SACRAMENTO, Calif. (AP) — An attorney and immigrant rights activist is the first person living in the U.S. illegally to be named to a statewide appointment in the nation's most populous state, California's Senate leader announced Wednesday.The Senate Rules Committee appointed Lizbeth Mateo to be an adviser on college access and financial aid. Senate President Pro Tem Kevin de Leon framed the decision as a rebuke of Republican President Donald Trump's immigration policies.As a member of the Student Opportunity and Access Program Project Grant Advisory Committee, Mateo will advise the California Student Aid Commission to help low-income and marginalized people attend college. The position is not paid.The Senate Rules committee, which oversees such appointments, does not have a record of ever before confirming a person living in the country illegally to a statewide position, according to de Leon's office.Matteo, 33, was born in Mexico and moved to California with her parents at age 14. She was the first person in her family to earn a college degree."I hope to be able to draw from my own experiences as an undocumented, first generation college graduate," she said in a statement. "I have no doubt that California can do more for all underrepresented students, especially in regions with low college participation rates, and I appreciate the opportunity to be able to help in any way I can."De Leon announced Mateo's appointment the day after Trump visited California to view prototypes of his proposed border wall and a week after the U.S. Justice Department sued the state over policies that limit cooperation with federal immigration authorities. Democrats who run California government, including de Leon, vehemently oppose the wall and Trump's conservative stance on immigration.Matteo's appointment comes as the U.S. Congress is struggling to reach an agreement about the Deferred Action for Childhood Arrivals program, which grants temporary protected status to people living in the country illegally who came to the U.S. as children. The program's future is uncertain after Trump attempted to cancel it last year and tasked Congress with reauthorizing it.Although she isn't a DACA recipient herself, Mateo has been a vocal advocate of the program.Assemblyman Travis Allen, a Republican from Huntington Beach, criticized the appointment."This is an insult to every California citizen and legal resident," he said in a statement. "The California Democratic Party now prioritizes illegal immigrants over California citizens."But De Leon said Mateo embodies California values."Ms. Mateo is a courageous, determined and intelligent young woman who at great personal risk has dedicated herself to fight for those seeking their rightful place in this country," he said in a statement. 2806

(AP) -- A California prosecutor says someone has filed an unemployment claim in the name of convicted murderer Scott Peterson.Sacramento County District Attorney Anne Marie Schubert said it is one of at least 35,000 unemployment claims made on behalf of prison inmates between March and August.Schubert said the state has paid out at least 0 million in benefits.At least 158 claims have been filed for 133 inmates on death row.Schubert called it perhaps the biggest fraud of taxpayer dollars in California history.Prosecutors say the scam involves people outside of prison filing claims on behalf of the inmates. 642

  

ROSARITO, Baja Calif. (KGTV) - Mexican officials have rearrested two suspects who may be connected to the disappearance of Los Angeles firefighter Frank Aguilar who went missing in Mexico in August.Suspects Santos "N" and Fanny "N" were briefly released from a Baja jail overnight Sunday, according to media partner Televisa which confirmed the update with Mexican authorities.On Monday, ABC10 News interviewed Aguilar’s daughters, 17-year-old Bella and 23-year-old Amaris. “We were extremely devastated last night. It was probably the most hopeless we felt during this entire experience,” said Amaris.They told ABC10 News that their own sources have made significant discoveries about the suspects. They said the female suspect may have been dating their father. Officials have only said that it may have been a kidnapping setup and that the suspects were found in possession of Aguilar’s bank cards which had been used across Baja.“We don't know what happened for sure but after he went missing, between the seven weeks, they have been using his credit cards, his phone and there were blood traces [from] my dad in the location of the investigation,” said Bella.ABC10 News reported last Friday that the two suspects were arrested on Thursday but Aguilar still hasn't been found.Televisa has now learned from Mexican officials that on Sunday a judge allowed for their release but the state investigation agency got another arrest warrant at dawn and the two were apprehended.In September, ABC10 News reported that the 48-year-old's family learned that he may have been violently kidnapped from his second home in a guard-gated community in Rosarito.There were reports that his condo may have been ransacked, his vehicles were missing and Ring video showed a troubling scene.The two suspects reportedly have a new hearing scheduled for Monday night.“These people could be let out on bail and we have no other way of finding information until [they remain] incarcerated so this is our most desperate plea in our most desperate time of need,” added Bella.The San Diego FBI Office told ABC10 News on Monday that their agents are still assisting Mexican authorities with the investigation. 2193
