- The second step is to construct the BDS-2. The project was started in 2004, and by the end of 2012 a total of 14 satellites - 5 GEO satellites, 5 Inclined Geosynchronous Satellite Orbit (IGSO) satellites and 4 Medium Earth Orbit (MEO) satellites - had been launched to finish the space constellation deployment. Based on a technical scheme which was compatible with the BDS-1, the BDS-2 added the passive-positioning scheme, and provided users in the Asia-Pacific region with positioning, velocity measurement, timing, wide-area differential and short message communication services.

China has taken a positive approach to this process. I believe that regional countries have the capability to maintain peace and stability in the region and the wisdom to address the existing issues. Just as provided in the DOC, it should be the sovereign states directly concerned to peacefully resolve their territorial and jurisdictional disputes through friendly consultation and negotiation. We have also put forward the idea of shelving disputes and pursuing joint development. These are the principles that China has all along followed.

These state firms should enhance their competitiveness and efficiency through market-oriented reforms and reduce excess and backward production capacity to advance supply-side structural reform, Li said.
