SAN DIEGO (KGTV) — Some beach cities throughout San Diego County Monday closed beaches as the COVID-19 outbreak continues to worsen. Following Gov. Gavin Newsom's stay at home order for California, several beach-side cities saw beachgoers enjoying the outdoors without the required six-foot social distancing.Monday, County Public Health Officer Wilma Wooten said the county will issue an amendment to the public heath order limiting social gatherings during the coronavirus pandemic. It looks like people are not able to do that," Wooten said. "We will be issuing an amendment to our health office's order that if jurisdictions are not able to enforce social gatherings then we will close beaches," Wooten said. Supervisor Nathan Fletcher added that people are encouraged to get exercise, but "what we don't want is the mass congregating of multiple social units."San Diego Mayor Kevin Faulconer, however, didn't wait to see how that warning will play out around the county. "I have directed the [city] to move forward with closing all City-owned parks, beaches and trails. There were far too many ignoring physical distancing rules this weekend. The actions of a few can cost the lives of many. "Due to the number of people continuing to gather at city parks, trails and beaches, the City of Carlsbad announced it will temporarily close these public areas starting March 23 to help slow the spread of the virus that causes the COVID-19 disease," a city release stated.Carlsbad Police will enforce the closure using an "education-first" approach before issuing citations, the city said. Also late Monday night, the City of Encinitas announced it would be closing beaches. "The City of Encinitas is closing all City beaches, access points to beaches, and parking lots adjacent to beaches until further notice," city officials said in a news release.Imperial Beach followed suit, saying it would close its beaches "due to the inability to enforce social distancing," beginning Tuesday at 12 p.m.Sunday, San Diego Police officers shut down beach parking lots and discouraged large crowds from gathering. Officers began closing off parking lots, and even Fiesta Island, after dense crowds were seen at local beaches."The intention is to decrease the transmission of COVID-19," Wooten told reporters. "When we start to see our numbers come down, that's when we will reevaluate.""All these strategies are being done to flatten the curve."Also Monday, the State of California said it was closing state parks to vehicular traffic at some park units to reduce the density of visitors. "State Park Peace Officers, in cooperation with allied law enforcement entities, will continue patrolling all state park units and enforcing all regulations," the state said in a news release. SAN DIEGO (KGTV) - San Diego Unified School District's Board of Education approved million in safety upgrades this week.The upgrades will be expedited for installation as well, and include things like security cameras, fencing, locks and gates, and notification systems."We proposed several significant changes that were adopted by the Board of Education at its meeting this week. These changes include fast-tracking several security upgrades at school sites. They also include a move to an 'options-based' model of handling actual threats," a letter to parents from Superintendent Cindy Marten said.RELATED: DA: Nine minors charged in recent threats to local schools"We were impressed this week with the determination our students showed in refusing to allow mass school violence to become accepted as the 'new normal.' So far, nine juveniles have been criminally charged in the cases.Marten said in the letter that parents have been reaching out since the Florida tragedy to offer suggestions to safety procedures at the district's schools.The district also focuses on improving school climates for students venerable from becoming disconnected from their peers, according to Marten. SAN DIEGO (KGTV) — Santa Ana winds have fueled the most destructive wildfires in San Diego’s history, including the Cedar Fire in 2003 and the Witch Creek Fire in 2007.But why do Santa Anas form and what makes them so effective at spreading fire?Typically, during the day, San Diego’s winds blow from the ocean to the shore. These onshore winds tend to carry a lot of water vapor.However, Santa Ana winds blow the opposite direction, from the east to the west, and they have all the ingredients fires need to spread.“Strong winds,” said National Weather Service San Diego meteorologist Philip Gonsalves. “They’re typically very dry, and we usually end up with warmer conditions.”Strong. Dry. Hot. A fourth key factor elevating the fire danger is the timing of this wind pattern.“They typically occur in the fall, which is that time of the year when the fuel moistures are very low, and so the fuels are primed for ignition,” Gonsalves said.Winds flow from areas of high pressure to areas of low pressure. Santa Anas form when there is high pressure over the Great Basin, located in Nevada and parts of Utah, and low pressure over Southern California.The winds are coming from the desert, but that’s not why they’re hot. They are hot for the same reason that air coming out of a bicycle pump is hot, Gonsalves said. It’s because the air is getting compressed.As the winds flow west out of the Great Basin, they travel over mountains. At high elevations, the air is very cool, but as the winds move downslope into lower elevations where the pressure is higher, the air gets compressed. That compression rapidly drives up the temperature in what’s called the Adiabatic Process.This process also dries out the air, and dry air can heat up much faster.As the winds move downslope, they pass over ridges and through canyons, which act like funnels, speeding up the winds.Santa Ana winds can pop up any time the Great Basin is cooler than Southern California, typically from September to May. But peak season is considered to be October.The Santa Ana event on Tuesday is falling a little before the peak season because of the positioning of highs and lows in the Northern Hemisphere, Gonsalves said, but the end result is the same: strong, dry, warm winds and extreme fire danger. 2281

SAN DIEGO (KGTV) — Several changes are being introduced to how Assembly Bill 5 applies to freelance writers and photographers.Assemblywoman Lorena Gonzalez announced the changes Thursday to address feedback from freelance writers and journalists over the effects of AB 5.“Having heard additional feedback from a variety of freelance writers, photographers and journalists, we are making changes to Assembly Bill 5 that accommodate their needs and still provide protections from misclassification,” Assemblywoman Gonzalez said.RELATED: Proposed bill would exempt musicians from AB 5The changes will remove the cap on the number of submissions that a freelancer writer, photographer, or editor can submit to one hiring entity before they must be classified as an employee. Hiring entities must not use a contractor to replace an employee position as well.When contractors provide services, their contract must specify the rate of their pay, when they receive payment, and the individual's intellectual property rights to the work submitted. SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209
