SAN DIEGO (KGTV) -- A famous San Diego bike trail is open just in time for July 4. Wednesday, SANDAG opened a one-mile stretch of the newly-relocated and upgraded Rose Canyon Bike Path. The path is a segment of the Coastal Rail Trail that stretches along Interstate 5 from north Santa Fe Street to just north of State Route 52. SANDAG says the path will eventually connect to the future 44-mile Coastal Rail Trail, which will extend from Oceanside to Downtown San Diego. According to the agency, the Rose Canyon Bike Path is part of a Complete Corridor, running along the future Mid-Coast Trolley light rail line. 622

SAN DIEGO (KGTV) -- A Barrio Logan business is on a mission to help students become the first in their family to go to college. Called the Barrio Logan College Institute, the business helps kids learn how to get into college. The program began in 1996 and helps students from third grade all the way through college. So far, 204 students have participated in the program. The programs offered are free, but parents are required to donate their time. The business began out of the need to help students in underserved communities. According to the institute, only three percent of adults age 25 and older in Barrio Logan have a bachelor’s degree. The institute also says only 38 percent of those 25 and older in the community have a high school diploma. Through the institute, many students have been able to go on to attend college. 88 percent of students who have gone through the Barrio Logan College Institute’s College Success Program remain in college working toward a degree. For now, the institute is focused on moving to a new location within the Barrio Logan Community, so far raising .1 million of the needed .5 million to buy the building. Click here to learn more about the school or to donate. Tomorrow morning on 10News at 6, Jared Aarons takes a look at the impact of the program and the need for a move to a new location. 1350

SAN DIEGO (CNS) - Unemployment in San Diego County has dropped to 14.3%, but is likely to start increasing again due to modified public health orders, a report released Wednesday by the San Diego Association of Governments found. While unemployment has slowly but steadily declined from the high of 25% the week of May 9, county health orders on Tuesday closing bars, indoor dining at restaurants and indoor business at zoos, museums, movie theaters and other businesses will likely take a toll on the region."The recent rollbacks in opening could significantly impact the food and beverage industry," SANDAG Chief Economist Ray Major said. "Additionally, we could see another wave of layoffs as funding from Paycheck Protection Program loans is exhausted."Those industries told to shut down or modify business on Tuesday represent more than 160,000 jobs, or 11% of the region's pre-COVID-19 workforce. The unemployment rate before the pandemic was 3.1% and it could take many months for the economy to recover to that degree, the report said. The report also shows the geographical distribution of lost jobs and calculates unemployment rates for the five most impacted ZIP codes regionwide, including Encanto, College Area, City Heights, San Ysidro, and Logan Heights. Only Logan Heights is estimated to still have an unemployment rate above 20%. The five ZIP codes least affected, with unemployment rates just over 10%, are Carmel Valley, Del Mar, Rancho Santa Fe, Chula Vista NE, and Rancho Bernardo W."This data can help inform local leaders as they continue to plan our region's recovery," SANDAG Executive Director Hasan Ikhrata said. "As the forum that brings together elected officials and leaders from throughout the San Diego region, SANDAG is in a unique position to analyze this data and to develop reports and economic forecasts." 1848

SAN DIEGO (CNS) - UC San Diego is the seventh-best university and the best public school in the country, according to just-released rankings from Washington Monthly.UCSD fell slightly in the nonprofit magazine's rankings compared to 2017, when the school ranked sixth overall but second to Texas A&M among public universities. Harvard took over the top spot on the list from Stanford, first on last year's list, with MIT, Princeton and Yale rounding out the top five.Washington Monthly ranks schools based on a number of factors, the theme being how positively each school impacts its community and the country at large. Magazine contributer Kevin Carey called UCSD "a research powerhouse" at the time of 2017's rankings and noted that roughly one-third of the school's population is made up of first-generation and low-income families."We are proud to be recognized as the leading public university in the nation for expanding educational opportunity for diverse students, conducting bold investigations that benefit all and infusing a service-oriented outlook into all of our research and teaching," said UC San Diego Chancellor Pradeep K. Khosla.UCSD has received multiple high rankings on recent lists of the country and world's best universities. Money magazine deemed UCSD second in the U.S. while the Academic Ranking of World Universities ranked the school 15th.UCLA is ninth on Washington Monthly's list, while San Diego State and University of San Diego are 120th and 126th, respectively. 1510

SAN DIEGO (KGTV) — A five-week-old sea otter found stranded by strong currents in Alaska is now being cared for by SeaWorld San Diego.SeaWorld announced the sea otter pup, Cinder, was found orphaned near Homer, Alaska, on Aug. 18 before being brought to their care last Saturday. Cinder was underweight and dehydrated when she was taken to the Alaska SeaLife Center in Seaward, Alaska. But the young otter pup learned quickly to feed from a bottle and stabilized before making the trip to San Diego.Since the U.S. Fish and Wildlife Service has deemed her non-releasable, SeaWorld's Animal Rescue Team and veterinarians have provided constant care in the park's sea otter nursery.SeaWorld says Cinder's condition is good and she's adjusting well to her new home. Staff are also acting as a sort of surrogate mother, helping Cinder learn to swim and groom herself. For the time being, the sea otter will remain in the park's nursery. But soon, she'll be introduced to the park's four other female sea otters — which are also rescued orphaned pups. The park hopes to be able to introduce Cinder to park visitors in the near future. 1133
