DOHA, Qatar (AP) — The United States and the Taliban have signed a peace agreement aimed at ending the 18-year war in Afghanistan, America's longest. The signing could help President Donald Trump fulfill a key campaign promise to extract America from its “endless wars.” Under the agreement, the U.S. will begin withdrawing thousands of troops in exchange for Taliban commitments to prevent Afghanistan from being a launchpad for terrorist attacks.If the Taliban meet their commitments, all U.S. troops would leave in 14 months. The U.S. invaded Afghanistan after the Sept. 11, 2001 attacks to overthrow the Taliban, who had hosted Osama bin Laden and al-Qaida as they planned and celebrated the assault.The agreements are considered the first step for talks with Afghan factions, which are likely to be complicated. Under the agreement, the Afghan government would release 5,000 Taliban fighters, but it's unclear whether the government will do that. It's also unclear whether those fighters will abide by any peace deal, the Associated Press reported.The complete withdrawal of American troops would not depend on any specific outcome in talks between Taliban and other Afghan factions, the AP reports.In Qatar, U.S. Secretary of State Mike Pompeo met with the Taliban, where the group has a political office, but did not sign the agreement. Dozens of goats invaded a suburb of Boise, Idaho, on Friday after walking off the job.The goats are workers for a rent-a-goat business called -- what else -- We Rent Goats that hires the herd out as an eco-friendly way to clear weeds.The goats were munching at an Ada County Highway District retention pond when they broke through a fence and escaped, briefly overtaking a street in the West Valley area of Boise around 7 a.m., CNN affiliate KBOI reported.Their arrival created a social media sensation, with goat-themed puns invading Twitter. The Columbus Dispatch, for instance, tweeted, "This looks like a baaaaaaaaaaaaaaad situation." #Boise was still trending as of Friday afternoon.Boise resident Kyle Bryant told CNN he went to see the goats after his granddaughter told him what was happening."It was was the best thing I have seen since we moved to Boise three years ago," Bryant said. "I knew back in Oregon that there were companies that rented out goats, so I thought that this was the same situation."Bryant took videos and shared them on Facebook. DETROIT, Michigan — General Motors made a major announcement on Monday saying it will close two plants in metro Detroit as well as plants in Ohio and Canada. The plan will help save the company billion by 2020, according to GM.In a news release, the company said it will close the Detroit-Hamtramck Assembly Plant in Detroit and Warren Transmission Operations in Warren. Other plans closing include the Oshawa Assembly Plant in Oshawa, Ontario, the Lordstown Assembly in Warren, Ohio and the Baltimore Operations in White Marsh, Maryland.According to a spokesperson for GM, the plants will be unallocated which means they will no longer produce vehicles in those plants in 2019. EL CAJON, Calif (KGTV) -- A 26-year-old man accused of fatally stabbing a fellow Ramona resident during a fight at a gas station in their East County hometown pleaded not guilty Tuesday to a murder charge and was ordered held on million bail.    Jarrett Austin Wishnick is suspected of mortally wounding Steven Faught, 59, shortly before 6 p.m. Thursday near a set of fuel pumps in front of Stage Stop Liquors at 578 Main St.    Deputies responding to a report of an assault at the business found Faught bleeding profusely from a wound to his neck, sheriff's Lt. Greg Rylaarsdam said.    Paramedics airlifted the victim to a trauma center, where he was pronounced dead. Wishnick -- who remained at the scene of the deadly fight -- was treated for a hand injury before being booked into jail.    It was unclear what prompted the dispute between the men, both of whom had parked their vehicles in front of the gasoline pumps outside the store.    Faught's older brother, Jerry, flew to San Diego from Portland after the incident. He told 10News that his brother had a warm personality.  "Even though he had  very little, he'd give you the clothes off his back."    Wishnick will be back in court Nov. 20 for a bail review and on Jan. 16 for a readiness conference. A Feb. 1 preliminary hearing date was also scheduled.Wishnick faces 26 years to life in prison if convicted of murder and the use of a knife. 1490

EAST VILLAGE (KGTV) -- A woman was wounded in an officer-involved shooting in the East Village Saturday night.San Diego police received numerous calls to an apartment complex on Market Street and Park Boulevard around 10 p.m. about a woman throwing objects out of a window. Officers arrived and found broken glass and furniture on the sidewalk below an apartment.Officials say the woman refused to listen to police and brandished a knife while out the window, continuing to throw objects. The woman refused to come out of the building, prompting police to force their way into the apartment. The woman locked herself in the bathroom, police say. Police used verbal directions, chemical agents, and a police canine to attempt to get the woman into custody, but the woman continued to refuse.The woman grabbed and punched the police canine. When officers made their way into the bathroom, police say she threatened them with a knife. “One officer fearing that he was going to be struck or stabbed with a knife, fired at least one round striking the female,” said Capt. Rich Freedman of the San Diego Police Department.The woman was treated at the scene and taken to the hospital with non-life threatening gunshot injuries. The officers were not injured, although some people were hit by objects being thrown out of the window. The woman has not been identified, but she is a 26-year-old resident of San Diego, according to SDPD.The name of the officer involved in the shooting was not released, be he has been with the department for more than 11 years, police said. 1572
