senior official said Saturday.     Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), told Xinhua that China, as it has always done, would continue to play an active and constructive role on that front.     Also head of the Chinese delegation to the Copenhagen climate conference, Xie said developed countries bound by the Kyoto Protocol should confirm their second-phase emission reduction targets as soon as possible.     He said almost no progress was made on some key issues during the international climate change meeting in Copenhagen because developed countries were seeking to shift off obligations demanded by international climate agreements.     "Developing countries have raised requests concerning slowing and adapting to climate change, as well as funding and technology assistance, but developed countries have given no clear response, resulting in almost stagnation on key issues in these talks," he said.     It is also necessary to define the comparability of efforts in emission reduction between non-contracting developed countries and those who have endorsed the Protocol, said Xie.     He said parties bound by the Protocol should fulfill their commitment to short-term financing and stick to their promises on long-term funding.     Xie also urged developed nations to speed up technology transfer to developing countries.     Prior to the climate meeting, the Chinese government announced to cut emissions intensity by 40 to 45 percent by 2020 from the 2005 level.     During the talks in Copenhagen, China played an active role in seeking a viable solution to tackle global warming when diversity existed among countries, and it made great efforts to seek common ground while putting aside differences for further discussions, Xie said.
