SAN DIEGO (CNS) - Ex-Poway Unified School District Superintendent John Collins pleaded guilty Wednesday to a misdemeanor financial disclosure charge and was immediately sentenced to five years probation in a plea deal in a case in which he was accused of misappropriating more than 5,000 in public funds.The Poway Unified School District and Collins also reached a settlement in a civil lawsuit related to the allegations, which is expected to be finalized Wednesday night. That settlement involves Collins paying the district 5,000 over a period of time, according to Judge Frederic Link."This is basically a win-win for a lot of people," Link said.Collins is required to abide by the terms of the civil settlement and follow the law as part of his probation, or face the risk of once again facing the criminal charges.After several days of testimony at a preliminary hearing -- a proceeding held to determine if there is enough evidence to proceed to trial -- Collins pleaded guilty to a misdemeanor charge relating to his failure to declare outside income to the Poway school board. SAN DIEGO (CNS) - A man who sexually trafficked a 15-year-old girl in the San Diego area was sentenced today to 15 years in federal custody. Joseph Price, 24, of San Diego, convinced the victim to post an online advertisement offering sex and drove her to meet with customers throughout San Diego County, according to court documents.The complaint filed last year states that the girl took part in the commercial sex acts on nearly a dozen occasions last summer and all of the money she earned went to Price. She also told investigators that on one occasion, when she did not want to engage in certain sex acts that the customer -- or ``john'' -- requested, Price struck her in the face.Price was arrested last August by San Diego police in connection with a parole violation stemming from a first-degree burglary conviction. He was later charged with sex trafficking of a minor by federal prosecutors and pleaded guilty last December.As part of his plea, Price also admitted to meeting two other underage girls over social media and encouraging them to take part in sex acts for money. The U.S. Attorney's Office said one of the girls did so and sent the money she made to Price, who encouraged both girls to leave their families in Texas and travel to San Diego to continue working for him.``Sex trafficking of teenagers targets some of the most vulnerable individuals in our community, and leaves in its wake trauma that can affect victims for the rest of their lives,'' said U.S. Attorney Robert Brewer. ``The U.S. Attorney's Office is deeply committed to ensuring that justice is done for the victims of these horrible crimes.'' 1641

SAN DIEGO (CNS) - A regional stay-at-home order in effect in San Diego County and across Southern California due to surging COVID-19 hospitalizations is expected to be formally extended Tuesday, continuing a ban on all gatherings of people from different households and strict capacity limits at many businesses.The order, which covers an 11-county Southern California area, took effect at 11:59 p.m. Dec. 6 and was set to expire Monday. But with the region's intensive-care unit capacity at hospitals still effectively listed at 0%, Gov. Gavin Newsom said the order is all but certain to be extended."It is clear and understandable that it's likely those stay-at-home orders will be extended," Newsom said.A formal announcement had been expected Monday, but Newsom said the state was still compiling hospital and case data, and completing hospital-demand projections for the next four weeks."When we conceived of this framework, we are looking at projections four weeks out," he said. `We are looking at current case rates, positivity rates, looking at the community surveillance that we're doing and anticipating abased upon our modeling where that growth will be over a four-week period.He noted, however, that based upon large number of people who appeared to have ignored warnings against travel over the Christmas holiday -- and those who will likely so do over the upcoming New Year's holiday, the state is bracing for a "surge on top of a surge, arguably on top of, again, another surge."He said the official announcement on extending the order will be made Tuesday by Dr. Mark Ghaly, the state's Health and Human Services secretary.Newsom noted that COVID hospital admissions have begun to plateau across much of the state -- with the exception of Southern California, with Los Angeles, Riverside and San Bernardino counties continuing to be the hardest hit.Los Angeles County has rapidly become the epicenter of the pandemic in the state, with the state reporting more than 7,100 COVID-19 patients in hospitals, including more than 1,400 in intensive-care unit beds. Entertainment production -- including professional sports -- would be allowed to continue without live audiences.Four of the five regions carved out by the state are under stay-at-home orders, covering 98% of the state's population. Only far northern California is not under a stay-at-home order.The order was triggered in each area when the region's ICU bed availability dropped below 15%. In some counties, the official ICU bed availability of 0%. That percentage does not mean that there aren't any ICU beds available, since the state adjusts the number based on the ratio of COVID- 19 patients being housed in the units.Newsom again had harsh words for counties and county officials who continue to "thumb your nose" at health orders. He singled out Riverside County, where Sheriff Chad Bianco has publicly criticized Newsom and said his agency would not be "blackmailed" into becoming an enforcement arm of state health officials.Newsom has said repeatedly that counties that don't adhere to health restrictions would lose state funding."We're in the midst of a pandemic," Newsom said. "I don't know what more evidence you need, particularly, as highlighted, Riverside County is experiencing what they're experiencing in ICUs and hospitals and lives lost. I mean, what more evidence do you need that trying to enforce good behavior will actually save lives? It's a noble and right thing to do. To dismiss as many have in the past and some of the same folks ... some still holding onto this as a hoax or face coverings don't matter. ... They're not helping. Mike Levin, D-San Juan Capistrano, announced the formation of a panel of servicemembers, veterans, and other community leaders who will work together on recommendations to name either an Oceanside or San Diego Department of Veterans Affairs facility after a woman veteran.The VA Facility Dedication Advisory Panel will compile a report on notable women veterans with ties to the region who are worthy of the honor. Currently, there are no VA facilities in the United States that are named after women veterans, and neither the San Diego VA Medical Center nor the Oceanside VA Clinic are named after an individual.The panel is led by Army Veteran and Carlsbad resident Karin Brennan."Throughout our nation's history, women have served and sacrificed for our freedom just like men, but have often gone without the recognition they deserve," Levin said."It is past time to rectify that injustice and live up to our responsibility to honor all veterans, including women. It's disappointing that not a single VA facility in the country is named after a woman veteran, but we can change that here in our district."In September 2020, the VA released the 2020 Report of its Advisory Committee on Women Veterans. The committee made seven recommendations to VA, one of which is the inclusionary branding of VA facilities. His work is considered "3D industrial," and uses items like drywall screws, dog tags and golf tees.The San Diego Blood Bank will have its mobile tent outside the Midway Museum. Donors will receive one ticket for entry into the museum. Veterans and active duty military will get free admission all day.Lastly, in celebration of the 75th anniversary of the end of World War II, the USS Midway Museum will conduct a special broadcast of its "Destination Midway" live webcast series at 12:30 p.m. The webcast will feature ship historian Karl Zingheim as he interviews four WWII veterans.-- Meals on Wheels San Diego County, a nonprofit organization that supports the independence and well-being of seniors in need by delivering them nutritious meals, will make a special delivery to honor an Oceanside veteran.Brent Wakefield, president and CEO of Meals on Wheels San Diego County, will deliver meals to World War II Navy veteran Ed Kruck and thank him for his service. SAN DIEGO (CNS) - Authorities reached out to the public Thursday for help in identifying a motorist involved in a hit-and-run that killed a pedestrian last week in a Chollas Creek-area neighborhood.The 48-year-old victim was standing next to a parked vehicle along the west curb line of the 5300 block of Chollas Parkway shortly before 1 a.m. Friday when a dark-colored car traveling to the south at high speed on the wrong side of the street hit him, according to San Diego police.Following the fatal impact, the motorist stopped momentarily, then drove off, Officer Robert Heims said.The victim, whose name has been withheld pending family notification, died at the scene.Surveillance cameras captured images of the vehicle -- a four-door sedan, possibly a Lexus or Toyota with a lowered suspension.
