STOCKHOLM, April 30 (Xinhua) -- Sustainability expert, Professor Mohan Munasinghe who is also director general of Sustainable Consumption Institute at University of Manchester said China's development is more sustainable than the U.S. and Europe when they were in the similar development stage.In a recent interview with Xinhua in the Swedish capital city Stockholm, Munasinghe who was also Co-winner of the 2007 Nobel Prize for Peace as Vice Chairman of IPCC (Intergovernmental Panel on Climate Change) said sustainable development meant to balance the economic and social development with the damage of environment."What China proposes to develop harmonious society and especially to harmonize economic and social development and the environment is a way towards sustainable development," Munasinge said."China is more hopeful because stainability index shows that China's development is much more sustainable than the U.S. and Europe when they had similar development stage when per capita income was around 3,000 U.S. dollars he said."The second reason is that the discipline in eastern culture especially in China and Japan, you have a discipline to mix the social changes with economic development, you need a lot of discipline to bring about these changes," he said, adding that China's way of experiment in changes is very good."China often implements a pilot program and if it is good, it then promotes it in other areas and finally in the whole country and if you fail, then forget it and try new ways, this way you make the changes more beneficial than make it a total failure," commended Munasinge."China has the social capital that you make your society a consensus building society, this is Chinese social capital. Modernization sometimes is destroying very useful value systems, the value systems that survived from the ancient times are the sustainable values systems, for example, how to use less land and less water to farm and so on," he said.Munasinghe believes that due to Chinese culture and due to its development stage, China will be quicker to step into sustainable development track than that in developed countries because it is difficult to change their mindset and behavior.

BEIJING, June 8 (Xinhua) -- The Chinese government Tuesday published a white paper on its Internet policy, stressing the guarantee of citizens' freedom of speech on the Internet.The white paper, released by the State Council Information Office, introduced facts of the development and use of the Internet in China, and elaborated on the country's basic policies on the Internet.The Chinese government actively advocates and supports the development and application of the Internet across the country, it said, stressing the government's basic Internet policy: active use, scientific development, law-based administration and ensured security.By the end of 2009 the number of netizens in China had reached 384 million, 618 times that of 1997 with an annual increase of 31.95 million users.The Internet had reached 28.9 percent of the total population by the end of 2009, higher than the world average. Its accessibility will be raised to 45 percent of the population in the coming five years, it said.There were 3.23 million websites running in China last year, which was 2,152 times that of 1997.Of all the netizens, 346 million used broadband and 233 million used mobile phones to access the Internet. They had moved on from dialing the access numbers to broadband and mobile phones.

  

HANGZHOU, March 28 (Xinhua) -- China's Ministry of Water Resources (MWR) said Sunday the country will step up water conservation infrastructure construction to better cope with natural disasters.The central government has allocated over 80 billion yuan (11.7 billion U.S. dollars) this year for water conservation projects. Total investment in the sector is expected to hit 200 billion yuan, MWR vice minister Jiao Yong said at a work conference Sunday in Hangzhou, capital city of the eastern Zhejiang Province.Jiao said water conservation facilities in China would be expanded while insuring the quality of the projects.Meanwhile, repair and maintenance work on reservoirs in poor condition will be boosted this year, said Sun Jichang, a senior MRW official.China needed to reinforce a total of 6,240 faulty reservoirs in the three years to 2010. So far, only 2,000 of them have been reinforced as insufficient local funding or possible misuse of funds has delayed the work, Sun said.Local water authorities will be rushed as the Ministry is requiring all reservoir repair work be finished by the end of the year.

  

SHANGHAI, May 14 (Xinhua) -- Li Yuanchao, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, met Friday with Singapore's Minister Mentor Lee Kuan Yew in Shanghai.Li, also president of the CPC's Pudong Cadre College, hailed the development of Sino-Singapore ties since the two states established diplomatic relations in 1990.He pledged to further party-to-party exchanges and cooperation with Singapore in personnel training, urban development and environmental protection.Lee said he hoped the two states would expand cooperation. He delivered a speech at the college.Li is also Minister of the Organization Department of the CPC Central Committee.
