BEIJING, March 4 (Xinhua) -- Overseas media have widely reported China's measures to maintain social and economic development, after the annual session of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) opened Wednesday.The session outlined plans to keep the steady and fast development of economy, narrow the gap between city and country, and adjust income distribution pattern.The AP said that CPPCC National Committee Chairman Jia Qinglin said in a work report "2010 is a crucial year for China to respond to the impact of the global financial crisis and maintain steady and rapid economic development."The annual session of China's legislature, the National People's Congress (NPC), which opens Friday, was expected to "give a full airing to hot-button issues such as soaring real estate prices in many Chinese cities," it said.The Chinese government, which released a budget and work plan for the year, was expected to boost spending on education, pensions and medical care, continuing a push begun in the past decade to strengthen a tattered social safety net, it said.The annual plenary sessions of the NPC and the CPPCC National Committee are known as China's "two sessions."The AFP said China opened its annual parliamentary season Wednesday with a call from the Chinese leadership to keep up economic growth, maintain social stability and tackle a yawning urban-rural income gap.The two gatherings were the Chinese leadership's chance to showcase its efforts to tackle the key challenges facing the country, and economic concerns looked set to top that list, it said.Online, The Wall Street Journal Asia Edition said in an article the NPC's annual session would kick off Friday and this year's theme "naturally" was the economy.In a talk with China's netizens last week, Premier Wen Jiabao said "while it is the government's responsibility to expand the 'pie' of national wealth, it is the government's conscience to distribute it in an adequate manner," the article said.The Yonhap news agency said the Chinese government was speeding up its economic transformation after the global financial crisis because it realised it could not overcome future crises with its current economic structure dominated by cheap exports. SHANGHAI, Feb. 9 (Xinhua) -- Chinese bankcard holders' consumer confidence in January was up year on year, according to an index issued jointly by China Unionpay and Xinhua News Agency on Tuesday.The Bankcard Consumer Confidence Index (BCCI) stood at 86.81 in January, 2.44 points higher from the same period last year, and stayed at basically the same level as December 2009, said the index report.The increasing consumer confidence mainly stemmed from China's steadily improving macroeconomic conditions, the report said.China's economy resumed a double-digital growth in the fourth quarter last year, pushing the annual figure beyond the government target of 8 percent at 8.7 percent.The index also resulted from an increase of 9.1 million urban jobs and a higher-than-8-percent income rise for urban and rural residents in 2009, according to the report.The report also attributed the rising confidence to people's growing demand during the New Year and the approaching Spring Festival, the Chinese lunar new year, which falls on Feb. 14 this year.The report said China Unionpay would release the BCCI index on a monthly basis starting 2010.

DAR ES SALAAM, March 17 (Xinhua) -- "China is not throwing its weight amid China-Africa cooperation, though China's influence is getting stronger as an emerging power," a senior Tanzanian media official said here on Wednesday.Mkumbwa Ally, Deputy Managing Editor of Tanzania Standard Newspapers which published the official Daily News and Sunday News among others, made the remarks in an exclusive interview with Xinhua."The cooperation between China and Africa including Tanzania is based on mutual-benefit, that's not the 'Power matters the most' policy by some western countries but the way to cooperate with others," Ally said.China's assistance to African countries has no strings-attached, which was preferred by African countries, the senior Tanzanian media official said, mentioning the assistance from China to build the Tanzania-Zambia Railway in the 1970s."The big project of Tanzania-Zambia Railway Authority (TAZARA) railway was implemented with China's assistance, which helped the two African countries, especially the land-locked Zambia a lot in development and once was the main model of transportation in Tanzania," Ally noted.He added that China's assistance to Africa was brotherly based and the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9 and committed to enhance China-Africa cooperation with "people-centered" development, that is "development must look at people's needs".Besides assistance, China-African cooperation is also growing in business sectors, for example, Chinese construction companies built many projects in African countries with the same quality but lower costs, which is good for Africa, meaning that the African government can spend less for the same quality, the senior Tanzanian media official noted."Economists saw China as an emerging power, which has a lot of room for growth.
