WILMINGTON — President-elect Joe Biden has announced top White House staff positions Tuesday, drawing from the senior ranks of his campaign and some of his closest confidants. Biden confirmed that former campaign manager Jen O’Malley Dillon will serve as a deputy chief of staff. Campaign co-chair Louisiana Rep. Cedric Richmond and campaign adviser Steve Ricchetti will also play senior roles in the new administration. Richmond will leave his Louisiana congressional seat to fill the White House job. A former chair of the Congressional Black Caucus, Richmond was among Biden’s earliest high-profile supporters and served as his campaign co-chair.Anthony Bernal, who was Chief of Staff to Dr. Jill Biden on the campaign trail was named her Senior Advisor. Dr. Biden's Chief of Staff will be Julissa Reynoso Pantaleon. Other hires announced Tuesday include: Mike Donilon as the new Senior Advisor to the President, Dana Remus as Counsel to the President, Julie Rodriguez as Director of the White House Office of Intergovernmental Affairs, and Annie Tomasini as Director of Oval Office Operations. The new hires represent an initial wave of what will ultimately be hundreds of new White House aides hired in the coming weeks. The latest round reflects his pledge to have diversity in his staff — the team includes four people of color and five women. 1358

While many Americans do it, taking a selfie with a completed ballot is considered a crime in most states. According to CNN, there are laws prohibiting taking or distributing photos of your ballot while at the polls in 27 states. For voters in 23 states and DC, photos from the voting booth are generally permissible. A person could be charged with a felony in Illinois and Wisconsin for taking photos at the ballot booth.While some of the 23 states have previously had laws prohibiting photography of ballots, there have been recent court rulings questioning the constitutionality of such laws. One example came during 2016 in New Hampshire. The state argued that the law was necessary to prevent ballot photography to be used as a means of voter fraud or intimidation. The plaintiffs argued that prohibiting ballot photography denied voters their free speech rights. A federal appeals court ruled 3-0 that the state had not shown that it was using the least restrictive means to achieve a compelling state interest of prohibiting voting fraud. According to the ruling, New Hampshire Secretary of State William Gardner was unable to show examples of how ballot photography led to voting fraud. "The restriction affects voters who are engaged in core political speech, an area highly protected by the First Amendment," the ruling states. "There is an increased use of social media and ballot selfies in particular in service of political speech by voters. A ban on ballot selfies would suppress a large swath of political speech."Indiana also had a law passed in 2015 that would have made ballot selfies a felony struck down by a federal judge.In Colorado, the state made it legal in 2017 to take ballot pictures. But in Alabama, Arizona, Florida, Georgia, Illinois, Iowa, Maryland, Michigan, Nevada, New Jersey, New York, North Carolina, Ohio, South Carolina, South Dakota, Tennessee, Texas and West Virginia, it is illegal to take photos at the polling place, according to CNN. In Alaska, Louisiana, Massachusets, Minnesota, Mississippi, Missouri, Oklahoma, Utah and Vermont, pictures at the ballot box are okay, but cannot include a photo of a completed ballot.  To see a state-by-state breakdown of the laws regulating ballot selfies, click here.  2343

While the vast majority of us only get to vote for one candidate on the ballot, voters in Maine are allowed to vote for multiple candidates.Maine's unique election process was approved by voters in 2016. Although this might sound like a strange way of voting, the process allows for “instant runoffs.” Election officials continually eliminate the last-place candidate until there are only two candidates left or a candidate receives a majority of the vote.For instance, if your first choice is eliminated, your second choice becomes your vote until that candidate is eliminated or is declared the winner.On Tuesday, the Maine Supreme Judicial Court ruled against a GOP-led initiative that attempted to delay the use of ranked choice voting in the presidential election. The court struck down a lower-court ruling.The process had already been used in the primary and the 2018 midterm. Governor Paul LePage protested the results from the 2018 election, and threatened not to certify the results. In Maine’s House District 2, Democrat Jared Golden won the election despite not receiving a plurality of first-choice votes. Golden ended up garnering a majority after two independent candidates were eliminated.Maine is also unique as it is only one of two US states that divvy up Electoral College votes based on congressional districts. While the winner of Maine’s statewide vote automatically garners two Electoral College votes, the state’s other two votes are given to the candidate who wins within a congressional district.In 2016, Hillary Clinton won the state’s overall vote, but failed to win both of the state’s congressional districts, which resulted in Donald Trump taking one of the state’s four Electoral College votes.For this year’s election, while the Maine’s first congressional district is expected to lead Joe Biden to a statewide victory, the second district is expected to be a tight race. 1915

It can detect if something is behind you while you're backing up and can automatically brake if you can't or wont stop.Together, this technology dream team is reducing back up crashes reported to police by 78 percent, according to a new study from the Insurance Institute for Highway Safety.Most rear crashes don't result in serious injuries, but you never know who or what might be behind you. WESTLAKE, La. -- A fire broke out at a chemical plant in Westlake, Louisiana, as Hurricane Laura moved out of the state. Louisiana State Police responded to the scene Thursday and motorists were being advised not to travel on I-10 through Westlake as crews fought to put out the flames.State police say the fire involved a chlorine leak that originated from a BioLab chemical manufacturing facility.The BioLab plant was built in 1979 and manufactures trichloroisocyanuric acid, chlorinating granules and other chemicals used in such household cleaners as Comet bleach scrub and pool chlorine powder, The Associated Press reports. Trichloroisocyanuric acid and chlorine are potentially acutely toxic to people and animals if ingested or inhaled.As a result of the fire, residents in the Westlake, Moss Bluff and Sulphur area were advised to shelter in place until further notice, close their doors and windows, and turn off their air conditioning units.In a statement obtained by KATC, KIK Custom Products said the fire at their facility was the result of damage from the hurricane and a specialized team has been deployed to mitigate the impact of the incident. 1171
