WASHINGTON (AP) — A federal judge has ruled that former national security adviser John Bolton can move forward in publishing his tell-all book. The Trump administration had tried to block the release because of concerns that classified information could be exposed. The decision from U.S. District Judge Royce Lamberth is a victory for Bolton in a court case that involved core First Amendment and national security concerns. The ruling means a broader election-year readership and distribution for a memoir that paints an unflattering portrait of President Donald Trump's foreign policy decision-making during the turbulent year-and-a-half that Bolton spent in the White House. 686

WASHINGTON (AP) — A statue of Confederate Gen. Robert E. Lee that represented Virginia in the U.S. Capitol has been removed.Virginia Gov. Ralph Northam said in a statement that workers removed the statue from the National Statuary Hall Collection early Monday.“The Confederacy is a symbol of Virginia’s racist and divisive history, and it is past time we tell our story with images of perseverance, diversity, and inclusion,” said Northam. Each state is entitled to display two statues in the collection. Lee’s statue had stood with George Washington’s statue since 1909 as Virginia’s representatives in the Capitol. The Lee statue had been one among 13 located in the Crypt of the Capitol, representing the 13 original colonies.Northam had requested its removal and a state commission has recommended replacing Lee’s statue with a likeness of Barbara Johns.Johns was an American civil rights leader who protested poor conditions at her all-Black high school in the town of Farmville in 1951. Her court case became part of a landmark U.S. Supreme Court decision that struck down racial segregation in public schools.Virginia’s General Assembly must approve the replacement before a sculptor can be commissioned for the new statue. If approved, Johns would stand alongside Washington, and would be the only teenager represented in the collection.“I look forward to seeing a trailblazing young woman of color represent Virginia in the U.S. Capitol, where visitors will learn about Barbara Johns’ contributions to America and be empowered to create positive change in their communities just like she did,” said the governor.U.S. Sen. Tim Kaine of Virginia tweeted out a video of the Lee statue being taken down. 4:02 am. 12/21/20. Crypt of the US Capitol. pic.twitter.com/2ttGecsj5B— Tim Kaine (@timkaine) December 21, 2020 1827

WASHINGTON — The number of laid-off Americans applying for unemployment benefits fell to roughly 880,000 last week, a sign of possible improvement but evidence that the viral pandemic keeps forcing many businesses to slash jobs. The latest figures, released Thursday by the Labor Department, suggest that nearly six months after the eruption of the coronavirus, the economy is still struggling to sustain a recovery and rebuild a job market that was devastated by the recession. All told, the government said that 13.3 million people are continuing to receive traditional jobless benefits, up from 1.7 million a year ago. 629

Voters in Maine are trying out a new election system this year.“It is going to be used this fall for the first time in the presidential race, and that was a focus of a series of court challenges that went back and forth up though just a few weeks ago before it was finally determined, yes it will be used in the presidential race,” said Mark Brewer, Professor of Political Science at the University of Maine. What is ranked-choice voting? And how does it differ from how you fill out the more traditional “choose one,” or plurality, ballot design?“Normally you'll have a grid of candidates, all the candidate names on the left side and all of your choice columns along the top,” said Chris Hughes with the Ranked Choice Voting Resource Center. “Once we get everybody's ballots in, you count up all the first choices. If anyone has the majority, they get 50% of all those first choices, then that person is the winner.”However, if no candidate gets 50%, “you eliminate whoever has the fewest first choices and count the second choices on those ballots instead,” Hughes said.Ranked-choice voting has already been used for some local elections in states like California.“The big surge we’ve seen in the last 20 years started in San Francisco. San Francisco adopted ranked-choice voting in 2002 to eliminate their run off elections. Now they have a single general election,” Hughes said. “The last 20 years we’ve seen this huge growth, even between 2016 and 2020 we’ve seen five more cities adopt ranked-choice voting.”Why is Maine making the change now, in the brink of a critical presidential race? It’s a decision that was made four years ago. In 2016, the Ranked Choice Voting Act was passed by Maine voters, which meant ranked-choice voting would be used in certain statewide elections going forward. However, with every type of voting -- and there are many methods -- there are pros and cons.“In simpler elections ranked choice voting is probably going to do a decent job. But in more complicated elections where there are a bunch of candidates and it’s a tight race you run more of a risk of anomalies occurring,” said Aaron Hamlin with The Center for Election Science. What does this voting method mean for Maine, and the U.S. as a whole this election?“Ranked choice is going to come into play in the United States Senate race here in Maine,” Brewer said.“It’s not inconceivable that the Maine Senate race ends up deciding control of the U.S. Senate, and we're not going to know the outcome of the Maine Senate rate on election night. I can't imagine we will. It's going to be days after.” That is, if one of the Senate candidates doesn’t receive a 50% majority vote.“You don't have to start the reallocation process unless someone fails to get 50%,” he said. This Election Day, five more cities and two states, Alaska and Massachusetts, will vote on using ranked-choice voting in their future elections as well. 2920
