SAN DIEGO (KGTV) -- Voters across San Diego County could end up with the final say over massive housing developments proposed for the backcountry.That's if voters themselves approve an initiative headed to the March 2020 ballot. The measure, called S.O.S., for Safeguard our San Diego Countryside, would trigger a public countywide vote anytime the County Board of Supervisors moves to increase density in the general plan to make way for more housing. "When you put cities where there are no roads, where there isn't fire service, there aren't schools, the cost of the infrastructure is going to be borne by the general taxpayer," said Mark Jackson, with the Yes on S.O.S. campaign. But a group of developers, economists and union are sounding the alarm about the initiative, which they say would make the region's housing crisis even worse. A county report found that the public vote would add a year of delay to projects and increase the cost by as much as .3 million. Meanwhile, housing prices would rise as supply remains tight. "Many new officers have young families, and those families are hit the hardest by anti-growth and anti-housing measures like S.O.S.," said Jack Schaeffer, president of the San Diego Police Officers Association. Both sides agree San Diego County needs more housing. However, the proponents of the measure note the general plan already calls for 60,000 new homes for all income levels. Those opposed counter that those would largely be expensive, built on multi-acre lots. They add that this initiative could impact development proposals with as little as six housing units. The initiative made its way to the March ballot after the "yes" campaign got 107,000 signatures. That's the same election in which voters will decide the fate of the massive Newland Sierra development in Escondido, a 2,000-home master plan the county approved in 2018. Gavin Newsom named professional skateboarder Tony Hawk and television personality and actor RuPaul Charles to the 13th class of the California Hall of Fame. Hawk and Charles, both from San Diego, will be inducted alongside writer Maya Angelou, Olympic medalist soccer player Brandi Chastain, astrophysicist France A. Córdova, author Jeanne Wakatsuki Houston, Reverend James M. Lawson, Jr., actor and comedian George Lopez, iconic chef Wolfgang Puck, and winemaker Helen M. SAN DIEGO (KGTV) -- With a string of recent fires in San Diego County and statewide, it’s no secret that so-called fire season, which California fire agencies say is now year round, is getting worse.So far this year, Cal Fire has battled nearly 3,800 wildfires that have so far scorched more than 292,000 acres.That figure shows a sharp increase from previous years and is far above average for this time of year.According to Cal Fire, the last five years have, on average, seen just over 118,800 acres burned statewide by this time."We are seeing more destructive, larger fires burning at rates that we have historically never seen," said Jonathan Cox, Cal Fire regional Battalion Chief.The increasing danger even has agencies like the US Department of Agriculture warning of the risks. As far as major fire incidents, so far this year there have been well over 100. SAN DIEGO (KGTV) -- While the San Diego Padres lost to the Los Angeles Dodgers Tuesday night in Game 1 of the National League Division Series, fans were thankful to be able to participate in the action alongside other San Diegans.While much of the Friar Faithful couldn’t make it to Texas to cheer on the Padres, the playoff excitement was still felt downtown, and for some, that was enough.“Unfortunately, you can’t watch it live, but to be surrounded with a group of people that are all watching it and all really excited, it’s pretty magical,” said Andrea Durkee, a resident of downtown and Padres fan. “I think we all needed something just happy and exciting and to look forward to, and this is absolutely the best thing we could have downtown.”Some fans watched the first game in the best-of-five series from Petco Park’s Tailgate Lot, which was transformed into a drive-in style viewing party.“I have season tickets actually, and we weren’t able to go this year, which is a huge bummer, but we’ve made the best out of it,” said Catie Vance. “We’re excited that we got to do this, at least.”Spectators on the other side were just as excited.“Grew up in LA, my grandfather had season tickets, I’ve probably seen 100 Dodger games at Dodger stadium I haven’t seen them win the world series yet, I’d love to see that, but I guess if someone has to go and the Padres do go, there’s worse things that can happen in life,” said Michael Martin, a Dodger’s fan.Facial coverings were required for all fans outside of their vehicles, and vehicles were spaced 20 feet apart to encourage social distancing. 1606

SAN DIEGO (KGTV) — With COVID-19 cases spiking in parts of the country, some of the largest testing providers are struggling to keep up with the demand, complicating efforts to isolate infected individuals and trace their contacts.Quest Diagnostics announced Monday its turnaround time for most test results had expanded to four to six days, back to where it was in the beginning of April. Quest said its turnaround time for priority tests -- those for hospitalized patients and symptomatic healthcare workers -- remained at one day.San Diego County operates 33 free testing sites for COVID-19, but ABC 10News found turnaround times can vary.Have you waited more than 7 days for COVID-19 test results? Email our reporter.Team10’s Adam Racusin got his negative test results from the site in Lakeside back in three days.The county’s goal is to report all test results within three days, although the current average is between three and five days for non-priority tests, according to County Health and Human Services Agency Director Nick Macchione.The county typically reports priority tests within 24 to 48 hours for vulnerable populations like individuals at skilled nursing facilities and first responders, he said.I visited the testing site in the SDCCU Stadium parking lot and got my negative test results back in seven days, after I placed a call to the County Nurse Line inquiring about them.“It’s about resources,” said County Public Health Officer Dr. Wilma Wooten.Wooten suggested that the recent spike in demand could be playing a role in increased wait times for results.The county uses its own lab to test samples, but when the lab gets backed up it sends samples to private labs that have been inundated with demand.In addition to Quest, Lab Corp and CVS Minute Clinic have reported long waits linked to high demand in recent days.In hard-hit Arizona, ABC News reported that some people are waiting up to 10 days for results."When we tell them, go home, self-isolate, quarantine yourself until we get back to you and that period of time is a week to 10 days, people start to kind of diverge from those suggestions within a few days,” said Dr. Tyler Smith, a professor and epidemiologist at National University.He said not only can testing delays lead to more infections if people waiting for results venture out in public, the added time makes contact tracing more difficult.There are already signs of strain on the county’s ability to do contact tracing: as of Monday, the county was able to launch just 57 percent of its case investigations within 24 hours, setting off one of its warning triggers.The county says it is taking steps to speed up testing in its lab, including adding staff and securing new testing equipment that has yet to arrive. The county has also added shifts at the lab, going with up to three shifts a day to process specimens.As the number of cases grows in San Diego County, there could be future delays in turnaround time at the county lab, “but likely not beyond where it is today,” said spokesman Tim McClain.“Everyone should be practicing social distancing, good handwashing and wearing of a face covering,” he said via email. “Individuals who felt symptomatic or otherwise had a strong belief they had the virus should isolate themselves and follow other public health precautions until the results come back.” 3362
